In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The information collected is needed to determine applicant eligibility and compliance for certification of Civil Aviation mechanics and operation of aviation mechanic schools.

By Federal Register notice (See 81 FR 290, January 5, 2016) the National Park Service (NPS) and the Federal Aviation Administration (FAA) invited interested persons to apply to fill two upcoming openings on the National Parks Overflights Advisory Group (NPOAG) Aviation Rulemaking Committee (ARC). The notice invited interested persons to apply to fill future openings to represent air tour operator concerns and environmental interests. This notice informs the public of the person selected to fill the air tour operator future vacancy. No selection has been made for the vacancy representing environmental interests so this notice also invites persons interested in serving on the ARC to apply for the upcoming opening for this seat.

We are adopting a new airworthiness directive (AD) for all Dassault Aviation Model FALCON 7X airplanes. This AD was prompted by reports of multiple cases of ram air turbine (RAT) blade damage. This AD requires deployment of the RAT, replacement of the RAT placard with a new RAT placard, and re-identification of the RAT. We are issuing this AD to prevent blade damage to the RAT, which could prevent RAT deployment in flight during an emergency, possibly resulting in reduced control of the airplane.

We are adopting a new airworthiness directive (AD) for Kaman Aerospace Corporation (Kaman) Model K-1200 helicopters. This AD requires revising the ``Flight LimitationsNO LOAD'' and ``Flight Limitations LOAD'' sections of the rotorcraft flight manual (RFM). This AD was prompted by a report of certain flight maneuvers that may lead to main rotor (M/R) blade to opposing hub contact. These actions are intended to prevent damage to the M/R flight controls and subsequent loss of control of the helicopter.

Under the provisions of Title 49, U.S.C. Section 47153(d), notice is being given that the FAA is considering a property swap at Augusta State Airport in Augusta, ME. The purpose of the land swap between the State of Maine (Airport Sponsor) and Dragon Products Company, Inc., to resolve a compliance issue. The 13 acre parcel is at the bottom of the slope on the departure end of RW 35, and lies approximately 300' below the elevation of the end of the Runway. This portion of land is not considered useable for aeronautical purposes based upon its location and elevation. The parcel currently contains a pile of hardened concrete spoils placed there by Dragon Products Company, Inc. The solutions to mitigate this situation include removal of the spoils pile, which would be cost prohibitive, or release the land to Dragon Products Company, Inc. as part of an equal value parcel exchange. The State of Maine determined the parcel exchange as the best alternative. The parcel that Dragon has offered for exchange abuts the Augusta State Airport property on one side and City of Augusta property on another. The Offered Parcel would be advantageous to the State of Maine for potential non-aeronautical airport revenue generating purposes. The State of Maine would retain all avigation rights over both parcels.

These special conditions are issued for the Gulfstream Aerospace Corporation (Gulfstream) Model GVII-G500 airplane. These airplanes will have a digital-systems network architecture composed of several connected networks that may allow access to or by external computer systems and networks, and may result in airplane electronic system- security vulnerabilities. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

These special conditions are issued for the Dassault Aviation (Dassault) Model Falcon 5X airplane. This airplane will have a novel or unusual design feature associated with go-around performance credit when using an automatic takeoff thrust-control system. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

This supplemental notice of proposed rulemaking would establish Class E surface area airspace within a 4.2-mile radius of Truckee-Tahoe Airport, Truckee, CA, to increase safety and enhance existing instrument flight rules (IFR) procedures in the immediate vicinity of Truckee-Tahoe Airport, Truckee, CA. In an NPRM published in the Federal Register on December 18, 2015, the FAA proposed to amend Class E airspace extending upward from 700 feet above the surface at Truckee-Tahoe Airport. The FAA concurs with a comment received regarding the proposal, and finds establishing Class E surface area airspace along with the proposed Class E airspace modification is warranted for the safety and management of IFR operations.

This action establishes Class E airspace in Coldwater, KS. Controlled airspace is necessary to accommodate new Standard Instrument Approach Procedures (SIAPs) at Comanche County Airport. The FAA is taking this action to enhance the safety and management of Instrument Flight Rule (IFR) operations at the airport. Additionally, to this action corrects the spelling of the airport name to Comanche County Airport, inadvertently misspelled in the proposal.

This action proposes to remove Class E airspace extending upward from 700 feet above the surface at Byerley Airport, Lake Providence, LA. The decommissioning of non-directional radio beacons (NDB) and cancellation of Standard Instrument Approach Procedures (SIAPs) have made this action necessary for continued safety and management within the National Airspace System.

This action establishes Class E airspace in Moriarty, NM. Controlled airspace is necessary to accommodate new Area Navigation (RNAV) Standard Instrument Approach Procedures at Moriarty Airport. The FAA is taking this action to enhance the safety and management of Instrument Flight Rule (IFR) operations at the airport.

This rule establishes, amends, suspends, or removes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures (ODPs) for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.

