The Federal Transit Administration (FTA) announces the opportunity to apply for $10 million in competitive grants for the Fiscal Year (FY) 2021 Public Transportation on Indian Reservations (Tribal Transit) Program. As required by Federal public transportation law, funds will be awarded competitively for any purpose eligible under FTA's Formula Grants for Rural Areas Program, 49 U.S.C. 5311, including planning, capital, and operating assistance for tribal public transit services in rural areas. FTA may award additional funding that is made available to the program prior to the announcement of project selections.

The Federal Transit Administration (FTA), as lead Federal agency, and the Capital Metropolitan Transportation Authority (Capital Metro), as local project sponsor and joint lead agency, issue this notice to advise the public that they intend to prepare an Environmental Impact Statement (EIS) pursuant to the National Environmental Policy Act (NEPA) for the Orange Line Project (the Project) in Austin, Texas. The Project is a proposed light rail transit (LRT) line that would extend approximately 20 miles from the Tech Ridge Park & Ride on the northern end of the corridor, through downtown Austin, to just north of Slaughter Lane on the southern end of the corridor. FTA has determined that the Project is sufficiently developed to allow for meaningful public comment and requires an EIS.

FRA and FTA (together ``the Agencies'') are jointly issuing this notice to adopt the Federal Highway Administration's (FHWA) nationwide programmatic Section 4(f) evaluations for certain transportation projects having a net benefit to Section 4(f) properties (Nationwide Net Benefit Programmatic Evaluation) and for certain transportation projects that use historic bridges (Nationwide Historic Bridges Programmatic Evaluation). These nationwide Section 4(f) programmatic evaluations would provide the Agencies with an alternative to the individual Section 4(f) evaluation process for demonstrating compliance with Section 4(f) requirements, as applicable. For proposed projects that do not meet the criteria for Section 4(f) exceptions or the criteria contained in the Applicability sections of the programmatic evaluations, the Agencies will prepare an individual evaluation or make a de minimis impact determination.

The Coronavirus Disease 2019 (COVID-19) public health emergency has had a significant impact on transit operations. During a series of FTA listening sessions held over the last three months, transit agencies asked FTA to support research to identify solutions to address the operational challenges that they are facing as a result of COVID- 19. In response, FTA makes available through this Notice of Funding Opportunity (NOFO) funding to support research demonstration grants to public transit agencies to develop, deploy, and demonstrate innovative solutions that improve the operational efficiency of transit agencies, as well as enhance the mobility of transit users affected by the COVID- 19 public health emergency. Demonstration grants under this NOFO are authorized under FTA's Public Transportation Innovation Program (49 U.S.C. 5312). Eligible projects will demonstrate innovative solutions to improve the operational efficiencies of transit systems and enhance mobility for their communities in four major areas: (1) Vehicle, facility, equipment and infrastructure cleaning and disinfection; (2) exposure mitigation measures; (3) innovative mobility such as contactless payments; and (4) measures that strengthen public confidence in transit services. The total funding available for awards under this NOFO is $10,000,000. FTA may supplement this amount if additional funding becomes available.

This final rule amends FTA regulations implementing project management oversight. FTA is modifying the regulation to make it consistent with statutory changes and to modify the scope and applicability of project management oversight.

The Federal Transit Administration (FTA) announces the opportunity to apply for a total of $225 million in Fiscal Year (FY) 2020, FY 2019, FY 2017 and FY 2016 funds under the Expedited Project Delivery Pilot Program (EPD Pilot Program) authorized by Section 3005(b) of the Fixing America's Surface Transportation Act (FAST Act). The EPD Pilot Program is aimed at expediting delivery of new fixed guideway capital projects, small starts projects, or core capacity improvement projects. These projects must utilize public-private partnerships, be operated and maintained by employees of an existing public transportation provider, and have a Federal share not exceeding 25 percent of the project cost. The FAST Act specifies that not more than eight projects can be awarded grants under the EPD Pilot Program. FTA may award additional funds if they are made available to the EPD Pilot Program.

