Notice of Intent To Prepare an Amendment to the California Desert Conservation Area Plan and Environmental Impact Statement for the Imperial Sand Dunes Recreation Area in Imperial County, CA
In accordance with the Federal Land Policy and Management Act (FLPMA) and the National Environmental Policy Act of 1969 (NEPA), the Bureau of Land Management (BLM), California Desert District, El Centro Field Office, will prepare the Imperial Sand Dunes Recreation Area (ISDRA) Recreation Area Management Plan (RAMP). The management plan will amend the CDCA plan. The management plan is needed to replace the existing management plan (1987) which has become outdated as a result of the federal listing of and designation of critical habitat for Peirson's milk-vetch as a threatened species, designation of the North Algodones Dunes as wilderness, and substantial changes in visitor use. A 2006 Federal court order remanded a previous 2003 ISDRA RAMP to BLM for further consideration. The 2006 court order also vacated and remanded the previous U.S. Fish and Wildlife Service (FWS) critical habitat designation for the federally threatened Peirson's milk-vetch. On February 14, 2008, the FWS published a final rule revising critical habitat for the Peirson's milk-vetch.

In accordance with section 102(2)(c) of the National Environmental Policy Act of 1969 and 43 CFR 3809, the Bureau of Land Management (BLM), Elko District Office will prepare an Environmental Impact Statement (EIS) to analyze the environmental effects of a proposed amendment to Newmont Mining Corporation's Plan of Operations for Genesis-Bluestar, an open pit gold mine. The area of operations is located 20 miles north of Carlin, Nevada in Eureka County. The amendment proposes continued mining in an area that has been mined more or less continuously since the early 1990s.

Notice of Intent and Notice of Preparation To Prepare a Joint Environmental Impact Statement/Environmental Impact Report and California Desert Conservation Area Plan Amendment, California
In compliance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the California Environmental Quality Act (CEQA), the Department of the Interior, Bureau of Land Management (BLM), together with the County of San Bernardino, California (County), intend to prepare an Environmental Impact Statement/Environmental Impact Report (EIS/EIR) to assess the impacts of the Calnev Pipeline Expansion Project (Calnev Project). The Calnev Project runs adjacent to a portion of the existing Calnev system, from the North Colton terminal in the City of Colton, California to the Las Vegas Terminal in Las Vegas, Nevada. The Calnev Project is proposed by Calnev Pipe Line, LLC (Applicant). The Applicant has requested a new right-of-way (ROW) for pipeline reconstruction and new pipeline construction covering 233 miles. The EIS/EIR will analyze the site-specific and cumulative impacts to the environment from the construction, operation, and maintenance of the new pipeline. Actions under consideration by the BLM are the grant of the ROW and amendment to the California Desert Conservation Area (CDCA) Plan. Actions under consideration by the County are amendment to a franchise agreement and a Conditional Use Permit. The BLM will be the lead agency for NEPA compliance and the County will be the lead agency for the purposes of CEQA compliance.

Notice To Establish Special Recreation Permit Application, Renewal and Transfer Fees for Commercial, Competitive, or Organized Group Activities and Events; Colorado
The Colorado State Office of the Bureau of Land Management (BLM) plans to implement Special Recreation Permit (SRP) fees. The fees will establish standard statewide application, transfer, and renewal fees for SRPs. The fees apply to commercial, competitive, or organized group activities and events on BLM lands, and revenues will be used to help offset the cost of processing SRPs. Field offices will also be allowed to keep more revenues that would benefit on-the-ground work, including an increased law enforcement presence, hiring seasonal employees, and site improvements. Currently, there is no statewide SRP fee. This new fee will not affect cost recovery charges when the 50- hour cost recovery threshold is anticipated to be exceeded. The fees are:
Notice of Proposed Withdrawal and Opportunity for Public Meeting; New Mexico
The Department of Homeland Security (DHS) has filed an application requesting the Secretary of the Interior to withdraw 20 acres of public land from the mining laws for a period of 20 years to protect a Border Patrol Forward Operating Base in Luna County, New Mexico, and to convey jurisdiction of the land to the DHS. This notice temporarily segregates the land for up to 2 years from location and entry under the mining laws while the 20-year withdrawal application is being processed.

