Gulf of Mexico (GOM), Outer Continental Shelf (OCS), Western Planning Area (WPA) and Central Planning Area (CPA), Oil and Gas Lease Sales for 2012-2017
The BOEM has prepared a Draft EIS on oil and gas lease sales tentatively scheduled in 2012-2017 in the WPA and CPA offshore the States of Texas, Louisiana, Mississippi, and Alabama. Under the proposed Outer Continental Shelf Oil and Gas Leasing Program: 2012-2017 (5-Year Program), five annual areawide lease sales are scheduled for the WPA and five annual areawide lease sales are scheduled for the CPA. The proposed WPA lease sales are Lease Sale 229 in 2012, Lease Sale 233 in 2013, Lease Sale 238 in 2014, Lease Sale 246 in 2015, and Lease Sale 248 in 2016; the proposed CPA lease sales are Lease Sale 227 in 2013, Lease Sale 231 in 2014, Lease Sale 235 in 2015, Lease Sale 241 in 2016, and Lease Sale 247 in 2017.
Extension of Public Scoping Period for the Draft Environmental Impact Statement for Adoption of a Long-term Experimental and Management Plan for the Operation of Glen Canyon Dam
The Department of the Interior, through the Bureau of Reclamation and the National Park Service, is extending the public scoping period for the Draft Environmental Impact Statement (EIS) for Adoption of a Long-term Experimental and Management Plan (LTEMP) for the Operation of Glen Canyon Dam to January 31, 2012. The surface owner, Lotocka, LLC, filed an application on September 22, 2010, for the conveyance of the federally owned mineral interests of a 459.60 acre tract of land in Pinal County, Arizona. Public Land Order No. 7786; Revocation of Secretarial Order Dated October 8, 1907; Montana
This order revokes a withdrawal in its entirety created by a Secretarial Order dated October 8, 1907, as it affects the remaining 46.68 acres of National Forest System land withdrawn for use by the United States Forest Service as an administrative site. This order also opens the land to appropriation and use of all kinds under the public land laws, excluding the mining laws, subject to other segregations of record.
Notice of Proposed Withdrawal Extension and Notification of a Public Meeting; Utah
The Assistant Secretary of the Interior proposes to extend the duration of Public Land Order (PLO) No. 6941, for an additional 20-year term. PLO No. 6941 withdrew 30,203.56 acres of public land from settlement, sale, location, or entry under the general land laws, including the United States mining laws, to protect the Bonneville Salt Flats (BSF). This notice also corrects the acreage figure in PLO No. 6941 which should read 30,203.06 acres. This notice gives an opportunity for the public to comment on the proposed withdrawal extension and announces the date, time, and location of a public meeting.

Proposed Information Collection; Federal Advisory Committee Background Information Nomination Form

After the close of the comment period, the BLM will submit the proposed information collection to the Office of Management and Budget (OMB) for review and approval.
Information Collection for Native Employment Training Grant (NET Grant) Program; Comment Request
In compliance with the Paperwork Reduction Act of 1995, the Office of Indian Energy and Economic Development (IEED) is seeking comments on a proposed information collection related to grants to fund tribal job placement and training programs. Federally recognized Indian tribes and Alaska federally recognized tribal entities may apply for the funding by providing certain information. All federally recognized tribes and Alaska federally recognized tribal entities are eligible for these grants, including those that do not participate in the Public Law 102-477 Workforce Development Program. Grants shall only be disbursed on a tribe-by-tribe basis and will be unavailable for training programs that are national or regional in scope absent submission of a duly- enacted tribal resolution from the governing body of each participating federally recognized tribe or Alaska federally recognized tribal entity. Timely-submitted applications will be competed, juried, and evaluated based on their potential to provide tribal members or Alaskan Natives with sustainable employment on or near Native communities. Applicants receiving funding must provide quarterly and final reports summarizing the progress of its Native Employment Training (NET Grant) program, including the number of tribal members trained, the identities and locations of employers from whom they have obtained jobs, and the direct assistance and case management services which have facilitated employment placement for training graduates. This notice requests comments on the information collection associated with the application and final report.
Notice of Tribal Consultations; Schedule Update
On November 18, 2010, the National Indian Gaming Commission (NIGC) published a Notice of Inquiry and Notice of Consultation, 75 FR 70680. The Commission announced to the public a comprehensive review of all its regulations, sought responses to many general and specific questions about its regulations, and announced a schedule of consultations. This notice adds two consultations to the schedule for January 2012. Should any further changes to the consultation schedule be necessary, the Commission will announce them in the Federal Register and on its Web site, www.nigc.gov.
Endangered and Threatened Wildlife and Plants; Revising the Listing of the Gray Wolf (Canis lupus) in the Western Great Lakes
We, the U.S. Fish and Wildlife Service (Service or USFWS) are revising the 1978 listing of the Minnesota population of gray wolves (Canis lupus) to conform to current statutory and policy requirements. We rename what was previously listed as the Minnesota population of the gray wolf as the Western Great Lakes (WGL) Distinct Population Segment (DPS), and delineate the boundaries of the expanded Minnesota population segment to include all of Minnesota, Wisconsin, and Michigan and portions of the adjacent states. We are removing the WGL DPS from the List of Endangered and Threatened Wildlife. We are taking this action because the best available scientific and commercial information indicates that the WGL DPS does not meet the definitions of threatened or endangered under the Act. This final rule also removes the designated critical habitat for the wolf in Minnesota and Michigan and the special regulations under section 4(d) of the Act for wolves in Minnesota. We are separating our determination on the delisting of the Western Great Lakes DPS from the determination on our proposal regarding all or portions of the 29 eastern States we considered to be outside the historical range of the gray wolf. This rule finalizes our determination for the WGL DPS. A subsequent decision will be made for the rest of the eastern United States.

