Airworthiness Directives; The Boeing Company Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 767-200, -300, and -400ER series airplanes. This proposed AD was prompted by a report of multiple engine indicating and crew alerting system messages during the potable water servicing for a Model 777 freighter airplane after the water leaked onto the electronics equipment cooling air filter. Since the Model 767 passenger airplanes are similar in design, we are issuing an AD against the Model 767 passenger airplanes. This proposed AD would require installation of hoseducts around the left-side section 43 potable water supply hoses and connections, a potable water system leakage test, and applicable corrective actions. The FAA is proposing this AD to address the unsafe condition on these products.

This proposed AD was prompted by a determination that certain cargo compartment insulation blankets do not adequately fit some locations and allow smoke to migrate past the cargo compartment sidewall liners and upward into the main cabin. This proposed AD would require replacing cargo compartment insulation blankets. The FAA is proposing this AD to address the unsafe condition on these products.
NextGen Advisory Committee; Charter Renewal
The Federal Aviation Administration (FAA) is issuing this notice to advise the public of the renewal of the NAC for two years. The Secretary of Transportation established the NAC under agency authority in accordance with the provisions of the Federal Advisory Committee Act, as amended. The Secretary determined the NAC is necessary and is in the public interest. Receipt of Noise Compatibility Program Update and Request for Review at Naples Airport (APF), Naples, FL
The FAA announces that it is reviewing a proposed Naples Airport Noise Compatibility Program (NCP) Update submitted by the Naples Airport Authority. This NCP Update was submitted subsequent to a determination by the FAA that the associated Noise Exposure Maps (NEMs) previously submitted for the Naples Airport, were prepared in compliance with applicable requirements. As required by title 14 Code of Federal Regulations part 150, the NCP Update will be approved or disapproved (other than the proposed use of flight procedures for noise control) on or before December 15, 2024. Finally, this notice announces that the proposed NCP Update will be available for public review and comment for 60 days from the publication date of this notice.
Revocation of Colored Federal Airway Blue 9 (B-9); Eastern United States
This action revokes Colored Federal Airway Blue 9 (B-9) in the eastern United States. The FAA is taking this action due to the decommissioning of the Marathon, FL (MTH), Nondirectional Radio Beacon (NDB).
Amendment and Revocation of Multiple Air Traffic Service (ATS) Routes; Eastern United States
This action amends Very High Frequency Omnidirectional Range (VOR) Federal Airways V-66, V-155, V-157, V-258, V-266, V-454, and V- 469; and revokes VOR Federal Airway V-189 and Colored Federal Airway Green 13 (G-13) in the eastern United States. The FAA is taking this action due to the planned decommissioning of the Danville, VA (DAN), VOR; Franklin, VA (FKN), VOR/Tactical Air Navigation (VORTAC); Lawrenceville, VA (LVL), VORTAC; Wright Brothers, NC (RBX), VOR/ Distance Measuring Equipment (VOR/DME); and Manteo, NC (MQI), Nondirectional Radio Beacon (NDB). This action is in support of the FAA's VOR Minimum Operational Network (MON) Program.
Airworthiness Directives; The Boeing Company Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 737-300, -400, and -800 series airplanes. This proposed AD was prompted by a report that the protective spiral wrap used on certain galley wire bundles does not have the correct flammability properties. This proposed AD would require inspecting certain galleys to determine part numbers, inspecting for an existing galley modification placard and marking on galleys with affected part numbers, and replacing wire bundle spiral wrap sleeving as applicable. This proposed AD would also prohibit the installation of affected parts. The FAA is proposing this AD to address the unsafe condition on these products.
Valparaiso, Florida, Terminal Area
This action updates five latitude/longitude points in the description of the East-West Corridor of the Valparaiso, Florida, Terminal Area. The changes are needed to reconcile the coordinates of U.S. maritime limits described in the Valparaiso Terminal Area description with those maritime limits published by the National Oceanic and Atmospheric Administration (NOAA) pursuant to its statutory authority. The FAA has developed these revised coordinates using updated digital data that more precisely define maritime limits and other geophysical features used in the boundary descriptions. This action is administrative and does not make substantive changes to the Valparaiso, Florida, Terminal Area.