The Federal Transit Administration (FTA) announces the availability of $1.25 million in Fiscal Year (FY) 2016 Public Transportation Innovation Program funds to demonstrate and evaluate innovative technologies and designs to improve the state of good repair for transit agencies. Public transit is an essential and integral part of America's transportation infrastructure. When transit assets are not in a state of good repair, the consequences include increased safety risks, decreased system reliability, higher maintenance costs, and lower system performance. The Real-Time Transit Infrastructure and Rolling Stock Condition Assessment Demonstration Program supports the U.S. Department of Transportation's (DOT) Infrastructure strategic goal, and the strategic objective of life cycle and preventive maintenance to field asset management planning and innovative maintenance strategies to keep public transit assets in a state of good repair. This demonstration program will fund innovative approaches to eliminate or mitigate known infrastructure deficiencies in public transportation via innovative technologies and designs. FTA is seeking applications for demonstration projects that deploy cutting edge technologies to provide real-time condition assessment of transit infrastructure and rolling stock conditions. An eligible lead applicant under this notice must be an existing FTA grant recipient and eligible project partners and sub-recipients under this program may include, but are not limited to, providers of public transportation; State and local governmental entities; departments, agencies, and instrumentalities of the Government, including Federal laboratories; private or non-profit organizations; institutions of higher education; and technical and community colleges. This notice solicits competitive proposals addressing priorities established by FTA for these research areas, provides instructions for submitting proposals, and describes criteria FTA will use to identify meritorious proposals for funding, and the process to apply for funding. The FTA in cooperation with the Los Angeles County Metropolitan Transportation Authority (LACMTA) is issuing this notice to advise the public that the Notice of Intent (NOI) to prepare a Supplemental Draft Environmental Impact Statement (EIS) for the proposed Eastside Transit Corridor Phase 2 Project in eastern Los Angeles County, California is being rescinded.

The FTA announces the selection of one nonprofit participant and solicits expressions of interest from additional eligible nonprofit entities to participate in the Pilot Program for Nonprofit Cooperative Procurements (Pilot Program). The Pilot Program, the establishment of which FTA announced on August 22, 2017, is aimed at increasing innovation, promoting efficiency, and demonstrating the effectiveness of cooperative procurement contracts for rolling stock and related equipment administered by eligible nonprofit entities.

During the COVID-19 public health emergency, transit agencies across the country are continuing to provide millions of trips a day to lifeline services and to carry healthcare and other essential workers to critical jobs. FTA has published Safety Advisory 20-1 recommending that transit agencies develop and implement procedures and practices consistent with all applicable guidance and information provided by the Centers for Disease Control and Prevention (CDC) and the Occupational Safety and Health Administration (OSHA) to ensure the continued safety of transit passengers and employees. The Federal Transit Administration (FTA) announces the opportunity to apply for $11 million in fiscal year (FY) 2019 research funds for Accelerating Innovative Mobility (AIM) Challenge Grants in the form of cooperative agreements for eligible projects. AIM Challenge Grants are part of FTA's new AIM Initiative to foster innovative transit technologies, practices and solutions that incentivize travelers to choose public transportation, promote economic development in communities, and enhance public/private partnerships to improve personal mobility. FTA will competitively award AIM Challenge Grants for projects that can accelerate the development, implementation and adoption of innovative technologies, practices, and service models to improve mobility and enhance the rider experience, with a focus on innovative service delivery models, creative financing, novel partnerships, and integrated payment solutions. The AIM Initiative also includes the launch of a national network of innovative transit agencies, or AIM Incubators, to test new mobility solutions and broadly share the results with the public transit industry. AIM Challenge Grant recipients selected through this Notice of Funding Opportunity (NOFO) will be designated as the inaugural class of AIM Incubators. The FTA may award additional funds, if they are made available to the program prior to the announcement of project selections.