This rule establishes, amends, suspends, or removes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures (ODPs) for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. This airplane will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport category airplanes. This design feature is electronic flight controls that affect maneuvering. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

The FAA is issuing this notice to advise owners of small unmanned aircraft systems (sUAS) used for purposes other than as model aircraft under the authority of an exemption issued by the FAA that they may register their sUAS using the web-based aircraft registration system. It also provides specific information pertaining to any exemptions that include conditions relating to the registration of small UAS.

We are adopting a new airworthiness directive (AD) for all Turbomeca S.A. Arriel 2E turboshaft engines. This AD requires removing the pre-TU 193 adjusted high-pressure/low-pressure pump and metering valve assembly and replacing it with a part that is eligible for installation. This AD also requires replacing the constant delta- pressure (delta-P) diaphragm of the fuel metering valve. This AD was prompted by reports of fuel flow non-conformities found during acceptance tests of Arriel 2E hydro-mechanical metering units (HMUs). We are issuing this AD to prevent failure of the delta-P diaphragm, which could result in an uncommanded in-flight shutdown and damage to the helicopter.

We propose to supersede Airworthiness Directive (AD) 2011-10- 01, for all Dassault Aviation Model FALCON 7X airplanes. AD 2011-10-01 currently requires repetitive functional tests of the ram air turbine (RAT) heater and repair if necessary. Since we issued AD 2011-10-01, we received a revision of an airworthiness limitations items (ALI) document, which introduces new and more restrictive maintenance requirements and airworthiness limitations for airplane structures and systems. This proposed AD would require revising the maintenance or inspection program to incorporate new maintenance requirements and airworthiness limitations. We are proposing this AD to prevent reduced structural integrity and reduced control of these airplanes due to the failure of system components.

We propose to adopt a new airworthiness directive (AD) for all Dassault Aviation Model FALCON 900EX and FALCON 2000EX airplanes. This proposed AD was prompted by a review that identified a nonconformity between the torque value applied to the screw-nuts of aileron servo actuators, and the torque value specified by the type design. This proposed AD would require replacing certain aileron servo actuators with serviceable servo actuators. We are proposing this AD to prevent desynchronization between two servo actuator barrels, which could lead to reduced control of the airplane during roll maneuvers at low altitude.

We propose to supersede Airworthiness Directive (AD) 2010-10- 13, for all BAE SYSTEMS (Operations) Limited Model BAe 146 and Avro 146 series airplanes. AD 2010-10-13 currently requires repetitive inspections of the wing fixed leading edge and front spar structure for corrosion and cracking, and repair if necessary. Since we issued AD 2010-10-13, the Design Approval Holder (DAH) has issued revised inspection procedures that eliminate a previously approved inspection procedure. This proposed AD would require revised inspection procedures. We are proposing this AD to detect and correct corrosion and cracking of the wing fixed leading edge and front spar structure, which could result in reduced structural integrity of the wing.

The FAA hereby provides notice of intent to release approximately 0.07 acres of airport property at North Perry Airport, Hollywood, FL, from the conditions, reservations, and restrictions as contained in a Quitclaim Deed agreement between the FAA and Broward County, FL, dated October 11, 1957. The release of property will allow Broward County to dispose of the property for other than aeronautical purposes. The property is located at the intersection of Pembroke Road (State Road 824) and Airport Drive South, Hollywood, Florida. The parcel is currently designated as non-aeronautical land use. The property will be released of its federal obligations in order for the FDOT to use the property for installation and maintenance of a traffic signal device and associated highway improvements. The fair market value of these parcels has been determined to be $53,900.

The Federal Aviation Administration (FAA) announces May 2, 2016, as the deadline for each airport sponsor to notify the FAA whether or not it will use its fiscal year 2016 entitlement funds available under Section 47114 of Title 49, United States Code, to accomplish Airport Improvement Program (AIP) eligible projects that the airport sponsor previously identified through the Airports Capital Improvement Plan (ACIP) process during the preceding year. The airport sponsor's notification must address all entitlement funds available to date for fiscal year 2016, as well as any entitlement funds not obligated from prior years. After Friday, July 1, 2016, the FAA will carry-over the remainder of currently available entitlement funds, and these funds will not be available again until at least the beginning of fiscal year 2017. Currently, the AIP has 79 percent of the entitlements available through July 15, 2016. If congressional action is taken on future extensions which provide for additional current year and protected entitlements (the remaining 21 percent), the FAA will then work with airport sponsors to adjust accordingly. This notification requirement does not apply to non- primary airports covered by the block-grant program.

We propose to adopt a new airworthiness directive (AD) for certain Bombardier, Inc. Model CL-600-2B19 (Regional Jet Series 100 & 440), CL-600-2C10 (Regional Jet Series 700, 701, & 702), CL-600-2D15 (Regional Jet Series 705), CL-600-2D24 (Regional Jet Series 900), and CL-600-2E25 (Regional Jet Series 1000) airplanes. This proposed AD was prompted by reports of undesirable changes in the Reference Airspeed (RAS) Bug, occurring during flight without pilot input. This proposed AD would require replacing the flight control computer (FCC). We are proposing this AD to prevent uncommanded pitch changes, which could result in deviation from a safe flight path.