In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew information collection. The collection enables the FAA to monitor the general aviation fleet to anticipate and meet demand for National Airspace System (NAS) facilities and services, assess the impact of regulatory changes on the fleet, and implement measures to assure the safe operation of all aircraft in the NAS. The data are also used by other government agencies, the general aviation industry, trade associations, and private businesses to identify safety problems and to form the basis for research and analysis of general aviation issues.
Airworthiness Directives; De Havilland Aircraft of Canada Limited (Type Certificate Previously Held by Bombardier, Inc.) Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain De Havilland Aircraft of Canada Limited Model DHC-8-401 and -402 airplanes. This proposed AD was prompted by a report of an in- flight event where isolation valve caution messages were received. This proposed AD would require inspecting the fuse/shuttle valve serial numbers, and replacing certain fuse/shuttle valves, as specified in a Transport Canada AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.

This action amends the Class E airspace at Covington, KY. This action is the result of an airspace review conducted due to the decommissioning of the Cincinnati very high frequency omnidirectional range (VOR) as part of the VOR Minimum Operating Network (MON) Program. The name and geographic coordinates of various airports are also being updated to coincide with the FAA's aeronautical database. This action brings the airspace into compliance with FAA orders to support instrument flight rule (IFR) operations.

This action amends the Class D and Class E airspace at Cincinnati, OH. This action is the result of an airspace review conducted due to the decommissioning of the Cincinnati very high frequency omnidirectional range (VOR) as part of the VOR Minimum Operating Network (MON) Program. The name of the airport is also being updated to coincide with the FAA's aeronautical database. This action brings the airspace into compliance with FAA orders to support instrument flight rule (IFR) operations.

Model Makila 1A, Makila 1A1, and Makila 1A2 engines. This proposed AD was prompted by a determination that the accumulated service life of certain critical parts was underestimated. This proposed AD would require determining the recalculated service life of certain critical parts, would require replacing the parts if necessary, and would also specify conditions for installing the parts, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference. Airworthiness Directives; Embraer S.A. Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Embraer S.A. (Embraer) Model EMB-505 airplanes. This proposed AD was prompted by analysis of the left-hand (LH) refreshment center and LH forward cabinet that identified the need for installing structural reinforcements. This proposed AD would require installing structural reinforcements as specified in an Ag[ecirc]ncia Nacional de Avia[ccedil][atilde]o Civil (ANAC) AD, which is proposed for incorporation by reference. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Model AS332C, AS332C1, AS332L, AS332L1, and SA330J helicopters. This proposed AD was prompted by the installation of unapproved main gearbox (MGB) forward and rear suspension bar attachment plates. This proposed AD would require inspecting or measuring the MGB forward and rear suspension bar attachment plates and, depending on the results, taking corrective action, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference. This action amends Jet Route J-89 and Very High Frequency Omnidirectional Range (VOR) Federal Airway V-161 and establishes Canadian Area Navigation (RNAV) Route Q-834 in United States (U.S.) airspace. The FAA is taking this action due to the planned decommissioning of the Winnipeg, Manitoba (MB), Canada, VOR/Tactical Air Navigation (VORTAC) navigational aid (NAVAID). This action is in support of NAV CANADA's NAVAID Modernization Program.

