Household Goods (HHG) Consumer Protection Working Group Second Public Meeting

The exemptions enable these hard of hearing and deaf individuals to continue to operate CMVs in interstate commerce.

FMCSA announces its decision to exempt 47 individuals from its rule prohibiting persons with insulin-treated diabetes mellitus (ITDM) from operating commercial motor vehicles (CMVs) in interstate commerce. The exemptions enable these individuals to operate CMVs in interstate commerce.
Airworthiness Directives; Rolls-Royce Corporation Turboshaft Engines
We propose to supersede Airworthiness Directive (AD) 2015-02- 22, which applies to certain Rolls-Royce Corporation (RRC) model 250 turboprop and turboshaft engines. AD 2015-02-22 currently requires repetitive visual inspections and fluorescent-penetrant inspection (FPIs) on certain 3rd-stage and 4th-stage turbine wheels for cracks in the turbine wheel blades. Since we issued AD 2015-02-22, we determined that it is necessary to remove the 4th-stage wheels at the next inspection. We are also proposing to revise the applicability to remove all RRC turboprop engines and add additional turboshaft engines. This proposed AD would require repetitive visual inspections and FPIs of 3rd-stage turbine wheels while removing from service 4th-stage turbine wheels. We are proposing this AD to correct the unsafe condition on these products.

Transfer of Federally Assisted Land or Facility
Section 5334(h) of the Federal Transit Laws, as codified, 49 U.S.C. 5301, et seq., permits the Administrator of the Federal Transit Administration (the ``FTA'') to authorize a recipient of FTA funds to transfer land or a facility to a public body for any public purpose with no further obligation to the Federal Government if, among other things, no Federal agency is interested in acquiring the asset for Federal use. Accordingly, FTA is issuing this Notice to advise Federal Agencies that the Wisconsin Department of Transportation intends to transfer a building to the City of Rice Lake (the ``City''). This transfer also includes a 31% interest in the real property. The building is located at 326 South Main Street, Rice Lake, Wisconsin (hereinafter the ``Building'').
Amendment of Air Traffic Service (ATS) Routes; Eastern United States
This action changes the effective date of a final rule published in the Federal Register on February 27, 2017, amending area navigation (RNAV) routes Q-39 and Q-67 in the eastern United States. The FAA is delaying the effective date to coincide with the expected completion of associated enroute and terminal procedures.

Civil Penalties
Pursuant to a notice published on January 30, 2017, the effective date of the rule entitled ``Civil Penalties,'' published in the Federal Register on December 28, 2016 was temporarily delayed for 60 days. This action temporarily delays the effective date of that rule for 90 additional days.
Notice of Final Federal Agency Actions on the Interstate 64 Peninsula Study in Virginia
The actions relate to a proposed highway project that would widen approximately four miles of Interstate 64 from approximately Exit 200 to approximately Exit 205. Those actions grant licenses, permits, and approvals for the project.

Under the Paperwork Reduction Act of 1995 (PRA) and its implementing regulations, FRA is seeking to conduct the information collection activities listed below. Proposed Amendment of Class E Airspace; Arcata, CA; Fortuna, CA; and Establishment of Class E Airspace; Arcata, CA, and Eureka, CA
This action proposes to modify Class E surface area airspace, modify Class E airspace extending upward from 700 feet, and establish Class E airspace designated as an extension at Arcata Airport, Arcata, CA. The action also proposes to modify Class E airspace extending upward from 700 feet at Rohnerville Airport, Fortuna, CA, and establish stand-alone Class E airspace extending upward from 700 feet at Murray Field Airport, Eureka, CA, to accommodate airspace redesign for the safety and management of Instrument Flight Rules (IFR) operations within the National Airspace System. Additionally, this proposal would update the geographic coordinates of these airports.
Proposed Establishment of Class E Airspace, Willits, CA
This action proposes to establish Class E airspace extending upward from 700 feet above the surface at Frank R. Howard Memorial Hospital Heliport, Willits, CA, to support the development of Instrument Flight Rules (IFR) operations under standard instrument approach and departure procedures at the heliport, for the safety and management of aircraft within the National Airspace System.
Proposed Amendment of Class C and Class E Airspace; Evansville, IN
This action proposes to modify Class E airspace extending upward from 700 feet above the surface at Evansville Regional Airport, Evansville, Indiana. This action is necessary due to the decommissioning of the Evansville non-directional radio beacon (NDB) and cancellation of the NDB approach. This action would also update the geographic coordinates of the airport, as well as Skylane Airport, listed with Evansville Regional Airport in Class C airspace.
Airworthiness Directives; Textron Aviation Inc. (Type Certificate Previously Held by Cessna Aircraft Company) Airplanes
We are adopting a new airworthiness directive (AD) for certain Textron Aviation Inc. (Textron) Model 680 airplanes. This AD was prompted by Textron's report of a manufacturing defect that affects the durability of the aft canted bulkhead metallic structure. This AD requires repetitive inspections of the aft canted bulkhead; repair if necessary; and a modification, which would terminate the repetitive inspections. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
We are adopting a new airworthiness directive (AD) for certain The Boeing Company Model 737-300, -400, and -500 series airplanes. This AD was prompted by reports of cracks in the horizontal stabilizer lower skins. This AD requires inspections for cracking of the horizontal stabilizer lower skin, and corrective actions if necessary; and also provides actions that would terminate certain repetitive inspections. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Airplanes
We are adopting a new airworthiness directive (AD) for certain Airbus Model A319 and A320 series airplanes. This AD was prompted by a report that fatigue cracking could appear at certain fastener locations in the longeron area below the emergency exit cut-outs. This AD requires the modification of certain fastener locations in the longeron area below the emergency exit cut-outs. We are issuing this AD to address the unsafe condition on these products.
Agency Information Collection Activities; Extension of a Currently-Approved Collection: Training Certification for Drivers of Longer Combination Vehicles
In accordance with the Paperwork Reduction Act of 1995 (PRA), FMCSA announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for its review and approval. This ICR relates to the qualification of drivers to operate longer combination vehicles (LCVs). On October 14, 2016, FMCSA published a Federal Register notice announcing an increase in the Agency's estimate of the total information-collection (IC) burden of these driver training certifications and asked for public comment. One comment was received. The Agency's regulations have not changed, but the population of CMV drivers operating LCVs has increased since OMB approved this ICR on May 14, 2014.

