To comply with the Paperwork Reduction Act of 1995 (PRA), we are inviting comments on a collection of information requests that we will submit to the Office of Management and Budget (OMB) for review and approval. The OMB formerly approved this information collection request (ICR) under OMB Control Number 1010-0103. After the Secretary of the Department of the Interior established ONRR (the former Minerals Revenue Management, a program under the Minerals Management Service) on October 1, 2010, OMB approved a new series number for ONRR and renumbered our ICRs. This ICR covers the paperwork requirements in the regulations under title 30, Code of Federal Regulations (CFR), parts 1202, 1206, and 1207 (previously 30 CFR parts 202, 206, and 207). The revised title of this ICR is ``30 CFR Parts 1202, 1206, and 1207, Indian Oil and Gas Valuation.'' There are five forms associated with this information collection. ONRR published this notice on December 8th, 2011, at 76 FR 76746, with an incorrect due date for comments. This revised notice amends the due date.

This rule implements the Record of Decision for the 2011 Winter Use Plan/Environmental Impact Statement and governs winter visitation and certain recreational activities in Yellowstone National Park for the 2011-2012 winter season. The rule retains, for one additional year, the regulations and management framework that have been in place for the past two winter seasons (2009-2010 and 2010- 2011). Specifically, the rule retains provisions that: require most recreational snowmobiles operating in the park to meet certain National Park Service air and sound emissions requirements; require snowmobiles and snowcoaches in Yellowstone to be accompanied by a commercial guide; set daily entry limits on the numbers of snowmobiles (up to 318) and snowcoaches (up to 78) that may enter the park; and prohibit traveling off designated oversnow routes.

Pursuant to Sec. 102(2)(C) of the National Environmental Policy Act of 1969, 83 Stat. 852, 853, codified as amended at 42 U.S.C. 4332(2)(C), the National Park Service announces the availability of the Record of Decision for the Winter Use Plan for Yellowstone National Park, located in Idaho, Montana, and Wyoming. On December 5, 2011, the Director, Intermountain Region, approved the Record of Decision for the plan. The National Park Service (NPS) will implement this Decision through regulation that will take effect on December 15, 2011. The Record of Decision selects Alternative 8 for implementation. The NPS will allow oversnow vehicle use in the park for the winter of 2011/2012 at the same levels that were allowed under the interim regulation in place for the winters of 2009/2010 and 2010/2011. Up to 318 commercially guided, best-available-technology snowmobiles and 78 commercially guided snowcoaches will be allowed in the park per day. All snowmobiles and snowcoaches will be 100% commercially guided and Sylvan Pass will remain open under the same conditions as the past two winter seasons. The Final Environmental Impact Statement analyzed eight alternatives, including a no-action alternative. The full range of foreseeable environmental consequences was assessed, and appropriate mitigating measures were identified. The Record of Decision includes a statement of the decision made, synopses of other alternatives considered, the basis for the decision, a description of the environmentally preferred alternative, a listing of measures to minimize environmental harm, and an overview of public involvement in the decision-making process.

The purpose of this notice is to provide a draft interpretation and application of ``significant portion of its range'' that reflects a permissible reading of the law and its legislative history and minimizes undesirable policy outcomes, while fulfilling the conservation purposes of the Act. It is our intent to publish a final policy that will provide a consistent standard for interpretation of the phrase and its role in listing determinations that will be accorded deference by the federal courts.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), the Federal Land Policy and Management Act of 1976, as amended (FLPMA), and the Resources Planning Act of 1974, as amended by the National Forest Management Act 1976 (NFMA), the Bureau of Land Management (BLM) and the Forest Service (FS) intend to prepare Environmental Impact Statements (EIS) and Supplemental EISs, and by this notice are announcing the beginning of the scoping process to solicit public comments and identify issues. The BLM is the lead agency on these EISs and Supplemental EISs and the FS is participating as a cooperating agency. These EISs/Supplemental EISs will be coordinated under two regions: An Eastern Region and a Western Region. The Eastern Region includes BLM land use plans in the States of Colorado, Wyoming, North Dakota, South Dakota, and portions of Utah and Montana. The Western Region includes BLM land use plans in California, Idaho, Nevada, Oregon, and portions of Utah and Montana. In that notice, we requested interested parties to nominate representatives for membership on the Committee and addressed many of the requirements of Section 564 of the Negotiated Rulemaking Act. On August 22, 2011, the Department published a second notice of intent to establish an Indian Oil Valuation Negotiated Rulemaking Committee to address the remaining requirements of Section 564 of the Negotiated Rulemaking Act and to inquire if all interests were represented by the proposed members. This notice establishes the Committee.

