The FAA is superseding an existing airworthiness directive (AD), which applies to Goodrich evacuation systems approved under TSO- C69b and installed on certain Airbus Model A330-200 and -300 series airplanes, Model A340-200 and -300 series airplanes, and Model A340-541 and -642 airplanes. That AD currently requires inspecting to determine the part number of the pressure relief valves on the affected Goodrich evacuation systems, and corrective action if necessary. For certain airplanes, this new AD requires an additional inspection to determine the part number of the pressure relief valves, and corrective action if necessary. This AD results from a report indicating that, during maintenance testing, the pressure relief valves on the affected Goodrich evacuation systems did not seal when activated, which caused the pressure in the escape slide/raft to drop below the minimum allowable raft mode pressure. We are issuing this AD to prevent loss of pressure in the escape slides/rafts after an emergency evacuation, which could result in inadequate buoyancy to support the raft's passenger capacity during ditching, and increase the chance for injury to raft passengers.

Federal Motor Vehicle Safety Standards; Occupant Crash Protection; Fuel System Integrity

In a final rule published in August 2006, NHTSA amended its safety standard on occupant crash protection to establish the same 56 km/h (35 mph) maximum speed for frontal barrier crash tests using belted 5th percentile adult female test dummies as it had previously adopted for tests using belted 50th percentile adult male dummies. The agency adopted the amendment to help improve crash protection for small statured occupants. In this document, in response to petitions for reconsideration of that rule, we are adjusting the phase-in requirements to permit manufacturers to earn advance credits for vehicles that are certified in compliance with the new higher speed requirement one year in advance of the regulatory requirements, i.e., beginning on September 1, 2008. We are also making technical corrections regarding special phase-in provisions for small volume manufacturers included in the August 2006 rule, as well as in several other regulations.

These special conditions are issued to Cessna Aircraft Company, for an amended type certificate for the Model 208B airplane. This airplane will have novel and unusual design features when compared to the state of technology envisaged in the applicable airworthiness standards. These novel and unusual design features include the installation of electronic flight instrument system (EFIS) displays model G1000 manufactured by Garmin for which the applicable regulations do not contain adequate or appropriate airworthiness standards for the protection of these systems from the effects of high intensity radiated fields (HIRF). These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to the airworthiness standards applicable to these airplanes.

We propose to adopt a new airworthiness directive (AD) for certain Cessna Aircraft Company Model 172 and 182 series airplanes that are equipped with the BRS-172 and BRS-182 Parachute System. This proposed AD would require the replacement of the pick-up collar support and nylon screws for the BRS-172 and BRS-182 Parachute System. This proposed AD results from notification by Ballistic Recovery Systems, Inc. (BRS) that the pick-up collar assembly may prematurely move off the launch tube and adversely affect rocket trajectory during deployment. We are proposing this AD to prevent premature separation of the collar. This condition could result in the parachute failing to successfully deploy.

The proposed rules also provide a procedure whereby shippers or other affected parties may obtain access to such provisions. The FAA proposes to supersede three existing airworthiness directives (ADs) for McCauley Propeller Systems propeller models B5JFR36C1101/114GCA-0, C5JFR36C1102/L114GCA-0, B5JFR36C1103/114HCA-0, and C5JFR36C1104/L114HCA-0. Those ADs currently require fluorescent penetrant inspections (FPI) and eddy current inspections (ECI) of propeller blades for cracks, and if any crack indications are found, removing the blade from service. This proposed AD would require the same initial inspections, but extends the compliance times and intervals, adds repetitive inspections, and mandates a life limit for the blades. This proposed AD results from our determination that we must require repetitive inspections for cracks, and from reports of blunt leading edges of the propeller blades due to erosion. We are proposing this AD to detect cracks in the propeller blade that could cause failure and separation of the propeller blade and loss of control of the airplane, and to detect blunt leading edges on the propeller blades, which could cause airplane single engine climb performance degradation and could result in an increased risk of collision with terrain.

The FAA is issuing this Notice of Intent to the public an EIS under the provisions of the National Environmental Policy Act (NEPA) of 1969, as amended, will be prepared to consider the siting and construction of a replacement airport for the Friedman Memorial Airport (SUN), Hailey, Idaho. The Bureau of Land Management (BLM) is involved in the project as alternative sites may occur on BLM land. The BLM has not entered into a cooperating or co-lead agreement at this time. The Friedman Memorial Airport Authority, the sponsor of the project, has proposed to construct and operate a replacement airport for the Friedman Memorial Airport within Blaine County, Idaho. Friedman Memorial Airport is located in Hailey, Idaho and serves the Wood River region of South Central Idaho. The airport currently does not and cannot comply with FAA airfield design standards on the limited land owned by the airport. Further, the airport is close to numerous residences. Mountainous terrain on the east, west, and north sides of SUN precludes instrument approach procedures which would make SUN accessible in poor weather. All alternatives at the existing airport site are extremely costly and extend into residential areas. Further, they provide no benefit to reliability and safe operation in either good or adverse weather. Considering the limitations of the existing airport, elected and appointed officials in Blaine County, Idaho have decided to evaluate the environmental impacts of building and operating an airport meeting FAA design standards and supporting an instrument approach. Several alternatives, as well as the no-action alternative will be evaluated. The EIS will determine all environmental impacts, such as and not limited to, noise impacts, impacts on air and water quality, wetlands, fish, wildlife, and plants, farmlands, floodplains, historic/tribal resources, hazardous wastes, socioeconomics, and economic factors.

