Proposed Supplementary Rule To Establish Application Fees for Commercial, Competitive, and Organized Group Activity and Event Special Recreation Permits
The Colorado State Office of the Bureau of Land Management (BLM) proposes to establish a supplementary rule addressing Special Recreation Permit (SRP) fees. The proposal would establish standard statewide application fees for issuance of a new SRP or the transfer or renewal of an SRP for commercial use, competitive use, or organized group activities and events. These fees would help offset the cost of processing these SRPs, and also allow field offices to keep more revenues for on-the-ground work, including law enforcement, hiring seasonal employees, and site improvements. Currently, there are no statewide application fees. These new fees will not affect cost recovery charges that begin with the first hour when the 50-hour cost recovery threshold is anticipated to be exceeded. The application fees proposed to go into effect on October 1, 2007, are: New Special Recreation Permits$100 Renewals (re-issuance of expiring/expired permits)$50 Transfers$100 Annual operating authorizationsNo fee charged These fees do not apply to SRPs issued to individuals and authorizing use of designated Special Areas.
Notice of Availability of Record of Decision for the Hollister Resource Management Plan for the Southern Diablo Mountain Range and Central Coast of California
In accordance with the National Environmental Policy Act (NEPA), the Federal Land Policy and Management Act (FLPMA), and the Bureau of Land Management (BLM) policies, the BLM announces the availability of the Record of Decision (ROD)/Approved Resource Management Plan (RMP) for the Southern Diablo Mountain Range and Central Coast of California BLM public lands administered by the Hollister Field Office. Notice of Availability of Record of Decision for the Kasha-Katuwe Tent Rocks National Monument Resource Management Plan (RMP)
In accordance with the National Environmental Policy Act (NEPA), the Federal Land Policy and Management Act (FLPMA), the Bureau of Land Management (BLM) management policies and Presidential Proclamation 7394 signed on January 17, 2001, the BLM announces the availability of the Record of Decision (ROD)/Approved Resource Management Plan (RMP) for the Kasha-Katuwe Tent Rocks National Monument located in Sandoval County, New Mexico. The New Mexico State Director will sign the ROD approving the RMP which becomes effective immediately. The RMP provides for recreational use and facility development. The public has been provided opportunities to observe, study and experience the geologic processes that shape natural landscapes, as well as other cultural and biological objects of interest. The BLM has considered American Indian Uses and Traditional Cultural Practices, siting access and transportation to minimize intrusion on American Indian Use. Ecological and biological resource protection and enhancement have been provided.

The RMP will replace the existing planning decisions for the CCMA contained in the 1984 Hollister RMP and the associated CCMA RMP Amendments (1986, 1995, 2006).
Meeting of the California Desert Advisory Council
Notice is hereby given, in accordance with Public Laws 92-463 and 94-579, that the California Desert District Advisory Council to the Bureau of Land Management, U.S. Department of the Interior, will participate in a field tour of BLM-administered public lands on Friday, September 28, 2007 from 8 a.m. to 4 p.m., and meet in formal session on Saturday, September 29 from 8 a.m. to 3 p.m. at the BLM Needles Field Office located at 1303 S. Highway 95, Needles, CA. The Council and interested members of the public will depart for the field tour at 8 a.m. from the lobby of the Avi Resort, 10000 Aha Macav Parkway, Laughlin, NV. The public is welcome to participate in the tour but should plan on providing their own transportation, lunch, and beverage. Agenda topics for the formal session on Saturday will include updates by Council members and reports from the BLM District Manager and five field office managers. Additional agenda topics are being developed. Once finalized, the field tour and meeting agendas will be published in a news release prior to the meeting and posted on the BLM California state Web site at https://www.blm.gov/ca/news/rac.html.

Minerals Management: Adjustment of Cost Recovery Fees
This final rule amends the Bureau of Land Management (BLM) mineral resources regulations to update some fees that cover the BLM's cost of processing certain documents relating to its mineral programs and some filing fees for mineral-related documents. These updates include fees for actions such as lease applications, name changes, corporate mergers, lease consolidations, and lease reinstatements. The fee changes are the BLM's continued response to recommendations made by the Department of the Interior's Office of Inspector General in a 1988 report. This report was part of a 1980s Presidential initiative, which called for all Federal agencies to charge appropriate user fees for agency services, consistent with the law. This final rule also makes some editorial corrections to the rule.

Proposed Plan Amendment
Notice is hereby given that the Bureau of Land Management (BLM) proposes to amend the 1988 Pocatello Resource Management Plan (RMP) pursuant to the regulations at 43 CFR Part 1600, with respect to management of 400 acres of Federal land in Bannock County, Idaho. Upon publication of this notice in the Federal Register, the lands will be segregated from all other forms of appropriation under the public land laws, including the general mining laws, except for conveyance under the Recreation and Public Purposes Act and leasing under the mineral leasing laws. Interested parties may submit written comments and recommendations regarding the land use plan amendment. Before including your address, phone number, e-mail address, or other personal identifying information in your comment, you should be aware that your entire commentincluding your personal identifying informationmay be made publicly available at any time. The State of Alaska (State) has filed applications for Recordable Disclaimers of Interest from the United States in those lands underlying Little Scottie Creek and Scottie Creek, located in the Tanana River region in Interior, Alaska. The State asserts that Scottie Creek and Little Scottie Creek were navigable and unreserved at the time of statehood; therefore, title to the submerged lands passed to the State at the time of statehood (1959). A portion of these lands are within the Tetlin National Wildlife Refuge, administered by the United States Fish and Wildlife Service.
Notice of Application for a Recordable Disclaimer of Interest for Lands Underlying the Stikine River in Alaska
The State of Alaska (State) has filed an application for a Recordable Disclaimer of Interest from the United States in those lands underlying the Stikine River, located in Southeast Alaska. The State asserts that the Stikine River was navigable and unreserved at the time of statehood; therefore, title to the submerged lands passed to the State at the time of statehood (1959). The lands included in the application are within the exterior boundary of the Tongass National Forest, created by Presidential Proclamation of February 16, 1909, and administered by the U.S. Forest Service in the Department of Agriculture.
