The United States Department of Navy (DoN) in conjunction with the U.S. Department of Agriculture (USDA), U.S. Department of Energy (DOE), and the U.S. Department of Transportation Federal Aviation Administration (DOT FAA), is hosting an industry roundtable with the full complement of participants in the biofuels supply chain. The purpose of the roundtable meeting is for the federal government to present further details on the partnership between the DoN, DoE, and USDA to construct or retrofit multiple commercial scale advanced biorefineries. Additional general information will be provided regarding the Defense Production Act (DPA) Title III, the Commodity Credit Corporation, and DoN's requirements for fuels. Federal government representatives will also be able to hear from stakeholders as to their abilities to meet such requirements and/or barriers to such success. This session is not intended to offer government insight, nor answer direct questions and receive comments on the DPA Title III Advanced Drop-In Biofuels Production Project. Questions related to the Special Notices or the pending Broad Agency Announcement (BAA) cannot be answered at this roundtable. Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations (40 Code of Federal Regulations Parts 1500-1508), and Executive Order 12114, the Department of the Navy (DoN) announces its intent to prepare an Environmental Impact Statement (EIS)/Overseas Environmental Impact Statement (OEIS) to assess the potential environmental impacts associated with training and testing military readiness activities conducted in the Northwest Training and Testing (NWTT) Study Area (Study Area). The Study Area is composed of established maritime operating and warning areas in the eastern north Pacific Ocean region, located adjacent to the Northwest coast of the United States, to include the Strait of Juan de Fuca, Puget Sound, and the Behm canal in southeastern Alaska. The Study Area includes four existing range complexes and facilities: The Northwest Training Range Complex (NWTRC), the Naval Undersea Warfare Center (NUWC) Keyport Range Complex, Carr Inlet Operations Area, and the Southeast Alaska Acoustic Measurement Facility (SEAFAC). In addition to these range complexes, the Study Area also includes pierside locations on Navy bases where sonar maintenance and testing occurs within the Study Area, and inland waters that are not part of the range complexes, where training and testing may occur. The DoN is preparing this EIS/OEIS to renew current federal regulatory permits and authorizations, address proposed, future training and testing activities not covered under existing permits and authorizations (such as those activities proposed to be conducted in the Carr Inlet Operations Area), and include new platforms and weapons systems training and testing requirements. The DoN will invite the National Marine Fisheries Service and the U.S. Fish and Wildlife Service to be cooperating agencies in preparation of this EIS and OEIS pursuant to 40 CFR 1501.6.

Pursuant to Section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations (40 CFR parts 1500-1508), the Department of the Navy (DoN) announces its intent to prepare a Supplemental Environmental Impact Statement (SEIS) to evaluate the potential environmental consequences that may result from construction and operation of a live-fire training range complex and associated infrastructure on Guam to support the Guam Military Relocation. The SEIS supplements the Final EIS for the ``Guam and Commonwealth of the Northern Mariana Islands (CNMI) Military Relocation; Relocating Marines from Okinawa, Visiting Aircraft Carrier Berthing, and Army Air and Missile Defense Task Force'' dated July 2010. Pursuant to 40 CFR 1502.9(c), a SEIS is being prepared for the limited purpose of supplementing the 2010 Final EIS regarding the establishment of a live-fire training range complex on Guam. The proposed action that will be analyzed in the SEIS is to construct and operate a live-fire training range complex that allows for simultaneous use of all firing ranges to support training and operations on Guam for the relocated Marines. The DoN has preliminarily identified five alternatives for the range complex: two are adjacent to Route 15 in northeastern Guam, and three are located at or immediately adjacent to the Naval Magazine (NAVMAG), also known as the Naval Munitions Site. The SEIS will also consider the No Action Alternative. The purpose and need for the proposed action is to ensure that the relocated Marines are organized, trained, and equipped as mandated in section 5063 of Title 10 of the United States Code, and to satisfy individual live-fire training requirements as described in the Guam and CNMI Military Relocation Final EIS and associated Record of Decision (ROD). The live-fire training range complex will consist of a Known Distance (KD) rifle range, KD pistol range, Modified Record of Fire Range, nonstandard small arms range, Multipurpose Machine Gun range, and a hand grenade range. The proposed action also includes associated roadways and supporting infrastructure. The DoN encourages government agencies, private-sector organizations, and the general public to participate in the NEPA process for the training range complex. Because the Federal Aviation Administration (FAA) will have to approve airspace associated with the training range complex at any of the five preliminary alternatives being considered, the DoN will invite the FAA to participate as a cooperating agency in the preparation of the SEIS. The DoN invites comments on the proposed scope and content of the SEIS from all interested parties. Comments on the scope of the SEIS may be provided by mail and through the SEIS Web site at: https://bit.ly/ GuamLFTRCSEIS. In addition, the DoN will conduct public open-house scoping meetings on Guam to obtain comments on the scope of the SEIS and to identify specific environmental concerns or topics for consideration in the SEIS. This notice is to advise the public that the Department of the Navy (DoN) is revising the scope for the Environmental Impact Statement (EIS) for continued and increased training activities on Naval Weapons Systems Training Facility (NWSTF) Boardman, Oregon, and to invite the public to provide comments for consideration during preparation of the revised EIS. The projects would include a northern Advanced Water Treatment (AWT) plant and associated facilities, connection of the Base's northern and southern water systems, and replacement of the bridge on Stuart Mesa Road over the Santa Margarita River (Stuart Mesa Bridge). A Notice of Intent to prepare this EIS was published in the Federal Register on March 31, 2010 (Vol. 75, No. 61, p. 16080). With the filing of the Draft EIS, the Department of the Navy (DoN) is initiating a 45-day public comment period and has scheduled a public open house meeting to receive oral and written comments on the Draft EIS. With the filing of the DEIS, the DoN is initiating a 45-day public comment period and has scheduled five public comment meetings to receive oral and written comments on the DEIS. Federal, state and local agencies and interested parties are encouraged to provide comments in person at any of the public comment meetings, or in writing anytime during the public comment period. This Notice announces the dates and locations of the public meetings and provides supplementary information about the environmental planning effort. Per 36 CFR part 800.8, the DoN is integrating the NEPA and National Historic Preservation Act (NHPA) public involvement processes. The Department of the Navy (DoN)is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (DAJAG) (Admiralty and Maritime Law) has determined that USS FORT WORTH (LCS 3) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.

