Notice of Intent To Rule on a Land Release Request at Lancaster Airport (LNS), Lancaster, PA
The FAA is requesting public comment for a land release enabling a change in use of federally obligated airport property from aeronautical to non-aeronautical use, as well as a long-term lease of such property, at Lancaster Airport, Lititz, Pennsylvania. This change in use, which involves 2.799 acres of airport property, will accommodate the construction of a convenience store. This acreage was purchased with federal financial assistance through the Federal Aid to Airports (FAAP) Program under Grant Agreement 9-36-001-5703 in 1959. In accordance with federal regulations, this notice is required to be published in the Federal Register 30 days before releasing the grant assurances that requires the property to be used for an aeronautical purpose.

Schedule of Charges Outside the United States
The Federal Aviation Administration (FAA) is announcing the availability of Advisory Circular (AC) 187-1L which transmits an updated schedule of charges for services of FAA Flight Standards Aviation Safety Inspectors outside the United States. The advisory circular has been updated in accordance with the procedures listed in 14 CFR part 187, Appendix A.
RTCA Federal Advisory Committee
The FAA is issuing this notice to advise the public of the renewal of the RTCA Charter (FAA Order 1110.77X) for 6 months, effective September 29, 2017. The Federal Aviation Administration (FAA) is authorized to establish the RTCA advisory committee in accordance with the provisions of the Federal Advisory Committee Act (FACA). The current charter agreement requires that the RTCA manage various Federal subcommittees on behalf of the agency. The objective of the advisory committee is to seek resolution of issues and challenges involving air transportation concepts, requirements, operational capabilities, the associated use of technology, and related considerations to aeronautical operations that affect the future of the Air Traffic Management System and the integration of new technologies.

Airworthiness Directives; The Boeing Company Airplanes
We propose to adopt a new airworthiness directive (AD) for all The Boeing Company Model 757-300 series airplanes. This proposed AD was prompted by reports of scribe line damage on fuselage skin. This proposed AD would require detailed inspections of fuselage skin for the presence of scribe lines, and applicable on-condition actions. We are proposing this AD to address the unsafe condition on these products.
Revised Notice of Land Use Change and Release of Grant Assurance Restrictions at the Sacramento International Airport (SMF), Sacramento, California
This Notice revises ``Notice of Land Use Change and Release of Grant Assurance Restrictions at the Sacramento International Airport'', June 14, 2016, Page 38772. The previous Notice proposed to rule and invite public comment on the application for a land-use change for approximately 31.1 acres of airport property at Sacramento International Airport (SMF), California. The parcel size has changed from 31.1 acres to approximately 35.32 acres of airport property. The land use change will allow airport land to be released from the aeronautical use provisions of the Grant Assurances that require it to serve an airport purposes since the land is not needed for aeronautical uses. The reuse of the land for energy generating solar arrays represents a compatible land use that will not interfere with the airport or its operations. The solar generated electricity will benefit the airport by producing a market return on the land while reducing electrical costs. Cost savings will equal or exceed the fair market rental value of the land occupied by the solar farms. These benefits will serve the interest of civil aviation and contribute to the self- sustainability of the airport.
Notice of Cancellation of Preparation of Environmental Impact Statement for Replacement General Aviation Airport, Mesquite, Clark County, Nevada
The Federal Aviation Administration (FAA) announces that it has discontinued preparation of an Environmental Impact Statement (EIS) for a construction of a Replacement General Aviation Airport for Mesquite, Nevada. On November 14, 2011, FAA published a notice of suspension of the EIS in the Federal Register (76 FR 70530). The FAA received a letter dated September 27, 2011, from the City of Mesquite, Nevada asking the FAA to suspend any further work on the EIS. The reasons for this action include the local economic conditions in Mesquite and other local fiscal and budgetary constraints. The Mesquite Lands Act of 1988 (the Act), as amended, provided land to the City of Mesquite for the replacement airport, expired on November 14, 2011 and was not extended or renewed by Congress. The original purpose and need for the proposed relocated airport no longer exists. The City of Mesquite, the owner and operator of the existing Mesquite Municipal Airport, has not included a replacement airport in its 5-year Airport Capital Improvement Program. As a result, FAA has determined the proposed replacement General Aviation Airport for Mesquite, Nevada is not ripe for decision at this time.

