Notice of Extension of Public Comment Period for the Draft Environmental Impact Statement for the Proposed Modernization and Expansion of Townsend Bombing Range, Georgia
The Department of the Navy (DoN) is extending the public comment period for the Draft Environmental Impact Statement (EIS) for the Proposed Modernization and Expansion of Townsend Bombing Range (TBR), Georgia (GA) until September 27, 2012. A Notice of Availability (NOA) and a Notice of Public Meetings (NOPMs) for the Draft EIS were published in the Federal Register on Friday, July 13, 2012 (Federal Register/Vol. 77, No. 135, Pages 41385-41387 (NOPMs) and Page 41403 (NOA)). Those notices announced the initial public comment period, including public meetings that took place on Tuesday, August 7, 2012 and Thursday, August 9, 2012, and provided additional information on the background and scope of the Draft EIS. The initial public comment period requested the submission of all comments on the Draft EIS to the DoN by August 27, 2012. The DoN is extending the public comment period until September 27, 2012.
Meeting of the U.S. Naval Academy Board of Visitors
The U.S. Naval Academy Board of Visitors will meet to make such inquiry, as the Board shall deem necessary, into the state of morale and discipline, the curriculum, instruction, physical equipment, fiscal affairs, and academic methods of the Naval Academy. The executive session of this meeting from 11 a.m. to 12 p.m. on September 10, 2012, will include discussions of disciplinary matters, law enforcement investigations into allegations of criminal activity, and personnel issues at the Naval Academy, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. For this reason, the executive session of this meeting will be closed to the public.
Notice of Public Meetings for the Draft Environmental Impact Statement/Legislative Environmental Impact Statement for Renewal of Naval Air Weapons Station China Lake Public Land Withdrawal, California
Pursuant to Section 102(2)(c) of the National Environmental Policy Act of 1969 and regulations implemented by the Council on Environmental Quality (40 Code of Federal Regulations (CFR) parts 1500- 1508), and in accordance with the requirements of the California Military Lands Withdrawal and Overflights Act of 1994 (Pub. L. 103-433, part of the California Desert Protection Act), the Department of the Navy (DoN), in cooperation with the Bureau of Land Management (BLM), has prepared and filed with the U.S. Environmental Protection Agency a Draft Environmental Impact Statement (EIS)/Legislative Environmental Impact Statement (LEIS). Separately, and in accordance with the Engle Act of 1958 (Pub. L. 85-337) and 43 CFR part 2310, the DoN submitted a land withdrawal renewal application to BLM. The Draft EIS/LEIS evaluates the potential environmental effects associated with the proposed Congressional reauthorization of the current land withdrawal of approximately 1.03 million acres of public land in Kern, Inyo, and San Bernardino counties, California. The proposed 25-year withdrawal would comprise the current North and South ranges at Naval Air Weapons Station China Lake (NAWSCL), California. The Draft EIS/LEIS also addresses an increase of up to 25 percent in the tempo of military activity within current land use areas approved for designated uses, and the implementation of an update of the installation's Comprehensive Land Use Management Plan (CLUMP). The proposed action would enable the DoN to meet its mission to support state-of-the-art air warfare weapons systems testing and evaluation, and the readiness of the military services, using existing facilities and infrastructure, and on safe, operationally realistic, and instrumented land ranges. With the filing of the Draft EIS/LEIS and submission of the application to renew the public land withdrawal, the DoN and BLM are initiating a 90-day public comment period and have scheduled three public open house meetings to receive oral and written comments on the Draft EIS/LEIS and the proposed renewal of the public land withdrawal. This notice announces the dates and locations of the public meetings and provides supplementary information. Dates and Addresses: The 90-day public comment period for the Draft EIS/LEIS began on August 10, 2012 and will end on November 8, 2012. The DoN and BLM will hold three public meetings, using an open house format, to inform the public about the Draft EIS/LEIS and the public land withdrawal renewal process. Representatives from the DoN and BLM will be available to discuss and answer questions on the proposed action and alternatives, the land withdrawal renewal, the environmental planning process, and the findings presented in the Draft EIS/LEIS. Public open house meetings will be held at each location between 6:00 p.m. and 8:00 p.m. on the following dates: 1. The Department of the Navy (DoN) is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (DAJAG) (Admiralty and Maritime Law) has determined that USS LEYTE GULF (CG 55) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.