FMCSA announces its decision to renew exemptions for 126 individuals from the vision requirement in the Federal Motor Carrier Safety Regulations (FMCSRs) for interstate commercial motor vehicle (CMV) drivers. The exemptions enable these individuals to continue to operate CMVs in interstate commerce without meeting the vision requirement in one eye.
Airworthiness Directives; Sikorsky Aircraft Corporation Helicopters
We are adopting a new airworthiness directive (AD) for Sikorsky Aircraft Corporation (Sikorsky) Model 269D and Model 269D Configuration A helicopters. This AD requires reducing the life limit of and inspecting certain drive shafts. This AD is prompted by four incidents involving failure of a drive shaft. The actions specified by this AD are intended to prevent the unsafe condition on these products.

FMCSA announces receipt of applications from 40 individuals for exemption from the prohibition against persons with insulin-treated diabetes mellitus (ITDM) operating commercial motor vehicles (CMVs) in interstate commerce. If granted, the exemptions would enable these individuals with ITDM to operate CMVs in interstate commerce.
Proposed Amendment of Class D Airspace; Kingsville, TX
This action proposes to modify Class D airspace extending up to 2,500 feet above the surface at Kingsville Naval Air Station (NAS), Kingsville, TX. This action is necessary due to the decommissioning of the Kingsville radio beacon (RBN), and cancellation of the RBN approach, and would enhance the safety and management of instrument flight rules (IFR) operations at the airport. This action would also update the geographic coordinates of the airport.
Amendment of Class D and Class E Airspace; Elmira, NY
This action amends Class D and E airspace at Elmira, NY, as the ERINN Outer Marker (OM) has been decommissioned requiring airspace reconfiguration at Elmira/Corning Regional Airport. This action enhances the safety and airspace management of Instrument Flight Rules (IFR) operations at the airport. This action also updates the geographic coordinates of the airport, and eliminates the Notice to Airmen (NOTAM) part-time status of the Class E airspace designated as an extension to a Class D surface area. Also, the FAA found the Class E airspace designated as an extension to a class D surface area description was inaccurate. This action corrects the error.

We are adopting a new airworthiness directive (AD) for certain Bombardier, Inc. Model DHC-8-400 series airplanes. This AD was prompted by reports of interior emergency lights remaining ``ON'' following routine operational checks of the emergency light system. This AD requires changing the wiring gauge for the affected emergency lights power supplies wiring to prevent overheating in the wires. We are issuing this AD to address the unsafe condition on these products.