Airworthiness Directives; Honeywell International Inc. Turbofan Engines
We are adopting a new airworthiness directive (AD) for all Honeywell International Inc. (Honeywell) TFE731-20 and TFE731-40 turbofan engines. This AD was prompted by two fan disks found with a manufacturing-caused flaw. This AD requires removing affected fan disks and replacing fan disks with a part eligible for installation. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Rolls-Royce plc Turbofan Engines
We propose to adopt a new airworthiness directive (AD) for certain Rolls-Royce plc (RR) RB211-Trent 875-17, RB211-Trent 877-17, RB211-Trent 884-17, RB211-Trent 884B-17, RB211-Trent 892-17, RB211- Trent 892B-17, and RB211-Trent 895-17 turbofan engines. This proposed AD was prompted by low-pressure compressor (LPC) case A-frame hollow locating pins that may have reduced integrity due to incorrect heat treatment. This proposed AD would require replacement of the LPC case A-frame hollow locating pins. We are proposing this AD to correct the unsafe condition on these products.

This action modifies Class E airspace extending upward from 700 feet above the surface at Midland International Air and Space Port Airport (formerly Midland International Airport), Midland, TX, due to the closing of Mabee Ranch Airport, decommissioning of the Mabee non- directional radio beacon (NDB), and cancellation of NDB approaches at Mabee Ranch Airport. Additionally, this action establishes Class E airspace extending upward from 700 feet above the surface at Odessa Airport-Schlemeyer Field, Odessa, TX and Midland Airpark, Midland, TX, to accommodate special instrument approach procedures developed at these airports to enhance the safety and management of standard instrument approach procedures for instrument flight rules (IFR) operations. Also, an editorial change is made to the Class E surface area airspace legal description replacing Airport/Facility Directory with the term Chart Supplement. In addition, the airport name is changed to Midland International Air and Space Port Airport to coincide with the FAA's aeronautical database.
Amendment of Class E Airspace for the Following Louisiana Towns; Leesville, LA; and Patterson, LA
This action amends Class E airspace extending upward from 700 feet above the surface at Leesville City Airport, Leesville, LA, and Harry P. Williams Memorial Airport, Patterson, LA. Airspace redesign is necessary due to the decommissioning of the Leesville non-directional radio beacon (NDB), and the Patterson radio beacon (RBN), and cancellation of NDB and RBN approaches, and for the safe management of instrument flight rules (IFR) operations at these airports. Additionally, this action amends the geographic coordinates at Harry P. Williams Memorial Airport, to coincide with the FAA's aeronautical database.
Proposed Amendment of Class D Airspace and Establishment of Class E Airspace; Norman, OK; and Amendment of Class E Airspace; Oklahoma City, OK
This action proposes to amend Class D airspace and establish Class E airspace designated as a surface area at University of Oklahoma Westheimer Airport, Norman, OK. The University of Oklahoma Westheimer Airport requested establishment of this airspace. This action would also amend Class E airspace extending upward from 700 feet above the surface at the University of Oklahoma Westheimer Airport, Norman, OK, contained within the Oklahoma City, OK, airspace description, by removing the Oklahoma Westheimer Airport ILS localizer and realigning the southwest segment. Additionally, the name of the University of Oklahoma Westheimer Airport would be updated to coincide with the FAA's aeronautical database in Class D airspace. This action is necessary for the safety and management of instrument flight rules (IFR) operations at the airport.
Airworthiness Directives; Airbus Airplanes
We are superseding Airworthiness Directive (AD) 2015-15-10, which applied to all Airbus Model A318, A319, A320, and A321 series airplanes. AD 2015-15-10 required repetitive inspections of the trimmable horizontal stabilizer actuator (THSA) for damage, and replacement if necessary; and replacement of the THSA after reaching a certain life limit. This AD requires repetitive detailed inspections of certain THSAs, and related investigative and corrective actions if necessary. This AD was prompted by the establishment of an additional life limit for the THSA, based on flight cycles. In addition, the THSA manufacturer has issued service information which, when accomplished, increases the life limit of the THSA. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Airplanes
We are revising an earlier notice of proposed rulemaking (NPRM) for all Airbus Model A318-111 and -112 airplanes; Model A319- 111, -112, -113, -114, and -115 airplanes; Model A320-211, -212, and - 214 airplanes; and Model A321-111, -112, -211, -212, and -213 airplanes. This action revises the NPRM by expanding the list of affected engine fan cowl door (FCD) part numbers and adding Airbus Model A320-216 airplanes to the applicability. We are proposing this Airworthiness Directive (AD) to address the unsafe condition on these products. Since these actions impose an additional burden over those proposed in the NPRM, we are reopening the comment period to allow the public the chance to comment on these proposed changes.