In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972 (FACA), the Department of the Interior, Bureau of Land Management (BLM) Nevada will hold a joint meeting of its three Resource Advisory Councils (RACs), the Sierra Front-Northwestern Great Basin RAC, the Northeastern Great Basin RAC, and the Mojave-Southern Great Basin RAC in Las Vegas, Nevada. The meeting is open to the public and a public comment period will be available.
Endangered and Threatened Wildlife and Plants; Recovery Permit Applications
We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered or threatened species. The Endangered Species Act of 1973, as amended (Act), prohibits activities with endangered and threatened species unless a Federal permit allows such activity. The Act also requires that we invite public comment before issuing these permits.
Definition of Enforcement Action
This action proposes to amend NIGC regulations to include definitions for ``enforcement action''. The Indian Gaming Regulatory Act authorizes the NIGC to take certain actions in regard to violations of the Act, NIGC regulations, and tribal gaming ordinances. However, current NIGC regulations do not provide a definition for such actions. The Commission believes that providing a definition for these actions will provide clarity to persons subject to them. Therefore, a definition of ``enforcement action'' is proposed in this notice.
Enforcement Actions
This action proposes to amend NIGC regulations to include a graduated pre-enforcement process through which a tribe may come into compliance before an enforcement action is taken by the Chair. Voluntary compliance is the goal of the Commission. This amendment sets forth how Commission staff and tribes may address potential or existing compliance issues. The amendment retains the Chair's authority to issue an enforcement action at the Chair's discretion. The amendment also modifies this Part to allow a temporary closure order when there is clear and convincing evidence that a gaming operation defrauds a tribe. The current regulation provides for the issuance of a temporary closure order when there is clear and convincing evidence that a gaming operation defrauds a tribe or a customer. The Commission believes this issue has been adequately addressed by ordinance requirements of the IGRA and NIGC regulations, because tribes must include in their ordinances a dispute resolution procedure to address issues where a customer believes she or he has been defrauded. If the tribe fails to follow their ordinance, enforcement action may be taken. Finally, current regulations do not provide specificity for when an enforcement action becomes final, such as when a notice of violation is issued and there is no appeal filed or settlement agreement reached. The proposed amendment clarifies that an enforcement action becomes final agency action and a final order of the Commission if no appeal is filed or a settlement agreement reached.

Draft Environmental Impact Statement/General Management Plan, Golden Gate National Recreation Area, CA
The National Park Service has prepared a Draft General Management Plan and Environmental Impact Statement (Plan/DEIS). The Plan/DEIS evaluates four alternatives for updating the current approach to management in Golden Gate National Recreation Area (GGNRA) and Muir Woods National Monument. The original Notice of Availability (published in the Federal Register on September 12, 2011) announced a 60-day public comment period. In recognition of the complexity of the proposed plan alternatives, and with deference to interest from the public and interested organizations, the comment period has been reopened and extended through December 9, 2011.

