Pursuant to Section 102(2)(C) of the National Environmental Policy Act of 1969 (NEPA), the Bureau of Land Management (BLM) hereby gives notice that the Record of Decision for the Final Programmatic Environmental Impact Statement (FPEIS) for vegetation treatments using herbicides on public lands administered by BLM in 17 western states, including Alaska, is available. The BLM is the lead Federal agency for the preparation of this FPEIS, in compliance with the requirements of NEPA. The decision selects for use the four herbicides identified in Alternative B of the FPEIS. These herbicides are: Diquat, diflufenzopyr (in formulation with dicamba), fluridone, and imazapic. The BLM also selects for continued use the following 14 Environmental Protection Agency (EPA) registered active ingredients: 2,4-D, bromacil, chlorsulfuron, clopyralid, dicamba, diuron, glyphosate, hexazinone, imazapyr, metsulfuron methyl, picloram, sulfometuron methyl, tebuthiuron, and triclopyr. The BLM does not select for use the following six-herbicide active ingredients: 2,4-DP, asulam, atrazine, fosamine, mefluidide, and simazine. As part of the Proposed Action and this decision, the BLM also adopts the protocol for identifying, evaluating and approving herbicides. The Record of Decision identifies best management practices, standard operating procedures and mitigation measures for all vegetation treatment projects involving the use of herbicides.
Shooting Closure on Certain Lands Managed by the Bureau of Land Management, Las Vegas Field Office

The Bureau of Land Management (BLM) Las Vegas Field Office announces a target shooting closure on about 11,874 acres of selected public lands in Nye County near the southwest portion of the Town of Pahrump. The permanent closure is being made for the safety of persons and property adjacent to the selected public lands at the request and concurrence of the Nye County Commissioners, the Nye County Sheriff's Office and the Pahrump Town Board. The rapid increase in population and growth in Pahrump, Nevada has created conflicts between new residential areas and public land areas traditionally used for target shooting. This closure does not apply to hunting under the laws and regulations of the State of Nevada or other recreational activities. The BLM is establishing this shooting closure under the authority of 43 CFR 8364.1 which allows closures for the protection of persons, property, and public lands and resources. This provision allows the BLM to issue closures of less than national effect without codifying the rules in the Code of Federal Regulations.

The proposed action is to construct, operate, maintain, and terminate approximately 7 miles of an enclosed above-ground conveyor belt to transfer crushed limestone from a quarry site to a rail loading facility near the town of Dewey in Custer County, South Dakota. The proposed conveyor belt would cross about 1.5 miles of National Forest and about 1 mile of BLM-administered public lands. The BLM is the lead agency for this project, and the Forest Service is a cooperating agency with jurisdiction by law.

Notice is hereby given that, effective immediately, the Bureau of Land Management (BLM), Monticello Field Office, is restricting off- highway vehicle (OHV) travel to existing roads and trails on approximately 100,000 acres of public lands in the Indian Creek Canyon area near Monticello, UT. The public lands affected by this restriction are located in portions of T. 29 S., R. 19-21 E; T. 30 S., R. 19-22 E.; T. 31 S., R. 20-22 E; T. 32 S., R. 20-22 E. The Indian Creek Management boundary is depicted on the attached map. The purpose of this restriction is to protect riparian, soils, riparian, vegetation, visual and cultural resources that have been adversely impacted, or are at risk of being adversely impacted by cross-country OHV travel. The restriction will remain in effect until the Monticello Resource Management Plan Revision is completed.

In accordance with 43 CFR 8364.1(a), notice is hereby given that the Bureau of Land Management (BLM) Hollister Field Office will immediately close selected public lands to the establishment of new geocaches on Fort Ord Public Lands (FOPL) within Monterey County, California. Existing geocaches will be evaluated and BLM will determine whether or not they need to be removed. Specifically, this closure pertains to public lands located within the 7,200-acre Fort Ord Public Lands in T.14, 15, & 16 S., R. 2 E., in Monterey County, California. The public is currently prohibited from engaging in off-trail recreation use as established in an Emergency Closure of Public Lands notice dated December 5, 1996 (Volume 61, Number 235). This action is necessary to prevent geocachers from establishing new geocaches on the Fort Ord Public Lands that may expose themselves, and others, to munitions sites. The action is also intended to reduce off-trail use that can have considerable adverse effects on soil, vegetation, wildlife, endangered species, and authorized uses on the public lands.