Airworthiness Directives; Airbus Airplanes
We are superseding Airworthiness Directive (AD) 2017-13-05, which applied to all Airbus Model A330-200, A330-300, A340-200, A340- 300, A340-500, and A340-600 series airplanes. AD 2017-13-05 required an inspection, corrective actions if necessary, lubrication of the ball- nut, modification of the trimmable horizontal stabilizer actuator (THSA), and additional work for previously modified airplanes. For certain airplanes, AD 2017-13-05 required installation of an electronic harness, terminating actions, and a ball-screw assembly inspection. This AD clarifies the formatting of a figure in the published version of AD 2017-13-05. This AD was prompted by reports indicating that affected parties misinterpreted the intent of a figure as formatted in the published version of AD 2017-13-05, which could result in a negative effect on compliance. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Bombardier, Inc., Airplanes
We are adopting a new airworthiness directive (AD) for certain Bombardier, Inc., Model DHC-8-401 and -402 airplanes. This AD was prompted by the discovery of cracking on two test spoiler power control unit (PCU) manifolds during testing by the manufacturer. This AD requires replacement of affected spoiler PCUs. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Airplanes
We are superseding Airworthiness Directive (AD) 2014-26-10, which applied to all Airbus Model A318, A319, A320, and A321 series airplanes. AD 2014-26-10 required revising the maintenance or inspection program to incorporate maintenance requirements and airworthiness limitations. This new AD requires revising the maintenance or inspection program, as applicable, to incorporate new or revised airworthiness limitation requirements. This AD was prompted by a determination that more restrictive maintenance instructions and airworthiness limitations are necessary. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Defense and Space S.A. (Formerly Known as Construcciones Aeronauticas, S.A.) Airplanes
We are adopting a new airworthiness directive (AD) for all Airbus Defense and Space S.A. Model CN-235, CN-235-100, CN-235-200, and CN-235-300 airplanes; and Model C-295 airplanes. This AD was prompted by reports of leakage of motorized cross-feed fuel valves. This AD requires repetitive inspections and operational checks of the affected fuel valves, and corrective actions if necessary. We are issuing this AD to address the unsafe condition on these products.
Establishment of Restricted Area R-2306F; Yuma Proving Ground, AZ
This action establishes restricted area R-2306F in the vicinity of Laguna Army Airfield (LGF) at Yuma Proving Ground, AZ. The restricted area allows Yuma Proving Ground (YPG) to maximize the existing fixed infrastructure to support current and future hazardous test programs while minimizing the risk to public and non-participating aircraft. These programs involve ground and airborne testing of non- eye-safe lasers, high energy radars and the development of unproven weapon systems and this ensures the safer testing and evaluation of these programs without impacting non-participating aircraft and general public.
Notice of Intent To Rule on Change in Use of Aeronautical Property at Harnett Regional Jetport, Harnett County, NC
The Federal Aviation Administration (FAA) is requesting public comment on a request by the County of Harnett of North Carolina, owner of the Harnett Regional Jetport, to change a portion of airport property from aeronautical to non-aeronautical use at the Harnett Regional Jetport. The request consists of approximately 2.49 acres to Piedmont Natural Gas Company, Inc. for use as a permanent utility easement for the installation of a gas line.
Airworthiness Directives; The Boeing Company Airplanes
We propose to adopt a new airworthiness directive (AD) for all The Boeing Company Model 737-100, -200, -200C, -300, -400, and -500 series airplanes. This proposed AD was prompted by a report of wire damage on a fuel boost pump power cable, and a separate report of a fuel tank explosion on a similarly equipped airplane. This proposed AD would require the installation of new shielded wire bundles and convoluted liners within fuel tank conduits, and revision of the maintenance or inspection program, as applicable, to incorporate certain airworthiness limitations (AWLs). We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Rolls-Royce Deutschland Ltd & Co KG Turbofan Engines
We are adopting a new airworthiness directive (AD) for certain Rolls-Royce Deutschland Ltd & Co KG (RRD) model Tay 620-15 turbofan engines. This AD requires reducing the maximum approved life limit. This AD was prompted by RRD recalculating the life limit for certain high-pressure compressor (HPC) stage 12 rotor disks. We are issuing this AD to correct the unsafe condition on these products.