Establishment of Class E Airspace, Manti, UT
This action establishes Class E airspace extending upward from 700 feet above the surface within a 4.7-mile radius of Manti-Ephraim Airport, Manti, UT, with segments extending north and southwest of the airport, to accommodate new Area Navigation (RNAV) Global Positioning System (GPS) standard instrument approach procedures developed for the airport. This airspace is necessary for new Instrument Flight Rules (IFR) operations for standard instrument approach procedures and to support the safety and management of IFR operations at the airport.
Amendment of Class E Airspace, Trinidad, CO
This action modifies Class E surface area airspace, and Class E airspace extending upward from 700 feet above the surface, at Perry Stokes Airport, Trinidad, CO. Airspace redesign is necessary to accommodate new Area Navigation (RNAV) Standard Instrument Approach Procedures at the airport due to the decommissioning of the Trinidad Non-Directional Radio Beacon (NDB) and cancellation of associated approaches. This action ensures the safety, efficiency, and management of Instrument Flight Rules (IFR) operations at the airport. Additionally, the airport's geographic coordinates are updated to match the FAA's aeronautical database.
Airworthiness Directives; The Boeing Company Airplanes
We are adopting a new airworthiness directive (AD) for all The Boeing Company Model DC-6, DC-6A, C-118A, R6D-1, DC-6B, and R6D-1Z airplanes. This AD was prompted by a report of a fuel leak in a Model C-118A airplane that resulted from a crack in the wing lower skin. This AD requires repetitive radiographic, electromagnetic testing high frequency (ETHF), and electromagnetic testing low frequency (ETLF) inspections for cracking of the wing lower skin, and repairs if necessary. Airworthiness Directives; Airbus Airplanes
We are adopting a new airworthiness directive (AD) for all Airbus Model A300 B4-603, B4-620, and B4-622 airplanes; Model A300 B4- 605R and A300 B4-622R airplanes; and Model A300 C4-605R Variant F airplanes. This AD was prompted by an in-service detection of cracks in the fuselage skin lap joints. This AD requires an ultrasonic inspection of certain skin lap joints, and repair if necessary. We are issuing this AD to address the unsafe condition on these products.
Notice of Opportunity for Public Comment on Disposal of 41.63 Acres of Airport Land at Igor Sikorsky Memorial Airport in Stratford, CT
Notice is being given that the FAA is considering a request from the City of Bridgeport in Bridgeport, CT, to dispose of a 33.98 acre parcel and 7.65 acre parcel of airport land that were identified for disposal in the Runway Safety Area Project Igor Sikorsky Memorial Airport Intergovernmental Agreement (``Intergovernmental Agreement'') at Igor Sikorsky Memorial Airport dated November, 2012 and signed April 17, 2013 by the Town of Stratford, City of Bridgeport, Connecticut Department of Transportation, Connecticut Office of Policy and Management, and the Federal Aviation Administration. There are two subject parcels identified in the Intergovernmental Agreement. The first property is the Long Beach Parcel that is located to the southwest of the end of Runway 6 and is 33.98 acres. The second property known as Parcel 16, is located to the northwest of Runway 11 and is 7.65 acres. The two parcels will be transferred to the Town of Stratford, CT at a fair market value of $486,600. The parcels will be transferred with easements to protect the airport. Given the location of the two parcels, the disposal of this property will have no effect on aviation land nor future development opportunities for the airport. The proceeds of the disposal, per the Intergovernmental Agreement, will be used to reduce the overall Runway Safety Area project grant amount and fund a portion of the City's match for the Runway Safety Area project.

Northeast Corridor Safety Committee; Notice of Meeting
FRA announces the eighth meeting of the NECSC, a Federal Advisory Committee mandated by section 212 of the Passenger Rail Investment and Improvement Act of 2008 (PRIIA) and amended by section 11305 of the Fixing America's Surface Transportation Act of 2015 (FAST Act). The NECSC is made up of stakeholders operating on the Northeast Corridor, and the purpose of the NECSC is to provide annual recommendations to the Secretary of Transportation. The NECSC meeting agenda will include presentations on: Implementation of Positive Train Control; the state of moveable bridges; New York City tunnel system inspection and maintenance; an update to the ongoing study of maintenance-of-way worker fatigue; state of the NEC catenary; condition of railroad tracks adjacent to the NEC; security along the NEC; and a general discussion of safety issues. This agenda is subject to change.
Agency Information Collection Activities; Reinstatement of an Information Collection: Financial Responsibility-Motor Carriers, Freight Forwarders, and Brokers
In accordance with the Paperwork Reduction Act of 1995, FMCSA announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for reinstatement and approval and invites public comment. The FMCSA requests approval to reinstate, without any changes to the ICR titled, ``Financial ResponsibilityMotor Carriers, Freight Forwarders, and Brokers,'' which is used to provide registered motor carriers, property brokers, and freight forwarders a means of meeting financial responsibility filing requirements. This ICR requires reinstatement because the previous ICR expired on February 28, 2017, before the ICR renewal request could be submitted to OMB for approval. The ICR sets forth the financial responsibility documentation requirements for motor carriers, freight forwarders, and brokers that arise as a result of the Agency's jurisdictional statutes. The reinstatement of the ICR allows the FMCSA to ensure the public is protected and will be compensated for claims involving bodily injury and property damage, or loss or damage to household goods, respectively, within the limits prescribed by FMCSA. Reinstatement of the ICR enforces the filing of surety bonds or trust fund agreements to help ensure that motor carriers and shippers are protected against non-performance of the broker's or freight forwarder's legal obligations. With reinstatement of the ICR, insurance companies can be held liable for any damages that may occur to the public (up to the limits of the policy), and to supersede any exclusions or limitations which may be contained in the insured motor carrier's or freight forwarder's policy. Additionally, FMCSA can make a determination regarding whether an entity qualifies for the grant of self-insurance authority.
Agency Information Collection Activities and Request for Comments; Extension of an Approved Information Collection: Transportation Infrastructure Financing and Innovation Act (TIFIA) Program