On May 19, 2010, the Secretary of the Interior separated the responsibilities previously performed by the former Minerals Management Service (MMS) and reassigned those responsibilities to three separate organizations. As part of this reorganization, the Secretary renamed MMS's Minerals Revenue Management Program (MRM) the Office of Natural Resources Revenue (ONRR) and directed that ONRR transition to the Office of the Assistant SecretaryPolicy, Management and Budget (PMB). This change required ONRR to reorganize its regulations and repromulgate them in chapter XII, title 30 of the Code of Federal Regulations (CFR). This direct final rule amends the Office of Management and Budget (OMB) control numbers for information collection requirements, certain form numbers, and corresponding technical corrections to part and position titles, agency names, and acronyms listed in chapter XII of 30 CFR.
States' Decisions on Participating in Accounting and Auditing Relief for Federal Oil and Gas Marginal Properties

Final regulations published September 13, 2004 (69 FR 55076), provide two types of accounting and auditing relief for Federal onshore or Outer Continental Shelf lease production from marginal properties. As required by the regulations, the Office of Natural Resources Revenue (ONRR) provided a list of qualifying marginal Federal oil and gas properties to states that received a portion of Federal royalties. Each state then decided whether to participate in one or both relief options. For calendar year 2012, this notice provides the decisions by the affected states to allow one or both types of relief.

We, the U.S. Fish and Wildlife Service (Service), propose to designate critical habitat for the Lost River sucker (Deltistes luxatus) and shortnose sucker (Chasmistes brevirostris) under the Endangered Species Act of 1973, as amended (Act). In total, we are proposing as critical habitat approximately 146 miles (234 kilometers) of streams and 117,848 acres (47,691 hectares) of lakes and reservoirs for Lost River sucker and approximately 128 miles (207 kilometers) of streams and 123,590 acres (50,015 hectares) of lakes and reservoirs for shortnose sucker. The proposed critical habitat is located in Klamath and Lake Counties, Oregon, and Modoc County, California. On December 1, 1994, we published proposed critical habitat for Lost River sucker and shortnose sucker. This new proposed rule uses updated information concerning Lost River sucker's and shortnose sucker's ecology, as well as the technological advancements made available since preparing the 1994 proposed rule, to inform our proposed critical habitat designation for Lost River sucker and shortnose sucker.

We are announcing receipt of a proposed amendment to the Montana regulatory program (hereinafter, the ``Montana program'') under the Surface Mining Control and Reclamation Act of 1977 (``SMCRA'' or ``the Act''). Montana proposes revisions to and additions of statutory definitions for ``approximate original contour,'' ``in situ coal gasification,'' and ``recovery fluid.'' We, the Office of Surface Mining Reclamation and Enforcement (OSM), are announcing receipt of a proposed amendment to the Arkansas regulatory program (Arkansas program) and the Arkansas abandoned mine land reclamation plan (Arkansas plan) under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act). Arkansas proposes to revise substantial portions of their regulatory program and abandoned mine land plan, make grammatical changes, correct punctuation, revise dates, and add citations. BOEM invites public comment on a proposed set of auction formats which may be used to issue commercial renewable energy leases on the Outer Continental Shelf (OCS). BOEM is examining several auction formats, each designed to efficiently issue renewable energy leases to those who value them most and are best positioned to develop them, while also ensuring that the government receives a fair return in exchange. BOEM is focusing primarily on variations of Ascending Clock Auctions and Package Auctions formats described in more detail below. BOEM is also considering a multiple factor auction approach in which bidders can earn a discount on their bids submitted under one of the auction formats noted above, based on company-specific attributes deemed relevant to the success of their projects. The auction format selected for each sale area would likely vary based on the actual characteristics of that sale. Such characteristics could include the size and homogeneity of the area to be offered. BOEM will hold a workshop to help familiarize stakeholders with the auction format options and to solicit feedback on Friday, December 16, 2011, at the South Interior Building in Washington, DC.
