The proposed withdrawal will protect public health and safety on lands contaminated by previous mining and milling operations. Notice of Intent To Prepare an Amendment to the East Alaska Resource Management Plan (EARMP) for the Delta River Special Recreation Management Area (SRMA)
The Bureau of Land Management (BLM), Glennallen Field Office, Alaska, intends to prepare a land use plan amendment for the East Alaska Resource Management Plan (EARMP). This amendment will address recreation management decisions in the Delta River Special Recreation Management Area (SRMA), as defined in the EARMP. The Delta River SRMA includes all portions of the Delta National Wild and Scenic River corridor managed by the BLM. This planning activity encompasses approximately 45,000 acres of unencumbered BLM-administered public lands. The plan amendment will fulfill the needs and obligations set forth by the National Environmental Policy Act (NEPA), the Federal Land Policy and Management Act (FLPMA), the Wild and Scenic Rivers Act, and BLM management policies. The BLM will work collaboratively with interested parties to identify the management decisions best suited to local, regional, and national needs and concerns. The public scoping process will identify planning issues and develop planning criteria.

PLO No. 6693 withdrew 357.34 acres of public lands from settlement, sale, location, and entry under the general land laws, including the mining laws, to protect the Natural Corrals Archeological Site in Sweetwater County. Notice of Intent To Name a Geographic Location the Craig Thomas Little Mountain Special Management Area, Big Horn County, WY
The Bureau of Land Management (BLM) announces its intent to name an area of the public lands administered by the Cody Field Office. These lands include the Little Mountain Area of Critical Environmental Concern (ACEC), a portion of the West Slope Special Recreation Management Area (SRMA), and recently acquired lands near Little Mountain. In recognition of the late United States Senator Craig Thomas' support and assistance in furthering public land management in the area administered by the BLM Cody Field Office, this notice announces that those public lands collectively will be known as the ``Craig Thomas Little Mountain Special Management Area''.
Notice of Intent To Prepare a Resource Management Plan for the Four Rivers Field Office (Idaho) and Associated Environmental Impact Statement
Pursuant to Section 202 of the Federal Land Policy and Management Act of 1976 (FLPMA) and Section 102 (2)(C) of the National Environmental Policy Act of 1969 (NEPA), the Bureau of Land Management (BLM) Four Rivers Field Office (FRFO), Boise, Idaho intends to prepare a RMP with an associated EIS for the Four Rivers Planning Area. Publication of this notice also initiates a public scoping period to extend until 15 days after the last public scoping meeting. RMPs are the basic land use documents used by the BLM that guide land use decisions and management actions on public lands. RMP level decisions establish goals and objectives (i.e. desired future conditions), the measures needed to achieve those goals and objectives and the parameters for resource use on BLM lands. This RMP will replace the 1988 Cascade RMP and portions of the 1983 Kuna Management Framework Plan (MFP) and the 1987 Jarbidge RMP. The Snake River Birds of Prey National Conservation Area (NCA), located in the FRFO, is being addressed in a separate, comprehensive RMP currently available as a Final EIS.

The MPA encompasses approximately 67 square miles annexed in May 2007.

Public Land Order No. 7698; Modification of Secretarial Orders Dated July 6, 1925 and April 1, 1941; Utah
This order establishes a 20-year term for two Secretarial Orders which withdrew lands from surface entry and mining and reserved them on behalf of the Bureau of Reclamation for the Salt Lake Basin and Gooseberry Projects. The lands, which currently aggregate approximately 6,768 acres after a previous partial revocation, are still needed for the purpose for which they were withdrawn. The lands will remain withdrawn from surface entry and mining but not from mineral and geothermal leasing or mineral material sales.
Notice of Realty Action: Modified Competitive Sealed Bid Sale of Public Lands in Clark County, NV
The Bureau of Land Management (BLM) proposes to offer by modified competitive sealed bid sale three parcels of land totaling approximately 20 acres in the Las Vegas Valley at not less than the fair market value (FMV). The three parcels will be offered in two sales to be conducted pursuant to the Southern Nevada Public Land Management Act of 1998 (SNPLMA), Public Law 105-263, 112 Stat. 2343, as amended. Per 30 U.S.C. 188(d), SBG Forever, Inc. timely filed petitions for reinstatement of oil and gas leases MTM 93982 and MTM 93983, Petroleum County, Montana. The lessee paid the required rentals accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties of $5 per acre and 16\2/3\ percent or 4 percentages above the existing competitive royalty rate. The lessee paid the $500 administration fee for the reinstatement of each lease and $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the leases per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the leases, effective the date of termination subject to: The original terms and conditions of the leases; The increased rental of $5 per acre; The increased royalty of 16\2/3\ percent or 4 percentages above the existing competitive royalty rate; and the $163 cost of publishing this Notice.