Amendment of Class E Airspace; Wayne, NE
This action modifies Class E airspace extending up to 700 feet above the surface at Wayne Municipal/Stan Morris Field (formally the Wayne Municipal Airport), Wayne, NE, to accommodate new standard instrument approach procedures for instrument flight rules (IFR) operations at the airport. This action is necessary due to the decommissioning of the Wayne non-directional radio beacon (NDB) serving the airport, and cancellation of the NDB approach. This action enhances the safety and management of IFR operations at the airport. The new airport name was not included in the NPRM and is being corrected. The geographic coordinates of the airport also are updated to be in concert with the FAA's aeronautical database.
Airworthiness Directives; Siemens S.A.S. Smoke Detectors
We are adopting a new airworthiness directive (AD) for certain Siemens S.A.S. smoke detectors installed on various transport category airplanes. This AD requires inspection and replacement of the affected smoke detectors. This AD was prompted by a report that the affected smoke detectors failed an acceptance test. We are issuing this AD to correct the unsafe condition on these products.

Airworthiness Directives; Technify Motors GmbH Reciprocating Engines
We are adopting a new airworthiness directive (AD) for certain Technify Motors GmbH TAE 125-02 reciprocating engines. This AD requires replacement of the clutch with a dual mass flywheel. This AD was prompted by a loss of engine power in flight caused by oil leaking from the gearbox radial shaft sealing ring that contaminated the clutch. We are issuing this AD to correct the unsafe condition on these products.
Amendment of Restricted Areas R-3004A and R-3004B and Establishment of R-3004C; Fort Gordon, GA
This action modifies the restricted areas at Fort Gordon, GA to further subdivide the vertical limits of the airspace. The designated altitudes for R-3004A and R-3004B are realigned and a new subarea, designated R-3004C, is established above R-3004B. The FAA is taking this action to allow for more efficient use of the airspace during periods when military activities only require restricted airspace below 3,500 feet MSL. The modifications are fully contained within the existing lateral and vertical boundaries of the restricted airspace.
Amendment of Class E Airspace; Brainerd, MN
This action modifies Class E airspace extending up to 700 feet above the surface at Brainerd Lakes Regional Airport (formerly Brainerd-Crow Wing County Regional Airport), Brainerd, MN. Airspace reconfiguration is necessary due to the decommissioning of the Brainerd (BRD) VHF omnidirectional radio range tactical air navigation aid (VORTAC), and cancellation of the VOR approach. This action also updates the geographic coordinates of the airport and the airport name in the Class E airspace. Additionally, an editorial change is made to the Class E surface area airspace legal description replacing Airport/ Facility Directory with the term Chart Supplement.
Proposed Amendment of Class E Airspace; Charlotte, MI
This action proposes to modify Class E airspace extending upward from 700 feet above the surface at Fitch H. Beach Airport, Charlotte, MI. The FAA is proposing this action due to the decommissioning of the Lansing VHF omnidirectional range (VOR) and collocated tactical air navigation (TACAN), which provided navigation guidance for the instrument procedures to this airport. The VOR/TACAN is being decommissioned as part of the VOR Minimum Operational Network (MON) Program. This action would enhance safety and management of instrument flight rules (IFR) operations at this airport. Additionally, the geographic coordinates of the airport would be adjusted to coincide with the FAA's aeronautical database.
Airworthiness Directives; Zodiac Aerotechnics, Oxygen Mask Regulators
We propose to adopt a new airworthiness directive (AD) for certain Zodiac Aerotechnics oxygen mask regulators. This proposed AD was prompted by reports that certain silicon harness inflation hoses, installed on certain flight crew quick donning mask harnesses, have shown an unusually high premature rupture rate. This proposed AD would require inspection and replacement of oxygen mask regulator harness inflation hoses. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
We are superseding Airworthiness Directive (AD) 2008-12-04, which applied to certain The Boeing Company Model 737-600, -700, -700C, -800, and -900 series airplanes. AD 2008-12-04 required various repetitive inspections to detect cracks along the chem-milled steps of the fuselage skin, and to detect missing or loose fasteners in the area of a certain preventive modification or repairs; replacement of the time-limited repair with a permanent repair, if applicable; and applicable corrective actions which would end certain repetitive inspections. This AD reduces the post-modification inspection compliance times, limits installation of the preventive modification to airplanes with fewer than 30,000 total flight cycles, and adds repetitive inspections for modified airplanes. This AD was prompted by an evaluation by the design approval holder (DAH) that indicated that the upper skin panel at the chem-milled step above the lap joint is subject to widespread fatigue damage (WFD) if the modification was installed after 30,000 total flight cycles. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; British Aerospace Regional Aircraft Airplanes
We are superseding Airworthiness Directive (AD) 2014-07-09 for British Aerospace Regional Aircraft Jetstream Series 3101 and Jetstream Model 3201 airplanes. This AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as both the need for newly added inspections for corrosion, which includes the door hinges/supporting structure and attachment bolts for the main spar joint and engine support, and inadequate existing instructions for inspection for corrosion for several areas including the rudder hinge location on the vertical stabilizer. We are issuing this AD to require actions to address the unsafe condition on these products.