This notice announces actions taken by the FHWA that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to widening approximately eight miles of Interstate 64 from west of Exit 242 (Marquis Parkway/State Highway 199) in the east to west of Exit 234 (State Highway 199) to the west. Those actions grant licenses, permits, and approvals for the project.
Notice of Availability of the Federal Aviation Administration Written Re-Evaluation, Adoption, and Finding of No Significant Impact and Record of Decision of Department of Navy's Final Environmental Impact Statement for the Navy's Environmental Assessment for the Mariana Islands Range Complex Airspace
The Federal Aviation Administration (FAA) announces its decision to adopt the Department of the Navy's (DoN) Environmental Assessment/Overseas Environmental Assessment (EA/OEA) for the Mariana Islands Range Complex Airspace. In accordance with the National Environmental Policy Act of 1969 (``NEPA''), the Council on Environmental Quality's (``CEQ'') regulations implementing NEPA, and other applicable authorities, including the Federal Aviation Administration (FAA) Order 1050.1F, Environmental Impacts: Policies and Procedures, paragraph 8-2, and FAA Order JO 7400.2K, ``Procedures for Handling Airspace Matters,'' paragraph 32-2-3, the FAA has conducted an independent review and evaluation of the DoN's Final Mariana Islands Range Complex (MIRC) Airspace EA/OEA dated June 2013. As a cooperating agency with responsibility for approving special use airspace the FAA provided subject matter expertise and closely coordinated with the DoN during the environmental review process, including preparation of the Draft EA/OEA and the Final EA/OEA. Based on its independent review and evaluation, the FAA has determined the Final EA/OEA, including its supporting documentation, as incorporated by reference, and other supporting documentation incorporated by reference for FAA's Written Re-Evaluation and Adoption of Final EA/OEA, adequately assesses and discloses the environmental impacts of the for Mariana Islands Range Complex Airspace, and that adoption of the Final EA/OEA by the FAA is authorized by regulation. FAA included the Written Re-Evaluation as part of the Adoption and FONSI-ROD because the DoN's FONSI is more than three years old. Accordingly, the FAA adopts the Final EA/OEA, and takes full responsibility for the scope and content that addresses the proposed changes to Special Use Airspace for MIRC.
Carrier Safety Fitness Determination
FMCSA withdraws its January 21, 2016, notice of proposed rulemaking (NPRM), which proposed a revised methodology for issuance of a safety fitness determination (SFD) for motor carriers. The new methodology would have determined when a motor carrier is not fit to operate commercial motor vehicles (CMVs) in or affecting interstate commerce based on the carrier's on-road safety data; an investigation; or a combination of on-road safety data and investigation information. FMCSA had recently announced that, rather than move to a final rule, a Supplemental Notice of Proposed Rulemaking (SNPRM) would be the next step in the rulemaking process. However, after reviewing the record in this matter, FMCSA withdraws the NPRM and cancels the plans to develop a Supplemental Notice of Proposed Rulemaking. The Agency must receive the Correlation Study from the National Academies of Science, as required by the Fixing America's Surface Transportation (FAST) Act, assess whether and, if so, what corrective actions are advisable, and complete additional analysis before determining whether further rulemaking action is necessary to revise the safety fitness determination process.

Airworthiness Directives; Bombardier, Inc. Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Bombardier, Inc. Model BD-100-1A10 airplanes. This proposed AD was prompted by a report that the equipment racks were not designed to support the weight of all the equipment and the secondary direct current power centers. This proposed AD would require modifying the equipment racks. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
We propose to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 737-300, -400, and -500 series airplanes. This proposed AD was prompted by a report of fatigue cracking found in a certain fuselage frame common to the water tank support intercostal clip located between certain stringers. This proposed AD would require inspections for any cracking of a certain fuselage frame, and repair if necessary. We are proposing this AD to address the unsafe condition on these products.