Revocation of VOR Federal Airway V-360; Northcentral United States
This action revokes Very High Frequency Omnidirectional Range (VOR) Federal Airway V-360. The FAA is taking this action due to the Midland, Ontario (ON), Canada, VOR/Distance Measuring Equipment (VOR/ DME) navigational aid (NAVAID) having been decommissioned in 2022. This action supports NAV CANADA's NAVAID Modernization Program efforts by removing unusable airway segments within United States airspace affected by NAV CANADA's programmatic actions.
IFR Altitudes; Miscellaneous Amendments
This amendment adopts miscellaneous amendments to the required IFR (instrument flight rules) altitudes and changeover points for certain Federal airways, jet routes, or direct routes for which a minimum or maximum en route authorized IFR altitude is prescribed. This regulatory action is needed because of changes occurring in the National Airspace System. These changes are designed to provide for the safe and efficient use of the navigable airspace under instrument conditions in the affected areas.
Special Conditions: H4 Aerospace (UK) Ltd., Boeing Model 757-200 Airplane, Non-Rechargeable Lithium Battery and Battery System Installations; Correction
The FAA published a document in the Federal Register on May 15, 2024, issuing special conditions for non-rechargeable lithium batteries and battery systems on Boeing Model 757-200 airplanes, as modified by H4 Aerospace (UK) Ltd (H4). The document contained an incorrect reference to the Model 757-200's type certificate number in the Applicability section of the special conditions.
Airworthiness Directives; Airbus Helicopters
The FAA is adopting a new airworthiness directive (AD) for all Airbus Helicopters Model SA-365N, SA-365N1, AS-365N2, and AS 365 N3 helicopters. This AD was prompted by a report of an obstructed tail rotor (TR) pedal control that was blocked during flight. This AD requires a one-time inspection for proper positioning of the TR actuator harness and cable ties installation and, depending on the results, accomplishing corrective action, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. Modification of Restricted Areas R-4201A and R-4201B; Camp Grayling, MI
This action modifies the designated altitudes of restricted area R-4201B, Camp Grayling, MI, by raising the restricted area ceiling from 9,000 feet mean sea level (MSL) to 23,000 feet MSL to match the ceiling of the adjacent restricted area R-4201A, Camp Grayling, MI. Additionally, this action adds a "tie-in" boundary point in the R- 4201A boundaries description to ensure a shared R-4201A and R-4201B boundary. Lastly, this action makes minor administrative changes to the R-4201B time of designation information and the R-4201A and R-4201B using agency information to standardize the format of the information provided describing these restricted areas.

This action modifies the Class E airspace extending upward from 700 feet or more above the surface of the earth at Yerington Municipal Airport, Yerington, NV. This action supports the airport's transition from visual flight rules (VFR) to instrument flight rules (IFR) operations.
Amendment of VOR Federal Airways V-13, V-133, and V-300, and United States RNAV Route T-331; Establishment of Canadian RNAV Routes Q-924, T-765, T-776, and T-810; and Revocation of Jet Route J-533 and VOR Federal Airway V-348; Northcentral United States
This action amends Very High Frequency Omnidirectional Range (VOR) Federal Airways V-13, V-133, and V-300, and United States (U.S.) Area Navigation (RNAV) Route T-331; establishes Canadian RNAV Routes Q- 924, T-765, T-776, and T-810 in U.S. airspace; and revokes Jet Route J- 533 and VOR Federal Airway V-348. The FAA is taking this action due to the planned decommissioning of the Thunder Bay, Ontario (ON), Canada, VOR navigational aid (NAVAID). This action supports NAV CANADA's NAVAID Modernization Program within Canada.

Airworthiness Directives; Airbus SAS Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 2023-04-06 and AD 2024-04-07, which apply to certain Airbus SAS Model A318, A319, A320 and A321 series airplanes. AD 2023-04-06 and AD 2024- 04-07 require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. Since the FAA issued AD 2023-04-06 and AD 2024-04-07, the FAA has determined that new or more restrictive airworthiness limitations are necessary. This proposed AD would continue to require certain actions in AD 2023-04-06 and AD 2024-04-07 and would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Removal of Check Pilot Medical Certificate Requirement
This action finalizes the substantive relief proposed in the notice of proposed rulemaking entitled Removal of Check Pilot Medical Certificate Requirement. It removes inconsistencies applicable to the qualification requirements for check pilots and flight instructors in domestic, flag, and supplemental operations and flight instructors in commuter and on-demand operations so that check pilots, check flight engineers, and flight instructors can continue to perform their functions in aircraft without a medical certificate unless they are serving as required flightcrew members. It also removes the medical certificate requirement for flight instructors in commuter and on- demand operations who perform their functions in aircraft and are not serving as required flightcrew members. Removing the conflicting medical certificate requirement enables the utilization of pilots who are otherwise qualified to function as check pilots, check flight engineers, and flight instructors in aircraft. Finally, this final rule updates related terminology.
Amendment of Class D Airspace; Martinsburg, WV
This action proposes to amend Class D airspace extending upward from the surface to and including 3,100 feet MSL within a 4.2- mile radius of Eastern West Virginia Regional/Shepherd Field Airport by updating the airport coordinates and description formatting to comply with FAA Orders and databases. This action would not change the airspace boundaries or operating requirements.
Airworthiness Directives; Leonardo S.p.a. Helicopters
The FAA is adopting a new airworthiness directive (AD) for certain Leonardo S.p.a. Model AW189 helicopters. This AD was prompted by a report of an uncommanded deployment of the emergency life-raft system (ELS). This AD requires a one-time inspection of the life-raft installations and, depending on the results, accomplishing additional actions, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Canada Limited Partnership (Type Certificate Previously Held by C Series Aircraft Limited Partnership (CSALP); Bombardier, Inc.) Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain Airbus Canada Limited Partnership Model BD-500-1A11 airplanes. This AD was prompted by a design review that found that the heat generated by a thermal runaway event, caused by the lithium batteries of the wardrobe personal locator beacon (PLB) would not be sufficiently mitigated by the PLB design to prevent any adverse effect on the two portable oxygen cylinder assemblies located near the PLB installation. This AD requires relocation and replacement of the existing PLB with a new PLB part number at the left-side forward wardrobe assembly, as specified in a Transport Canada AD, which is incorporated by reference. This AD also prohibits the installation of affected parts. The FAA is issuing this AD to address the unsafe condition on these products.