Airworthiness Directives; Airbus Helicopters
We are adopting a new airworthiness directive (AD) for Airbus Helicopters Model EC225LP helicopters. This AD requires modifying the emergency lubrication system (EMLUB). This AD was prompted by two incidents of emergency ditching after there was a warning of a loss of oil pressure and a false EMLUB failure. The actions of this AD are intended to address an unsafe condition on these products.
Membership in the National Parks Overflights Advisory Group
By Federal Register notice on July 28, 2017, the FAA and the National Park Service (NPS) invited interested persons to apply to fill three current vacancies on the National Parks Overflights Advisory Group (NPOAG). The notice invited interested persons to apply to fill the openings, all of which represent environmental concerns. This notice informs the public of the persons selected to fill these current openings.
Airworthiness Directives; Alexander Schleicher GmbH & Co. Segelflugzeugbau Gliders
We propose to adopt a new airworthiness directive (AD) for all Alexander Schleicher GmbH & Co. Segelflugzeugbau Models ASH 25M and ASH 26E gliders. This proposed AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as fatigue cracks found on the exhaust silencer. We are issuing this proposed AD to require actions to address the unsafe condition on these products.
Airworthiness Directives; Gulfstream Aerospace Corporation Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Gulfstream Aerospace Corporation Models GIII (G-1159A), G-IV, and GIV-X airplanes. This proposed AD was prompted by a report that certain flap tracks were manufactured with the upper flange thickness less than design minimum. This proposed AD would require replacing any defective flap track. We are proposing this AD to address the unsafe condition on these products.
Amendment of Class E Airspace, Soldotna, AK
This action modifies Class E airspace extending upward from 700 feet above the surface at Soldotna Airport, Soldotna, AK. After review of the airspace, the FAA found redesign necessary due to procedure modifications. This action also removes reference to the Soldotna non-directional radio beacon (NDB) in the legal description and updates the geographic coordinates of the airport. This action enhances the safety and management of IFR operations at the airport and of aircraft within the National Airspace System.
Airworthiness Directives; GE Aviation Czech s.r.o. Turboprop Engines
We propose to adopt a new airworthiness directive (AD) for certain GE Aviation Czech s.r.o. M601D-11, M601E-11, M601E-11A, M601E- 11AS, M601E-11S, and M601F turboprop engines. This proposed AD was prompted by a review that determined that certain power turbine (PT) rotors have less overspeed margin than originally declared during product certification. This proposed AD would require removal of the affected PT disks. We are proposing this AD to correct the unsafe condition on these products.
Airworthiness Directives; Rolls-Royce Corporation Turbofan Engines
We propose to adopt a new airworthiness directive (AD) for certain Rolls-Royce Corporation (RRC) AE 3007A and AE 3007C model turbofan engines. This proposed AD was prompted by an updated analysis that lowered the life limit of fan wheels installed on the affected engines. This proposed AD would require removal of the affected fan wheel at new, lower life limits. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; General Electric Company Turboshaft Engines
We are adopting a new airworthiness directive (AD) for certain General Electric Company (GE) CT7-8A and CT7-9B model turboshaft engines. This AD was prompted by reports from the manufacturer that the high-pressure compressor (HPC) impeller installed on these engines may have suffered from material degradation during the manufacturing process. This AD requires removal of the affected HPC impellers. We are issuing this AD to address the unsafe condition on these products.
Proposed Amendment of Class E Airspace; Milwaukee, WI
This action proposes to modify the Class E airspace extending upward from 700 feet above the surface at Batten International Airport, Racine, WI, contained within the Milwaukee, WI, airspace description. The FAA is proposing this action due to the decommissioning of the Horlick VHF omnidirectional range (VOR), which provided navigation guidance for the instrument procedures to this airport. The VOR is being decommissioned as part of the VOR Minimum Operational Network (MON) Program.
