In the Federal Register notice document 01-8406 beginning on page 18109 in the issue of Thursday, April 5, 2003, make the following correction: On page 18109 in the third column the legal description reads, ``sec. 6, SE1/4NW1/4, SW1/4NE1/4''. This should read ``All the coal and other minerals within that portion of Parcel 2 Map 2415 recorded October 24, 1985 in the Office of the County Recorder, County of Madera, State of California, in Book 31, of Maps, at Page 173, that is within a portion of Lot 3 of Section 6, T. 9S., R. 22 E., Mount Diablo Base and Meridian, according to the official plat thereof, as reserved in patent number 1096001 dated March 11, 1938, together with the right to prospect for, mine, and remove the same pursuant to the provisions and limitations of the Act of December 29, 1916 (39 Stat., 862). As required by 43 CFR 2650.7(d), notice is hereby given that an appealable decision approving lands for conveyance pursuant to the Alaska Native Claims Settlement Act will be issued to Levelock Natives, Limited. The lands are in the vicinity of Levelock, Alaska, and are located in: Seward Meridian, Alaska, T. 10 S., R. 44 W., Sec. 27. Containing 640 acres. The subsurface estate in these lands will be conveyed to Bristol Bay Native Corporation when the surface estate is conveyed to Levelock Natives, Limited. Notice of the decision will also be published four times in the Bristol Bay Times.

The purpose of this notice is to inform the public and interested State and local government officials of the filing of Plats of Survey in Nevada.

The Bureau of Land Management (BLM) has examined and found suitable for classification for lease and subsequent conveyance under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, approximately 28.75 acres of public land in Clark County, Nevada. The City of Las Vegas (City) proposes to use the land as a public park.

Under the Class II provisions of Title IV, Public Law 97-451, and 43 CFR 3108.2-3, the Bureau of Land Management (BLM) received a petition for reinstatement of Competitive oil and gas lease OKNM 113435 from the lessee, Greenwood Energy, Inc., for lands in Woods County, Oklahoma. The petition was filed on time and it was accompanied by all the rentals due since the date the lease terminated under the law.

Pursuant to section 102(2)(C) of the National Environmental Policy Act (NEPA) of 1969, a Draft EIS has been prepared by the Bureau of Land Management (BLM), Ely Field Office, for the Toquop Energy Project and is now available for comment. This document evaluates the environmental effects from constructing a 750-megawatt (MW) coal-fired electric power generating plant and associated features on public lands in Lincoln County, Nevada.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas lease COC67185 from Klabzuba Oil and Gas, Inc. for lands in Moffat County, Colorado. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

The DEIS analyzes the environmental consequences of a proposed natural gas development and production operation on the 475,808 acre Moxa Arch project area.

Notice is hereby given that effective immediately, the Bureau of Land Management (BLM), Monticello Field Office, is closing 1,871 acres of public lands in Recapture Canyon near Blanding, Utah, to Off- Highway Vehicle (OHV) use. The public lands affected by this closure are in the following:

The Bureau of Land Management (BLM) Las Vegas Field Office announces a target shooting closure on about 11,874 acres of selected public lands in Nye County near the southwest portion of the Town of Pahrump. The permanent closure is being made for the safety of persons and property adjacent to the selected public lands at the request and concurrence of the Nye County Commissioners, the Nye County Sheriff's Office and the Pahrump Town Board. The rapid increase in population and growth in Pahrump, Nevada has created conflicts between new residential areas and public land areas traditionally used for target shooting. This closure does not apply to hunting under the laws and regulations of the State of Nevada or other recreational activities. The BLM is establishing this shooting closure under the authority of 43 CFR 8364.1 which allows closures for the protection of persons, property, and public lands and resources. This provision allows the BLM to issue closures of less than national effect without codifying the rules in the Code of Federal Regulations.

Pursuant to Section 102(2)(C) of the National Environmental Policy Act (NEPA) of 1969, the Bureau of Land Management (BLM), Vernal Field Office, Vernal, Utah, will prepare an EIS on the impacts of efficient and orderly development of the natural gas resources of the Greater Natural Buttes Field area. This notice announces the public scoping period.

In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Southwest Resource Advisory Committee (RAC) Canyons of the Ancients National Monument (Monument) Subgroup, will meet as directed below.

Pursuant to 42 U.S.C. 4332, the National Environmental Policy Act of 1969, as amended (NEPA), the Bureau of Land Management (BLM) will direct the preparation of an EIS on a project proposed by GCC Dacotah, Inc., and conduct public scoping meetings to analyze (1) The application for right-of-way (ROW) on lands administered in part by the South Dakota Field Office of the BLM, and (2) an application for a special use permit within the Black Hills National Forest of the U.S. Forest Service. The proposed action is to construct, operate, maintain, and terminate approximately 7 miles of an enclosed above-ground conveyor belt to transfer crushed limestone from a quarry site to a rail loading facility near the town of Dewey in Custer County, South Dakota. The proposed conveyor belt would cross about 1.5 miles of National Forest and about 1 mile of BLM-administered public lands. The BLM is the lead agency for this project, and the Forest Service is a cooperating agency with jurisdiction by law.

In accordance with the National Environmental Policy Act of 1969 (NEPA, 42 U.S.C. 4321 et seq.) and the Federal Land Policy and Management Act of 1976 (FLPMA, 43 U.S.C. 1701 et seq.), the Bureau of Land Management (BLM) has prepared a Proposed Resource Management Plan/ Final Environmental Impact Statement (Proposed RMP/Final EIS) for the Kobuk-Seward Peninsula Planning Area in Alaska.

The Bureau of Land Management (BLM) Yuma, Palm Springs-South Coast, and El Centro Field Offices are: (1) Adjusting the Special Recreation Permit (SRP) fees for recreational use of Long-Term Visitor Areas (LTVA), and (2) amending the supplementary rules applying to the LTVA Program. The BLM State Directors are authorized to adjust SRP fees for recreational use of special areas, as they find it necessary (43 CFR 2932.31(d)). The amendment of the supplementary rules is only a technical change that eliminates the need to reprint the Supplementary Rule pamphlet after every change in the LTVA fee schedule. The amendment is not a substantive change in the visitor rules of conduct for the LTVAs.

The Bureau of Land Management (BLM) published in the Federal Register of September 11, 2007, a document concerning a proposal to establish supplementary rules addressing Special Recreation Permit (SRP) fees. Inadvertently an effective date, October 1, 2007, was inserted in the SUMMARY section of the proposed rule. The document also included a penalty section that was inappropriate for the requirement in the proposed supplementary rule. This correction notice also removes that penalty provision.

In accordance with 43 CFR 8364.1(a), notice is hereby given that the Bureau of Land Management (BLM) Hollister Field Office will immediately close selected public lands to the establishment of new geocaches on Fort Ord Public Lands (FOPL) within Monterey County, California. Existing geocaches will be evaluated and BLM will determine whether or not they need to be removed. Specifically, this closure pertains to public lands located within the 7,200-acre Fort Ord Public Lands in T.14, 15, & 16 S., R. 2 E., in Monterey County, California. The public is currently prohibited from engaging in off-trail recreation use as established in an Emergency Closure of Public Lands notice dated December 5, 1996 (Volume 61, Number 235). This action is necessary to prevent geocachers from establishing new geocaches on the Fort Ord Public Lands that may expose themselves, and others, to munitions sites. The action is also intended to reduce off-trail use that can have considerable adverse effects on soil, vegetation, wildlife, endangered species, and authorized uses on the public lands.
