In addition, the following FS fee proposal will be discussed: (1) Kentucky Camp Headquarters Building (Coronado National Forest)The Forest Service is considering a change in permit fees for rental of historic structures at Kentucky Camp. The current fee is $75/ night to rent the small restored cabin, which accommodates up to 5 people. The proposed fee increase of $200 will include 2-nights' rental of the cabin and 1-day-use rental of the restored Headquarters building, accommodating up to 50 people. The proposed fees are in line with those charged by the nearest private enterprise offering similar facilities. After completing their RRAC business, the BLM RAC will provide recommendations to the RAC Designated Federal Official on the fee proposal and discuss future RAC meetings and locations.

These rules extend the time period and distance the camping public must move once the current 14-day stay limit is reached. These supplementary rules are needed to protect natural resources and provide for public health and safety. They are based upon existing regulations that address camping and residency, and update existing supplementary rules specific to camping stay limits. These supplementary rules further promote consistency between the BLM and similar rules of other natural resource agencies, including the U.S. Forest Service.

Pursuant to the provisions of the Privacy Act of 1974, as amended, (5 U.S.C. 552a), notice is hereby given that the Department of the Interior proposes to establish a new system of records, INTERIOR, BLM-40, to be maintained by the Bureau of Land Management (BLM). The Department of the Interior is establishing a new system of records to manage the consolidated database of qualifications of Federal, State, local, contractor, volunteer, and special group wildland firefighters. This system will provide a single consolidated database for access to determine if personnel are qualified for specific positions on incident response teams. The typical incident for which the information would be used is on wildland fire support. However, other types of incidents do occur in which qualified personnel are needed and requested by other Federal Agencies, such as the Federal Emergency Management Agency, and by states for emergency situations such as hurricanes, floods, and human-caused disasters. The creation and the maintenance of this system are authorized in accordance with provisions of 43 U.S.C. 1811e, 42 U.S.C. 1856a, 15 U.S.C. 2201, 5 U.S.C. 4118, 5 U.S.C. 3101, 16 U.S.C. 551C, 43 U.S.C. 1457, EO 10561, 620 DM 1.

The Bureau of Land Management (BLM) is amending its regulations at 43 CFR part 3130 pertaining to oil and gas resources in the National Petroleum ReserveAlaska (NPR-A). The rule makes oil and gas administrative procedures in NPR-A consistent with Section 347 of the Energy Policy Act of 2005. The rule amends the administrative procedures for the efficient transfer, consolidation, segregation, suspension, and unitization of Federal leases in the NPR-A. The rule also changes the way the BLM processes lease renewals, lease extensions, lease expirations, lease agreements, exploration incentives, lease consolidations, and termination of administration for conveyed lands in the NPR-A. Finally, the rule makes the NPR-A regulation on additional bonding consistent with the regulations that apply outside of the NPR-A.

This action is in coordination with the Colorado Division of Wildlife's emergency winter feeding program for big game herds in the Gunnison Basin. The BLM and CDOW have cooperatively identified winter feeding areas and procedures, as well as area closures in conjunction with the feeding program. Extreme snow depths, combined with extreme cold temperatures, have prompted the closure and emergency feeding decisions.

The Bureau of Land Management (BLM) proposes to sell 40 acres of public lands near Wamsutter, Wyoming, Sweetwater County, to the Town of Wamsutter for current and future affordable housing purposes. These lands consist of one parcel totaling 40.00 acres more or less, which has been identified for disposal in the Great Divide Resource Management Plan, dated November 9, 1990. The sale will be conducted using modified competitive bidding procedures in accordance with and under the applicable provisions of sections 203 of the Federal Land Policy and Management Act of 1976 (FLPMA) (43 U.S.C. 1713), its implementing regulations, and in accordance with 43 CFR 2711.3-2, BLM land sale regulations at 43 CFR Part 2710 and the Federal Land Transaction Facilitation Act of 2000, Public Law 106-248, July 25, 2000.

The Department of the Interior proposes to extend the duration of Public Land Order (PLO) No. 6674 for an additional 20-year term. PLO No. 6674 withdrew 320 acres of public lands in Fergus County, Montana, from settlement, sale, location, or entry under the general land laws, including the United States mining laws to protect the Bureau of Land Management (BLM) Blacktail Creek Paleontological Site. This notice also gives an opportunity to comment on the proposed action and to request a public meeting. The lands have been and will remain open to mineral leasing.