Pursuant to section 102(2)(c) of the National Environmental Policy Act of 1969, as implemented by the Council on Environmental Quality Regulations (40 Code of Federal Regulations parts 1500-1508), and Executive Order 12114, the Department of the Navy (DoN) announces its intent to prepare an Environmental Impact Statement (EIS)/Overseas Environmental Impact Statement (OEIS) to evaluate the potential environmental effects associated with maintaining military readiness training and research, development, testing, and evaluation (hereafter referred to as ``training and testing'') activities conducted in the Mariana Islands Training and Testing (MITT) EIS/OEIS Study Area. The MITT Study Area includes the existing Mariana Islands Range Complex (MIRC), additional areas on the high seas, and a general transit corridor between Hawaii to MITT where training and testing activities may occur. The MIRC is the only major Navy range complex in the Study Area. The DoN is preparing this EIS/OEIS to renew current regulatory permits and authorizations, address current training and testing not covered under existing permits and authorizations, and to obtain those permits and authorizations necessary to support force structure changes and emerging and future training and testing requirements including those associated with new platforms and weapons systems within the MITT Study Area, starting in 2015, thereby ensuring critical Department of Defense (DoD) requirements are met. The DoN will invite the National Marine Fisheries Service, United States (U.S.) Fish and Wildlife Service (Pacific Islands Fish and Wildlife Office), and U.S. Air Force, to be cooperating agencies in preparation of the EIS/OEIS.

In accordance with Section 122(h) of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), 42 U.S.C. 9622(h), the Department of the Navy (DoN) gives notice that a proposed Administrative Agreement for the Recovery of Past Costs in the Matter of Marine Corps Logistics Base, Yermo Annex, Barstow, California, DON CERCLA Administrative Docket No. 2011-0001, pertaining to environmental contamination at the Marine Corps Logistics Base in Barstow, California (the ``Site''), located in San Bernardino County, California. In this matter, the DoN served a demand, involving civil claims under Section 107 of CERCLA, 42 U.S.C. 9607, upon CalNev Pipe Line Company (CalNev) for recovery of response costs incurred by the DON at the Site. The proposed Administrative Settlement resolves the DON's claims by requiring CalNev to pay the DoN $500,000 in reimbursement of the DON's past response costs. Pursuant to Section 122(h) of CERCLA, 42 U.S.C. 9622(h), the Department of Justice has provided its approval of this proposed Administrative Settlement. Further, in accordance with this Section 122(i) of CERCLA, 42 U.S.C. 9622(i), the DoN is receiving public comment on this proposed settlement for thirty (30) days from the date of this publication.