Notice of Realty Action: Competitive Sealed Bid Sale of Public Lands in Clark County, NV
The Bureau of Land Management (BLM) proposes to offer 15 parcels of public land of approximately 143.24 acres in the Las Vegas Valley by competitive sealed bid sale procedures at not less than the fair market value (FMV). The sale will be conducted pursuant to the Southern Nevada Public Land Management Act of 1998 (SNPLMA), Public Law 105-263, 112 Stat. 2343, as amended. Public Land Order No. 7687; Revocation of Coal Classification Order No. 89 Dated July 9, 1962; New Mexico
This order revokes a Geological Survey Order in its entirety as it affects approximately 92,215 acres of public lands withdrawn from surface entry and reserved for coal classification purposes. The lands are no longer needed for the purpose for which they were withdrawn. This order opens the lands to surface entry subject to other segregations of record.

The Bureau of Land Management (BLM) Eastern Interior Field Office, Fairbanks, Alaska, intends to prepare a Resource Management Plan (RMP) with an associated Environmental Impact Statement (EIS) for the Eastern Interior Planning Area and by this notice announces the beginning of the public scoping period. Notice of Availability of Fire, Fuels and Related Vegetation Management Direction Proposed Plan Amendment and Final Environmental Impact Statement
The Burley and the Shoshone Field Offices of the Twin Falls District and the Pocatello and Upper Snake Field Offices of the Idaho Falls District of the Bureau of Land Management (BLM), located in south-central and eastern Idaho, have prepared a proposed land use plan amendment and environmental impact statement to establish management guidance and objectives for vegetation resources as they relate to fire and fuels. This planning process is in conformance with the National Environmental Policy Act of 1969 (NEPA), the Federal Land Policy and Management Act of 1976 (FLPMA), and the Federal Wildland Fire Management Policy of 1995, as revised. The Proposed Plan Amendment is Alternative E, developed in response to public comment. Alternative E, which emphasizes protection and restoration of both rangeland and forest resources, is also considered to be the environmentally preferred alternative.
Call for Nominations for Resource Advisory Councils
The purpose of this notice is to request public nominations for the Bureau of Land Management (BLM) Resource Advisory Councils (RACs) that have member terms expiring this year. The RACs provide advice and recommendations to BLM on land use planning and management of the public lands within their geographic areas. The BLM will consider public nominations for 45 days after the publication date of this notice.

The Bureau of Land Management (BLM), Upper Snake Field Office, intends to prepare a Resource Management Plan (RMP) and associated Environmental Impact Statement (EIS) for the Upper Snake Field Office of the Idaho Falls District in eastern Idaho. Publication of this Notice also initiates a public scoping period to extend until 15 days after the last public scoping meeting. The RMP will address management of approximately 1.8 million acres of public land and will replace the following land use plans: Big Desert Management Framework Plan (MFP) (1980), Big Lost MFP (1983), Little Lost-Birch Creek MFP (1985) and the Medicine Lodge RMP (1985).
Proposed Issuance of Recordable Disclaimer of Interest; Umatilla County, Oregon
An application has been filed by Kent and Celia Heady for a recordable disclaimer of interest involving 0.65 acre of land in Umatilla County, Oregon, to remove a cloud on the title. The United States did not acquire title to the entire subject parcel because the land had been adversely possessed prior to the United States taking title to it. Therefore, the United States of America hereby gives notice of its intention to disclaim and release all interest in the land to the owner of record.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement from Contex Energy Company for competitive oil and gas lease WYW164744 for land in Washakie County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.