On September 28, 2007, the Federal Transit Administration (FTA) published notices seeking comment on four program guidance circularsthe Metropolitan Planning Program and State Planning and Research Program Grants; the Capital Investment Program; the Grant Management Requirements; and Third Party Contracting. This document extends the comment periods of each of these notices. The reasons for extending the comment period are three-fold. First, the FTA wants to stagger the comment period so the public has more time to provide meaningful comments, which in turn will result in better guidance for our customers. Second, FTA currently has a major rulemaking out for comment, which may create hardship on those wishing to comment on circulars as well as the rulemaking. Finally, DOT had some difficulty migrating from the USDOT docket system to the Federal Government's new E-rulemaking portal, which has caused some confusion among commenters.

Early Scoping Notice for an Alternatives Analysis of Proposed Transit Improvements in the Regional Connector Transit Corridor of Los Angeles, CA

The Federal Transit Administration (FTA) and the Los Angeles County Metropolitan Transportation Authority (LACMTA) issue this early scoping notice to advise other agencies and the public that they intend to explore, in the context of the Council on Environmental Quality's early scoping process, alternative means of improving transit capacity and service in and through the central core of Los Angeles, California. The early scoping process is part of a planning Alternatives Analysis (AA) required by 49 United States Code (U.S.C.) 5309 that will lead to the selection of the alternatives that will be subject to the appropriate environmental process. Early scoping meetings have been planned and are announced below. The proposed Regional Connector would provide a link connecting several light rail service lines in operation or in construction (i.e., the Metro Gold Line to Pasadena, the Metro Gold Line Eastside Extension, the Metro Blue Line, and the Metro Expo Line). This connection would broaden and improve the region's public transit, mobility, and accessibility. The project study area within which various alternatives will be considered for the Regional Connector is situated in downtown Los Angeles, generally encompassing the area between the 101 Freeway on the north, 9th Street/Los Angeles Street and 7th Street on south, the 110 Freeway on the west, and Alameda Street on the east. After selection of the alternatives by the LACMTA Board, the alternatives will then be the subject of the appropriate environmental review under the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA). If the alternatives have significant impacts, an environmental impact statement (EIS), combined with a California environmental impact report (EIR) would be initiated with a Notice of Intent (NOI) in the Federal Register and distribution of a Notice of Preparation (NOP) required under CEQA and final public and agency scoping of the EIS/EIR. In particular, the purpose and need for the project, the range of alternatives to be considered in the EIS/ EIR, the environmental and community impacts to be evaluated, and the methodologies to be used, would be subject to public and interagency review and comment, in accordance with 23 U.S.C. 139 and CEQA.

This Rule establishes, amends, suspends, or revokes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.

The Federal Transit Administration (FTA) and the Los Angeles County Metropolitan Transportation Authority (LACMTA) issue this early scoping notice to advise other agencies and the public that they intend to explore, in the context of the Council on Environmental Quality's early scoping process, alternative means of improving transit capacity and service in the Eastside Extension Phase II Transit Corridor of Los Angeles, California. The early scoping process is part of a planning Alternatives Analysis (AA) required by Title 49 United States Code (U.S.C.) Sec. 5309, that will lead to the selection of the proposed action and alternatives that will be subject to the appropriate environmental process. Early scoping meetings have been planned and are announced below. The Eastside Extensive Phase II Transit Corridor is east-west oriented and includes all or portions of the cities of Montebello, Pico Rivera, Monterey Park, Industry, Downey, Whittier, Commerce, Rosemead, South El Monte, South San Gabriel, Sante Fe Springs, Bell as well as unincorporated portions of the County of Los Angeles. The study area generally extends from Union Station in downtown Los Angeles, north to the Interstate 10 freeway, east to approximately three miles east of the State Route 605, and south to Interstate 5 freeway. The Alternatives Analysis will study the extension of high capacity transit service from the Metro Gold Line Eastside Extension to approximately 3 miles east of the State Route 605. The conclusion of the planning Alternatives Analysis is expected to be the selection of a Locally Preferred Alternative (LPA) by the LACMTA and the Southern California Association of Governments, which is the official metropolitan planning organization for Los Angeles. The LPA will then be the ``proposed action'' that is subject to an appropriate environmental review under the National Environmental Policy Act (NEPA). If the selected LPA would have significant impacts, an environmental impact statement (EIS), combined with a California environmental impact report (EIR) would be initiated with a Notice of Intent in the Federal Register and distribution of a Notice of Preparation (NOP) required under the California Environmental Quality Act (CEQA). Public and agency scoping of the EIS/EIR would be conducted at that time. In particular, the purpose and need for the project, the range of alternatives to be considered in the EIS/EIR, the environmental and community impacts to be evaluated, and the methodologies to be used, would be subject to public and interagency review and comment, in accordance with 23 U.S.C. 139 and CEQA.

Airworthiness Directives; Bombardier Model DHC-8-400 Series Airplanes

The FAA is adopting a new airworthiness directive (AD) for certain Bombardier Model DHC-8-400 series airplanes. This AD requires an inspection to detect discrepancies of the main landing gear (MLG) system, an inspection of the jam nut of the retract actuator of the MLGs to ensure the wire lock is in place and the nut is secured, an inspection of the retract actuator for any signs of corrosion or wear, and applicable related investigative and corrective actions if necessary. This AD also requires submitting an inspection report to Bombardier. This AD results from two reports of collapse of MLGs within a few days of each other. We are issuing this AD to detect and correct potential failure of major components of the MLG assembly and attachments, which could result in the possible collapse of a MLG and consequent damage to the airplane and injury to people or damage to property on the ground.
