This rule establishes, amends, suspends, or removes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures (ODPs) foroperations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.

We are revising an earlier proposal to supersede Airworthiness Directive (AD) 2016-12-09, which applies to certain Airbus Model A330- 200, -200 Freighter, and -300 series airplanes; and Model A340-200 and -300 series airplanes. This action revises the notice of proposed rulemaking (NPRM) by revising the compliance time for the modification of the inside center wing box (CWB). We are proposing this AD to address the unsafe condition on these products. Since these actions would impose an additional burden over those in the NPRM, we are reopening the comment period to allow the public the chance to comment on these changes.

FMCSA announces a meeting of its Medical Review Board (MRB).

FMCSA announces receipt of applications from three individuals for an exemption from the prohibition in the Federal Motor Carrier Safety Regulations (FMCSRs) against operation of a commercial motor vehicle (CMV) by persons with a current clinical diagnosis of myocardial infarction, angina pectoris, coronary insufficiency, thrombosis, or any other cardiovascular disease of a variety known to be accompanied by syncope, dyspnea, collapse, or congestive heart failure. If granted, the exemptions would enable these individuals with implantable cardioverter defibrillators (ICDs) to operate CMVs in interstate commerce.

We are adopting a new airworthiness directive (AD) for certain The Boeing Company Model 737-100, -200, -200C, -300, -400, and -500 series airplanes. This AD was prompted by reports indicating that the pitot heat switch is not always set to ON, which could result in misleading air data. This AD requires replacement of pitot anti-icing system components, installation of a junction box and wiring provisions, repetitive testing of the anti- icing system, and applicable on-condition actions. We are issuing this AD to address the unsafe condition on these products.

This notice contains a summary of a petition seeking relief from specified requirements of Federal Aviation Regulations. The purpose of this notice is to improve the public's awareness of, and participation in, the FAA's exemption process. Neither publication of this notice nor the inclusion or omission of information in the summary is intended to affect the legal status of the petition or its final disposition.

The FHWA is issuing this notice to advise the public that the April 22, 2013, Revised ROD for the proposed Sakonnet River Bridge, Rehabilitation or Replacement in the Towns of Portsmouth and Tiverton, Newport County, Rhode Island is rescinded effective with this notice and replaced with the August 2003 original ROD signed by FHWA.

The FAA is issuing this notice to announce the June 6, 2019 DAC Meeting to the public.

This action corrects the header text for the Class D and Class E airspace areas for Olympia, WA. The state abbreviation for the location of the airport in the header is corrected from OR to WA. This does not affect the charted boundaries or operating requirements of the airspace.

The FHWA, on behalf of TxDOT, is issuing this notice to advise the public that an EIS will be prepared for a proposed transportation project to construct a six-lane new location frontage road system between United States 67 (US 67) and Interstate 35 East (IH 35E) through Dallas and Ellis Counties, Texas.

This action proposes to amend Class D airspace and Class E airspace areas extending upward from 700 feet or more above the surface of the earth at Chicago/Rockford International Airport (formerly Greater Rockford Airport) in Rockford, IL. The FAA is proposing this action as the result of an airspace review caused by the decommissioning of the GILMY locator outer marker (LOM). The airport name would be updated to coincide with the FAA's aeronautical database. The GILMY LOM and Greater Rockford ILS localizer are no longer needed in the description of the Class D and E-5 airspace and will be removed. Airspace redesign is necessary for the safety and management of instrument flight rules (IFR) operations at these airports.

The FAA is considering a proposal to change 1.021 acres of airport land from aeronautical use to non-aeronautical use and to authorize the sale of airport property located at Willoughby Lost Nation Municipal Airport, Willoughby, Ohio. The aforementioned land is not needed for aeronautical use. The property is located north east of the Runway 28 threshold, west of Reynolds Road and south of the City of Mentor Fire Station No. 4. The parcel is obligated as aeronautical use within the airport boundary as depicted on the current Exhibit A. There is no current existing aeronautical use. The proposed non-aeronautical use of the property is for a Regional Emergency Response Facility to be developed by the City of Mentor.

