In accordance with the Paperwork Reduction Act of 1995, we, the Bureau of Indian Education (BIE) are proposing to renew an information collection.

We, the U.S. Fish and Wildlife Service (Service), announce a 12-month finding on a petition to list the hellbender (Cryptobranchus alleganiensis), a salamander species, as an endangered or threatened species under the Endangered Species Act of 1973 (Act), as amended. Because the Service published a final rule to list the Ozark hellbender subspecies (Cryptobranchus alleganiensis bishopi) as endangered on October 6, 2011, this 12-month petition finding addresses the eastern hellbender subspecies (Cryptobranchus alleganiensis alleganiensis). After review of the best available scientific and commercial information, we find that listing of the eastern hellbender is not warranted. However, we determined that listing is warranted for a distinct population segment (DPS) of the eastern hellbender (Cryptobranchus alleganiensis alleganiensis) in Missouri. Accordingly, we propose to list the Missouri DPS of the eastern hellbender (C. a. alleganiensis) as an endangered species under the Act. If we finalize this rule as proposed, it would extend the Act's protections to this DPS.

In accordance with the Paperwork Reduction Act of 1995, we, the Bureau of Indian Affairs (BIA) are seeking comments on the renewal of Office of Management and Budget (OMB) approval for the collection of information for the updated Request for Irrigation Services authorized by OMB Control Number 1076-0141. The current information collection expires June 30, 2019. Supplementing the Request for Irrigation Services in this renewal of information collection are the Request for Customer Information, Annual Assessment Waiver, Incentive Agreement, and Land Classification/Designation applications.

We, the U.S. Fish and Wildlife Service (Service), announce the recirculation of the draft Natural Community Conservation Plan/Habitat Conservation Plan (NCCP/HCP) and draft environmental assessment (draft EA), which evaluates the impacts of, and alternatives to, the proposed City of Rancho Palos Verdes (City of RPV) NCCP/HCP. The recirculation is necessary to maximize public review because, while the document provided during the initial 60-day comment period was the document considered by the City of RPV Council at their March 29, 2018, Council Meeting, it did not include changes accepted by City of RPV Council via late correspondence at the Council Meeting, nor did it include technical and clarifying edits made after the Council Meeting. We request review and comment on the City of RPV NCCP/HCP and the draft EA from local, State, and Federal agencies; Tribes; and the public.

We, the Office of Surface Mining Reclamation and Enforcement (OSMRE), are announcing receipt of a proposed amendment to the West Virginia permanent regulatory program under the Surface Mining Control and Reclamation Act (SMCRA or the Act). On June 14, 2016, West Virginia Department of Environmental Protection (WVDEP) submitted a program amendment to OSMRE that includes regulatory revisions, authorized under the West Virginia Surface Coal Mining and Reclamation Act (WVSCMRA), relating to bonding requirements for operations seeking permit renewals, topsoil, inactive status, and contemporaneous reclamation. This document gives the times and locations that the West Virginia program and this proposed amendment to that program are available for your inspection, the comment period during which you may submit written comments on the amendment, and the procedures that we will follow for the public hearing, if one is requested.

We, the Office of Surface Mining Reclamation and Enforcement (OSMRE), are announcing receipt of a proposed amendment to the Pennsylvania program under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act). Through this proposed amendment, Pennsylvania seeks to revise its regulatory program regulations that involve remining operations with pollutional discharges. This document gives the times and locations that the Pennsylvania program and this proposed amendment to that program are available for your inspection, the comment period during which you may submit written comments on the amendment, and the procedures that we will follow for the public hearing, if one is requested.

The National Park Service is publishing this notice as part of its administrative responsibilities pursuant to the Native American Graves Protection and Repatriation Act (NAGPRA or the Act). The recommendations, findings, and actions in this notice are advisory only and are not binding on any person. On October 17, 2018, the Native American Graves Protection and Repatriation Review Committee (Review Committee) found that there is not a reasonable basis to make a cultural affiliation determination for the human remains and associated funerary objects from the Clarksville Mound Group site and the Sac & Fox NAGPRA Confederacy at this time.

This notice publishes the approval of the Amended Gaming Compact between the Sisseton-Wahpeton Oyate of the Lake Traverse Reservation (Tribe) and the State of South Dakota (Amendment).

The University of Alabama Museums has corrected an inventory of human remains and associated funerary objects in a Notice of Inventory Completion published in the Federal Register on June 4, 2012. This notice corrects the minimum number of individuals and the number of associated funerary objects. In accordance with the Paperwork Reduction Act of 1995, the Office of Natural Resources Revenue (ONRR) is proposing to renew an information collection with revisions. ONRR seeks renewed authority to collect information by which lessees use three forms necessary to report the production and royalties on minerals produced from Federal and Indian lands and the Outer Continental Shelf (OCS).

This final rule implements the 2019 adjustment of the level of the maximum daily civil monetary penalties contained in the Bureau of Ocean Energy Management (BOEM) regulations for violations of the Outer Continental Shelf Lands Act (OCSLA) and the Oil Pollution Act of 1990 (OPA), in accordance with the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 and relevant Office of Management and Budget (OMB) guidance. The 2019 adjustment multiplier of 1.02522 accounts for one year of inflation spanning the period from October 2017 through October 2018.

This final rule adjusts the level of the maximum daily civil monetary penalty contained in the Bureau of Safety and Environmental Enforcement (BSEE) regulations for violations of the Outer Continental Shelf Lands Act (OCSLA), in accordance with the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 and Office of Management and Budget (OMB) guidance. The civil penalty inflation adjustment, using a 1.02522 multiplier, accounts for one year of inflation spanning from October 2017 to October 2018.

The Department of the Interior, Bureau of Safety and Environmental Enforcement is issuing a public notice of its intent to rescind the Privacy Act system of records notice, INTERIOR/MMS-12, Lessee/Operator Training Files from its existing inventory. The Lessee/ Operator Training Files system of records was managed by the former Minerals Management Service in accordance with the Well Control and Production Safety Training regulation. Under this regulation, the Minerals Management Service accredited institutions to train lessee and operator personnel and to certify that they were competent and safe to work on the Outer Continental Shelf. Revisions to the regulation in October 2000 eliminated requirements for the Minerals Management Service to accredit institutions and for those institutions to provide copies of training certificates on individuals to the Minerals Management Service. The materials associated with these eliminated requirements were the subject matter of the relevant system of records. Subsequently, upon the dissolution of the Minerals Management Service, the responsibility for this system of records was transferred to the Bureau of Safety and Environmental Enforcement, which is now formally rescinding the INTERIOR/MMS-12, Lessee/Operator Training Files system of records notice.

Pursuant to the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (2015 Act), which further amended the Federal Civil Penalties Inflation Adjustment Act of 1990 (1990 Act), and Office of Management and Budget (OMB) guidance, this rule adjusts for inflation the level of civil monetary penalties assessed under the Surface Mining Control and Reclamation Act of 1977 (SMCRA).