S. Marine Corps (USMC)as prepared and filed with the U.S. Environmental Protection Agency (EPA) a Draft Environmental Impact Statement (EIS) that evaluates potential environmental impacts of acquiring additional property and constructing the necessary infrastructure to allow the use of inert precision-guided munitions (PGMs) at Townsend Bombing Range (TBR), Georgia. Through the use of PGMs at TBR, the USMC can more efficiently meet current training requirements for pilots by significantly increasing air-to-ground training capabilities for Marine Air Group (MAG) 31 stationed at Marine Corps Air Station (MCAS) Beaufort, South Carolina. With the filing of the Draft EIS, the USMC is initiating a 45-day public comment period and has scheduled two public open house meetings to receive oral and written comments on the Draft EIS. Specifically, the Draft EIS addresses the environmental effects of maintaining current/baseline training operations, supporting airfield operations by new types of aircraft, and modifying airfield operations as necessary in support of the Fleet Response Training Plan. With the filing of the Draft EIS, the DoN is initiating a 45-day public comment period beginning on June 29, 2012 and ending on August 13, 2012. Notice of Intent To Prepare an Environmental Impact Statement for the Proposed Naval Base Coronado Coastal Campus and To Announce Public Scoping Meetings
Pursuant to Section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations, the Department of the Navy (DoN) announces its intent to prepare an Environmental Impact Statement (EIS) to evaluate the potential environmental effects of developing an academic campus on Naval Base Coronado (NBC) to support the current and future operational readiness of personnel with the Naval Special Warfare Command (NSWC). The proposed campus would include a mix of instructional and administrative facilities that would provide for indoor classroom and tactical training instruction, and equipment use, maintenance, and storage. Specific proposed actions within the Coastal Campus proposal are: (1) Evaluation of current land use and available facilities; (2) augmentation by design and construction of new facilities to support logistics, equipment use and maintenance training, classroom and tactical skills instruction, storage, and administration; and, (3) design and build of related site improvements that may include upgraded utilities, fencing, roads, and parking. An EIS is considered the appropriate document for comprehensively analyzing the potential environmental impacts of implementing this proposed action. Dates and Addresses: DoN is initiating a 30-day public scoping process to identify community interests and specific issues to be addressed in the EIS. This public scoping process starts with the publication of this Notice of Intent (NOI). Two public scoping meetings will be held to receive oral and/or written comments on issues to be addressed in the EIS: 1. Notice of Availability of Record of Decision for TRIDENT Support Facilities Explosives Handling Wharf at Naval Base Kitsap at Bangor, Kitsap County, WA
The United States Department of the Navy (DoN), after carefully weighing the operational and environmental consequences of the proposed action, announces its decision to construct and operate an Explosives Handling Wharf (EHW-2) adjacent to the existing Explosives Handling Wharf in Hood Canal on the waterfront of Naval Base Kitsap (NBK) at Bangor, WA. The DoN has decided to implement the preferred alternative, Alternative 1, Combined Trestle, Large Pile Wharf, as described in the TRIDENT Support Facilities EHW-2 Final Environmental Impact Statement (FEIS) dated March 2012. Alternative 1 is also the Environmentally Preferable Alternative and will fully meet the DoN's purpose and need to support future program requirements for TRIDENT submarines homeported at NBK at Bangor, Washington, and the TRIDENT II (D5) Strategic Weapons System. This decision will allow the DoN to continue support of TRIDENT Program operational requirements through 2042.

Meeting of the Secretary of the Navy Advisory Panel
The SECNAV Advisory Panel will meet from 8:30 a.m. to 5 p.m. on May 23, 2012, for a series of classified discussions on the Asia- Pacific region to include the international strategic environment, U.S. operational capabilities and shortfalls, foreign capabilities and intentions and the maritime strategic outlook in contested areas. The DoN is required to close HPS per Public Law 101-510, the Defense Base Closure and Realignment Act of 1990, as amended. This Notice of Availability (NOA) initiates a 30-calender day wait period and public review period for the Final SEIS, beginning the date that this NOA is published in the Federal Register. During this time no federal decision on the proposed action shall be made or recorded. Following the 30-day wait/review period, as required by CEQ Regulations for Implementing NEPA, Sec. 1506.10(b)2, the DoN may make a decision on the proposed action and a Record of Decision (ROD) could be issued.

The United States Department of Navy (DoN) in conjunction with the U.S. Department of Agriculture (USDA), U.S. Department of Energy (DOE), and the U.S. Department of Transportation Federal Aviation Administration (DOT FAA), is hosting an industry roundtable with the full complement of participants in the biofuels supply chain. The purpose of the roundtable meeting is for the federal government to present further details on the partnership between the DoN, DoE, and USDA to construct or retrofit multiple commercial scale advanced biorefineries. Additional general information will be provided regarding the Defense Production Act (DPA) Title III, the Commodity Credit Corporation, and DoN's requirements for fuels. Federal government representatives will also be able to hear from stakeholders as to their abilities to meet such requirements and/or barriers to such success. This session is not intended to offer government insight, nor answer direct questions and receive comments on the DPA Title III Advanced Drop-In Biofuels Production Project. Questions related to the Special Notices or the pending Broad Agency Announcement (BAA) cannot be answered at this roundtable. The Department of the Navy (DoN) is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (DAJAG) (Admiralty and Maritime Law) has determined that USS MISSISSIPPI (SSN 782) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.