We are superseding Airworthiness Directive (AD) 2018-17-01 for Bell Model 212, 412, 412CF, and 412EP helicopters. AD 2018-17-01 required replacing certain oil and fuel check valves and prohibited installing these valves on any helicopter. This AD retains the requirements of AD 2018-17-01 but expands those requirements for all model helicopters. This AD was prompted by the discovery that we omitted a helicopter model from one of the required actions. We are issuing this AD to address the unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for Bell Helicopter Textron Canada Limited (Bell) Model 206A, 206B, 206L, 206L- 1, 206L-3, 206L-4, and 407 helicopters. This AD requires inspecting and cleaning the oil supply restrictor (restrictor) to the freewheel assembly. This AD was prompted by reports of a blocked oil line restrictor in the freewheel lubrication system. The actions of this AD are intended to address an unsafe condition on these products.

We propose to adopt a new airworthiness directive (AD) for certain International Aero Engines AG (IAE) V2500 model turbofan engines. This proposed AD was prompted by an inspection that determined that material anomalies exist in certain low-pressure turbine (LPT) stage 6 disks. This proposed AD would require removal from service of the affected LPT stage 6 disks and their replacement with a part eligible for installation. We are proposing this AD to address the unsafe condition on these products.

This action proposes to remove Class E airspace extending upward from 700 feet above the surface at Meyers-Divers' Airport and Tecumseh Products Airport, Tecumseh, MI. The FAA is proposing this action due to the cancellation of the instrument procedures; and the airspace is no longer required.

This action modifies Class E airspace extending upward from 700 feet above the surface at Denison Municipal Airport, Denison, IA. This action is due to the decommissioning of the Denison non- directional radio beacon (NDB). Additionally, the geographic coordinates are being updated to coincide with the FAA's aeronautical database.

The Surface Transportation Project Delivery Program allows a State to assume FHWA's environmental responsibilities for review, consultation, and compliance for Federal highway projects. When a State assumes these Federal responsibilities, the State becomes solely responsible and liable for carrying out the responsibilities it has assumed, in lieu of FHWA. Prior to the Fixing America's Surface Transportation (FAST) Act of 2015, the Program required semiannual audits during each of the first 2 years of State participation to ensure compliance by each State participating in the Program. This notice finalizes the findings of the fifth and last audit report for the Texas Department of Transportation's (TxDOT) participation in accordance to these pre-FAST Act requirements.

FRA is updating the Nationwide Significant Risk Threshold (NSRT) for purposes of FRA's regulation on the Use of Locomotive Horns at Public Highway-Rail Grade Crossings. This action is needed to ensure the public has the proper permissible risk threshold to evaluate risk resulting from prohibiting routine locomotive horn sounding at highway- rail grade crossings located in quiet zones. This is the eighth update to the NSRT and it is decreasing from 14,723 to 13,811.

This action modifies Class E airspace extending upward from 700 feet above the surface at Charleston, Mississippi County Airport in Charleston, MO. This action is due to the decommissioning of the Charleston non-directional radio beacon (NDB).

This action amends Class E airspace for the Cambridge- Dorchester Regional Airport, Cambridge, MD, by correcting the airspace designation header in the 7400.11 to coincide with the FAA's aeronautical database. This does not affect the boundaries or operating requirements of the airspace.

This action provides notice of the statutory exception for limited recreational operations of unmanned aircraft. It also describes the agency's incremental implementation approach for the exception and how individuals can operate recreational unmanned aircraft (commonly referred to as drones) today under the exception.

The Federal Aviation Administration (FAA) announces its findings on the noise compatibility program submitted by the City and County of San Francisco, Airport Commission (Airport Commission), San Mateo County, California under the provisions of 49, United States Code (U.S.C.) (the Aviation Safety and Noise Abatement Act, hereinafter referred to as ``the Act'') and 14 Code of Federal Regulations (CFR) Part 150 (hereinafter referred to as ``Part 150''). These findings are made in recognition of the description of Federal and nonfederal responsibilities in Senate Report No. 96-52 (1990). On January 29, 2016, the FAA determined that the noise exposure map updates submitted by the Airport Commission under Part 150 were in compliance with applicable requirements. On April 1, 2019, the FAA approved the San Francisco International Airport, Airport Noise Compatibility Program (NCP) Update. The 3 (three) measures recommended in the NCP Update were approved. No program elements relating to new or revised flight procedures for noise abatement were proposed by the airport operator.
