The Bureau of Land Management (BLM) has examined and found suitable for classification for lease or conveyance under the provisions of the Recreation and Public Purposes Act, 1.54 acres of public land in Carbon County, Wyoming. Carbon County proposes to use the land for a historic cemetery.

The Bureau of Land Management (BLM) has officially filed the plats of survey of the lands described below in the BLM Idaho State Office, Boise, Idaho, effective 9 a.m., on the dates specified.

As required by 43 CFR 2650.7(d), notice is hereby given that an appealable decision approving lands for conveyance pursuant to the Alaska Native Claims Settlement Act will be issued to Goldbelt, Incorporated. The lands are in the vicinity of Juneau, Alaska, and are located in:

The Bureau of Land Management (BLM) Jarbidge Field Office is implementing an emergency closure in order to protect cultural and natural resources and stabilization treatments as recommended in the Department of the Interior's Emergency Stabilization and Rehabilitation Plan for the Murphy Complex Fire. The closure allows motorized vehicle traffic (e.g. All-Terrain Vehicles, pickups, motorcycles, sport utility vehicles, etc.) on established roads within the fire perimeter, legal boundaries and transportation routes (please refer to supplementary information for description of closure area). The purpose of the closure is to restrict off-road vehicle use while providing continued public access to and through the area. Vehicles traveling cross-country in a burned area may damage reemerging plants, increase erosion and spread noxious weeds. Closure signs will be posted at main entry points to this area. In accordance with the National Environmental Policy Act (NEPA) of 1969 as amended, the Bureau of Land Management (BLM) announces the availability of the Westside Irrigation District Land Conveyance Project DEIS for public review and comment. The DEIS analyzes the consequences of a legislated conveyance of all right, title and interest, excluding mineral interest, of a parcel of land administered by the BLM to the Westside Irrigation District, Worland, Wyoming.

In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) is requesting the Office of Management and Budget (OMB) to extend an existing approval to collect information from applicants who apply to purchase mineral materials from public lands under regulations at 43 CFR parts 3600 and 3610. The BLM uses the information collected on Form 3600-9 (Contract for the Sale of Mineral Materials) to evaluate the environmental impacts of and otherwise evaluate mineral materials disposal proposals.

In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Boise District Resource Advisory Council (RAC), will hold a meeting as indicated below.

Public Law 106-485 (Nov. 9, 2000; 114 Stat. 2199) directs the Secretary of the Interior, acting through the Bureau of Land Management, to convey all right, title and interest (excluding mineral interest) in a parcel of public land in Big Horn County and Washakie County, Wyoming. The parcel of land to be conveyed comprises some portion or portions of approximately 16,077.59 acres. Conveyance is to be made to the Westside Irrigation District, at appraised value. The sale will be processed according to regulations at 43 CFR 2711.1-2.

This order revokes in its entirety a Bureau of Land Management Order dated July 13, 1954, as it affects 7.79 acres of public land withdrawn from surface entry and mining and reserved for use by the Federal Aviation Administration for Air Navigation Site No. 7 at Slana, Alaska. The land is no longer needed for the purpose for which it was withdrawn.

The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement from Gary-Williams Production Company for Noncompetitive oil and gas lease WYW145947 for land in Lincoln County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement from Gary-Williams Production Company for Noncompetitive oil and gas lease WYW145945 for land in Lincoln County, Wyoming. Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement from Gary-Williams Production Company for competitive oil and gas lease WYW145285 for land in Lincoln County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

Under the provisions of Public Law 97-451, the Bureau of Land Management (BLM) received a petition for reinstatement of the oil and gas leases, ARES 52198 and ARES 52200 located in Scott and Montgomery County, Ouachita N.F., Arkansas, and ARES 53624 located in Yell County, Ouachita N.F., Arkansas. The petition was filed on time and was accompanied by all rentals due since the date the leases terminated under law.

Per 30 U.S.C. 188(d), GPE Energy, Inc. and Spyglass Cedar Creek LP timely filed a petition for reinstatement of oil and gas lease SDM 90990, Harding County, South Dakota. The lessee paid the required rental accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $10 per acre and 16-2/3 percent or 4 percentages above the existing competitive royalty rate. The lessee paid the $500 administration fee for the reinstatement of the lease and $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the lease per Sec. 31(d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the lease, effective the date of termination subject to: The original terms and conditions of the lease; The increased rental of $10 per acre; The increased royalty of 16 2/3 percent or 4 percentages above the existing competitive royalty rate; and The $163 cost of publishing this Notice.

In accordance with the National Environmental Policy Act (NEPA, 42 U.S.C. 4321 et seq.) of 1969, the Bureau of Land Management (BLM) announces the availability of a Revised Draft Supplemental Environmental Impact Statement for long-term development of natural gas resources in the Pinedale Anticline Project Area (PAPA). The BLM released a Draft Supplemental Impact Statement (DSEIS) on December 15, 2006. The comment period for the DSEIS closed on April 6, 2007. Based upon public comments, BLM is reissuing a Revised Draft Supplemental Environmental Impact Statement (RDSEIS) to include the analysis of two additional alternatives. The RDSEIS includes the three alternatives that were analyzed in the original draft: the no action, proposed action, and the BLM preferred alternative. It also includes two additional alternatives: One based upon the comments BLM received from oil and gas proponents and the State of Wyoming Game and Fish; and an additional alternative which analyzes full field development with current wildlife timing stipulations in place. The first added alternative analyzes the effects of continued development activities during winter under relaxed wildlife timing stipulations within a core area of the PAPA. In addition, leases on the East and West flanks of the PAPA are proposed to be placed in suspense to offset affected winter habitat in the core development areas. A wildlife matrix and mitigation fund has been incorporated into this alternative to address on and off-site mitigation. The second added alternative analyzes the effects of full field development with wildlife timing stipulations carried forward from the 2000 PAPA ROD and subsequent PAPA decision documents. This alternative would allow for the development of 4399 wells, the level of development currently considered necessary to effectively recover the oil and gas resources. In addition to the two new alternatives, the RDSEIS will analyze pace of development. This analysis will show levels of impact associated with the number of rigs operating at any one time in the PAPA.