Notice of Intent To Prepare an Environmental Impact Statement/Overseas Environmental Impact Statement for Military Readiness Activities in the Northwest Training and Testing Study Area and To Announce Public Scoping Meetings
Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations (40 Code of Federal Regulations Parts 1500-1508), and Executive Order 12114, the Department of the Navy (DoN) announces its intent to prepare an Environmental Impact Statement (EIS)/Overseas Environmental Impact Statement (OEIS) to assess the potential environmental impacts associated with training and testing military readiness activities conducted in the Northwest Training and Testing (NWTT) Study Area (Study Area). The Study Area is composed of established maritime operating and warning areas in the eastern north Pacific Ocean region, located adjacent to the Northwest coast of the United States, to include the Strait of Juan de Fuca, Puget Sound, and the Behm canal in southeastern Alaska. The Study Area includes four existing range complexes and facilities: The Northwest Training Range Complex (NWTRC), the Naval Undersea Warfare Center (NUWC) Keyport Range Complex, Carr Inlet Operations Area, and the Southeast Alaska Acoustic Measurement Facility (SEAFAC). In addition to these range complexes, the Study Area also includes pierside locations on Navy bases where sonar maintenance and testing occurs within the Study Area, and inland waters that are not part of the range complexes, where training and testing may occur. The DoN is preparing this EIS/OEIS to renew current federal regulatory permits and authorizations, address proposed, future training and testing activities not covered under existing permits and authorizations (such as those activities proposed to be conducted in the Carr Inlet Operations Area), and include new platforms and weapons systems training and testing requirements. The DoN will invite the National Marine Fisheries Service and the U.S. Fish and Wildlife Service to be cooperating agencies in preparation of this EIS and OEIS pursuant to 40 CFR 1501.6.

Meeting of the U.S. Naval Academy Board of Visitors
The U.S. Naval Academy Board of Visitors will meet to make such inquiry, as the Board shall deem necessary, into the state of morale and discipline, the curriculum, instruction, physical equipment, fiscal affairs, and academic methods of the Naval Academy. The executive session of this meeting from 11 a.m. to 12 p.m. on March 5, 2012, will include discussions of disciplinary matters, law enforcement investigations into allegations of criminal activity, and personnel issues at the Naval Academy, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. For this reason, the executive session of this meeting will be closed to the public.
Notice of Intent To Prepare a Supplemental Environmental Impact Statement for a Live-Fire Training Range Complex on Guam To Support the Guam Military Relocation
Pursuant to Section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations (40 CFR parts 1500-1508), the Department of the Navy (DoN) announces its intent to prepare a Supplemental Environmental Impact Statement (SEIS) to evaluate the potential environmental consequences that may result from construction and operation of a live-fire training range complex and associated infrastructure on Guam to support the Guam Military Relocation. The SEIS supplements the Final EIS for the ``Guam and Commonwealth of the Northern Mariana Islands (CNMI) Military Relocation; Relocating Marines from Okinawa, Visiting Aircraft Carrier Berthing, and Army Air and Missile Defense Task Force'' dated July 2010. Pursuant to 40 CFR 1502.9(c), a SEIS is being prepared for the limited purpose of supplementing the 2010 Final EIS regarding the establishment of a live-fire training range complex on Guam. The proposed action that will be analyzed in the SEIS is to construct and operate a live-fire training range complex that allows for simultaneous use of all firing ranges to support training and operations on Guam for the relocated Marines. The DoN has preliminarily identified five alternatives for the range complex: two are adjacent to Route 15 in northeastern Guam, and three are located at or immediately adjacent to the Naval Magazine (NAVMAG), also known as the Naval Munitions Site. The SEIS will also consider the No Action Alternative. The purpose and need for the proposed action is to ensure that the relocated Marines are organized, trained, and equipped as mandated in section 5063 of Title 10 of the United States Code, and to satisfy individual live-fire training requirements as described in the Guam and CNMI Military Relocation Final EIS and associated Record of Decision (ROD). The live-fire training range complex will consist of a Known Distance (KD) rifle range, KD pistol range, Modified Record of Fire Range, nonstandard small arms range, Multipurpose Machine Gun range, and a hand grenade range. The proposed action also includes associated roadways and supporting infrastructure. The DoN encourages government agencies, private-sector organizations, and the general public to participate in the NEPA process for the training range complex. Because the Federal Aviation Administration (FAA) will have to approve airspace associated with the training range complex at any of the five preliminary alternatives being considered, the DoN will invite the FAA to participate as a cooperating agency in the preparation of the SEIS. The DoN invites comments on the proposed scope and content of the SEIS from all interested parties.