This AD requires a general visual inspection or a maintenance records check for repairs in the areas around the fuselage skin door cutout lower corners of certain doors, applicable on-condition actions, and inspections for airplanes modified to a cargo configuration. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain The Boeing Company Model 757 airplanes. This AD was prompted by reports of operators finding frequent and severe damage to the blowout vent grilles throughout the lower lobe cargo compartment. This AD requires repetitive detailed inspections of certain decompression panels and pressure equalization valves, as applicable, in the forward and aft lower lobe cargo compartments for damage, and applicable on- condition actions. For certain airplanes, this AD also requires installation of decompression panels with billet grilles. For other certain airplanes, this AD also requires replacement of a certain soft bulkhead with a rigid bulkhead. For certain other airplanes, this AD requires installation of doublers to a certain bulkhead assembly panel. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA is superseding Airworthiness Directive (AD) 2014-15- 09, AD 2020-15-09, and AD 2022-16-07. AD 2014-15-09 applied to all Airbus SAS Model A330-200 Freighter, A330-200 and -300, and A340-200, - 300, -500, and -600 series airplanes. AD 2020-15-09 applied to all Airbus SAS Model A330-941 airplanes. AD 2014-15-09 and AD 2020-15-09 required repetitive operational tests of the hydraulic locking function on certain spoiler servo-controls (SSCs) and replacement if necessary. AD 2022-16-07 applied to certain Airbus SAS Model A330-200, A330-200 Freighter, and A330-300 series airplanes. AD 2022-16-07 required revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. This AD was prompted by the determination that new or more restrictive airworthiness limitations are necessary. This AD continues to require certain actions in AD 2014-15-09, AD 2020-15-09, and AD 2022-16-07 and requires revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations, as specified in a European Union Aviation Safety Agency (EASA), which is incorporated by reference. This AD also removes Model A340-200, -300, -500, and -600 series airplanes from the applicability. The FAA is issuing this AD to address the unsafe condition on these products.

This action proposes to amend Very High Frequency Omnidirectional Range (VOR) Federal Airways V-68, V-76, V-212, V-222, and V-558, and United States Area Navigation (RNAV) Route T-220. The FAA is proposing this action due to the planned decommissioning of the VOR portion of the Industry, TX (IDU), VOR/Tactical Air Navigation (VORTAC) navigational aid (NAVAID). The Industry VOR is being decommissioned in support of the FAA's VOR Minimum Operational Network (MON) Program.

This action proposes to establish Class E airspace at Ashley, ND. The FAA is proposing this action due to the development of new public instrument procedures at Ashley Municipal Airport, Ashley, ND, and to support instrument flight rule (IFR) operations.
Amendment of Class E Airspace; Nashua, NH
This action amends Class E airspace extending upward from the surface for Boire Field Airport, Nashua, NH, by replacing the reference to Manchester Very High-Frequency Omnidirectional Range (VOR)/Distance Measuring Equipment (DME). This action does not change the airspace boundaries or operating requirements.
Establishment of Class E Airspace; Matinicus Island, ME
This action proposes to establish Class E airspace extending upward from 700 feet above the surface for Matinicus Island Airport, Matinicus Island, ME, to accommodate new area navigation (RNAV) global positioning system (GPS) standard instrument approach procedures serving this airport. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations at this airport.
