The project is a key element in the Gateway 2030 Metropolitan Transportation Plan (MTP) prepared by the El Paso Metropolitan Planning Organization (MPO). The proposed Border Highway West Extension would extend approximately 13.8 miles and would provide a continuous route from I-10 east of State Highway (SH) 20 (Mesa Street) to Sunland Park Drive continuing on Loop 375 to end at Untied States Highway (US) 54.

Section 1114 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) (Pub. L. 109-59; 119 Stat. 1144) continued the highway bridge program to enable States to improve the condition of their highway bridges over waterways, other topographical barriers, other highways, and railroads. Section 1114(f) amends 23 U.S.C. 144 by adding subsection (r), requiring the Secretary of Transportation (Secretary) to publish in the Federal Register a report describing construction materials used in new Federal-aid bridge construction and bridge rehabilitation projects.

The FHWA invites public comments about our intention to request the Office of Management and Budget's (OMB) approval for renewal and change of title of an existing information collection that is summarized below under Supplementary Information. We are required to publish this notice in the Federal Register by the Paperwork Reduction Act of 1995. As part of FHWA's ongoing effort to reduce the overall burden on the public, four currently approved information collections associated with the accommodation or relocation of utility facilities in the right-of-way of highway facilities are being combined into a single collection (2125-0519) with a new title of Utility Adjustments, Agreements, Eligibility Statements, and Accommodation Policies. Since each collection involves information regarding Federal regulations on utilities, this request will allow FHWA to streamline the collection process for the respondents with the ultimate goal of lowering the overall information collection burden. In addition to the proposed burden-hour reductions, by combining these collections, FHWA will be in a position to communicate collection activity from the respondents in one process, thus allowing for greater efficiency for both FHWA and the public. This notice of proposed rulemaking (NPRM) provides interested parties with the opportunity to comment on proposed changes to the joint FTA/FHWA procedures that implement the National Environmental Policy Act (NEPA). The revisions are prompted by enactment of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), which prescribes additional requirements for environmental review and project decisionmaking that are not appropriately reflected in the existing joint NEPA procedures. Pursuant to provisions of SAFETEA-LU, this NPRM proposes to add new categorical exclusions (CEs) from the NEPA process. This NPRM also proposes other minor changes to the joint procedures in order to improve the description of the procedures or to provide clarification with respect to the interpretation of certain provisions. The FTA and the FHWA seek comments on the proposals contained in this notice.

The Federal Highway Administration (FHWA) is issuing this notice to advise the public that FHWA will prepare an Environmental Assessment (EA) to determine the need and feasibility of improvements to U.S. 50 in Jackson and Jennings Counties in Indiana. This project will adhere to the requirements of Section 6002 of SAFETEA-LU so that the steps completed during the EA process will not need to be revisited if the project is elevated to an Environmental Impact Statement (EIS) in the future. The U.S. 50 improvement corridor is approximately 18 miles in length, running from the western terminus at I-65, near Seymour in Jackson County, to the eastern terminus near the Jennings/ Ripley County Line, east of North Vernon. The objectives of this study are to assess the need for and feasibility of improvements to the U.S. 50 corridor as well as other alternatives for improving mobility and alleviating congestion in the urban area boundary of North Vernon and in the general project vicinity.

This notice announces actions taken by the Federal Highway Administration (FHWA) and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). These actions relate to the proposed construction of the approximately 24-mile-long Yuma Area Service Highway, which has been designated as State Route 195 by the State Transportation Board in Arizona. This includes new roadway from the planned commercial International Port of Entry, located near San Luis, Arizona on the US/Mexico border, to Interstate 8. The alignment follows Avenue E north for about 2 miles to County 23rd Street, east on County 23rd Street for about 8 miles, north for about 9 miles within the westernmost portion of the Barry M. Goldwater Range, and continues north for about 3.5 miles between Avenue 6E and Avenue 7E to the existing Interstate 8/Araby Road Traffic Interchange. The actions being taken grant approvals for the project.