The Roan Plateau is located within Garfield and Rio Blanco Counties and within the jurisdiction of the Glenwood Springs Field Office in Colorado. The ROD announced today pertains only to approximately 21,034 acres of proposed ACEC and does not alter final decisions for the remaining approximately 52,568 acres within the Roan Plateau planning area, which were previously addressed in the Proposed Resource Management Plan Amendment/Final Environmental Impact Statement (PRMPA/FEIS) and Record of Decision announced in the Federal Register, Volume 72, Number 111, on Monday, June 11, 2007.

This order revokes in its entirety the withdrawal established by an Executive Order as to 9.06 acres of public land withdrawn from surface entry and reserved for use by the United States Coast Guard for lighthouse purposes. The reservation is no longer needed by the United States Coast Guard.
Public Land Order No. 7693; Revocation of the Withdrawal Established by Executive Order Dated February 4, 1909; Minnesota
This order revokes in its entirety the withdrawal established by an Executive Order as to 204.09 acres of public land withdrawn from surface entry and reserved for use by the United States Coast Guard for lighthouse purposes. No lighthouse was ever constructed and the United States Coast Guard has determined the reservation is no longer needed.

Extension of Approved Information Collection, OMB Control Number 1004-0189
In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) is requesting the Office of Management and Budget (OMB) to extend an existing approval to collect information from entities desiring a right-of-way across public lands under 43 CFR parts 2800 and 2880. The BLM and several other agencies use Form 299, Application for Transportation and Utility System and Facility, to determine whether applicants qualify to hold right-of-way grants across public lands, and for several other purposes.
Notice of Emergency Motorized Vehicle Closure and Restrictions for Specified Routes During the 2008 Moab Jeep Safari; Moab Field Office, UT
This notice restricts motorized use on 10 popular public land vehicle routes used by the Moab Jeep Safari during the 2008 Moab Jeep Safari organized group event. The action is in effect for the 2008 Jeep Safari event which takes place during the nine day period from March 15 to March 23, 2008. The following two components of the action apply only to users of motorized vehicles. Exclusive Use: On seven of the routes (Behind the Rocks, Cliff Hanger, Gold Bar Rim, Golden Spike, Moab Rim, Poison Spider Mesa, and Pritchett Canyon), motorized users holding a Special Recreation Permit for such use from the Bureau of Land Management, including participants in the Moab Jeep Safari, are granted exclusive use of the route while a Jeep Safari trip is occurring. This action temporarily excludes non-permit holding motorized users from these routes. One Way Travel: On three of the routes (Hell's Revenge, Kane Creek Canyon and Steel Bender), the routes are open to general motorized travel by non-permitted users in one direction only for the entire nine day duration of the Moab Jeep Safari. The dates for the Moab Jeep Safari and the dates when the Jeep Safari plans use of a route are posted at the Moab Field Office and on the Moab Field Office's Internet site at the addresses provided below. They are also available upon request.

The John Day/Snake Resource Advisory Council (JDSRAC) meeting is scheduled for April 4, 2008, in Pendleton, Oregon. The John Day/Snake Resource Advisory Council meeting is scheduled for April 4, 2008. The meeting will take place at the Oxford Suites, 2400 SW Court, Pendleton, OR from 8 a.m. to 4 p.m. The meeting may include such topics as Forest and Resource Management Planning, Salmon Recovery, Transportation Planning, and other matters as may reasonably come before the council. The meeting is open to the public. Public comment is scheduled for 1 p.m. to 1:15 p.m. (Pacific Time) April 4, 2008.