Tribal Background Investigations and Licensing
The proposed rule modifies certain NIGC regulations concerning background investigations and licenses to reduce the quantity of documents that must be submitted to the Commission; to require that two notifications be submitted to the Commission in order to comply with the Indian Gaming Regulatory Act (IGRA); and to establish the requirements for the issuance of temporary and permanent gaming licenses.
Management Contracts-Background Investigations
This action proposes to amend NIGC regulations to include tribes, wholly owned tribal entities, and national banks that are already federally regulated or required to undergo a background investigation and licensure by a state or tribe pursuant to a tribal- state compact as entities that the Chair may exercise discretion regarding the submission of information and background investigations. This process may provide for a streamlined review for such entities in the background investigation process required for management contracts. The proposed revision may reduce duplication of efforts while maintaining the integrity of NIGC review. The proposal maintains the Chair's discretion in determining which entities should be allowed to proceed through an expedited background investigation. This amendment has been included in this proposed rule. The Commission also considered revising its regulations to clarify that a management contractor should be required to submit background information when the contract is for management of both Class II and Class III gaming activities. Many public comments noted that it was not a necessary revision. The Commission agrees with those public comments and does not propose that clarification.
Minidoka National Wildlife Refuge, Blaine, Cassia, Minidoka, and Power Counties, ID; Comprehensive Conservation Plan and Environmental Assessment
We, the U.S. Fish and Wildlife Service, intend to prepare a comprehensive conservation plan (CCP) for Minidoka National Wildlife Refuge. We will also prepare an environmental assessment (EA) to evaluate the potential effects of various CCP alternatives. We provide this notice in compliance with our CCP policy to advise the public, Federal and State agencies, and Tribes of our intentions, and to obtain public comments, suggestions, and information on the scope of issues to consider during the planning process.

Draft Environmental Impact Statement and Proposed Vernal Pool Habitat Conservation Plan for the City of San Diego, CA
We, the Fish and Wildlife Service (Service), intend to prepare an environmental impact statement (EIS) under the National Environmental Policy Act (NEPA) of 1969, as amended, for the proposed Vernal Pool Habitat Conservation Plan (VPHCP) under development by the City of San Diego (City). The draft EIS will evaluate the impacts of several alternatives related to the VPHCP being prepared by the City in support of the City's anticipated application for an Endangered Species Act (ESA) permit for incidental take of seven federally listed vernal pool species, from activities associated with urban development activities. We also announce plans for a public scoping meeting and the opening of a public comment period. We request data, comments, new information, or suggestions from the public, other concerned governmental agencies, the scientific community, Tribes, industry, or any other interested party.
Carpinteria Offshore Field Redevelopment Project-Developmental Drilling Into the Carpinteria Offshore Field Oil and Gas Reserves, California State Waters, From Federal Platform Hogan
The Bureau of Ocean Energy Management (BOEM) and the California State Lands Commission (CSLC) intend to jointly review a proposal to develop offshore oil and gas resources, located in California state waters, from an existing oil and gas platform located in Federal waters. This review will lead to a joint assessment of the potential environmental impacts and appropriate mitigation measures. This is the Notice of Preparation/Notice of Intent (NOP/NOI) to jointly prepare an Environmental Impact Report/Environmental Impact Statement (EIR/EIS) and hold public scoping meetings for the Carpinteria Offshore Field Redevelopment Project. James Campbell National Wildlife Refuge, Honolulu County, HI; Final Comprehensive Conservation Plan and Finding of No Significant Impact for Environmental Assessment
We, the U.S. Fish and Wildlife Service (Service), announce the availability of our final comprehensive conservation plan (CCP) and a finding of no significant impact for the environmental assessment for the James Campbell National Wildlife Refuge (refuge). In this final CCP, we describe how we will manage this refuge for the next 15 years.
Notice of Inventory Completion: Minnesota Indian Affairs Council, Bemidji, MN
The Minnesota Indian Affairs Council has completed an inventory of human remains in consultation with the appropriate Indian tribes, and has determined that there is no cultural affiliation between the remains and any present-day Indian tribe. Endangered and Threatened Wildlife and Plants; 90-Day Finding on a Petition To List the Western Glacier Stonefly as Endangered With Critical Habitat
We, the U.S. Fish and Wildlife Service (Service), announce a 90-day finding on a petition to list the western glacier stonefly (Zapada glacier) in Montana as endangered under the Endangered Species Act of 1973, as amended (Act), and to designate critical habitat. Based on our review, we find that the petition presents substantial scientific or commercial information indicating that listing the western glacier stonefly may be warranted. Therefore, with the publication of this notice, we are initiating a review of the status of the species to determine if listing the western glacier stonefly is warranted. To ensure that this status review is comprehensive, we are requesting scientific and commercial data and other information regarding this species. Based on the status review, we will issue a 12- month finding on the petition, which will address whether the petitioned action is warranted, as provided in section 4(b)(3)(B) of the Act. We will make a determination on critical habitat for this species if and when we initiate a listing action.

Grant Program To Assess, Evaluate and Promote Development of Tribal Energy and Mineral Resources
The Energy and Mineral Development Program (EMDP) provides funding to Indian tribes with the mission goal of assessing, evaluating, and promoting energy and mineral resources on Indian trust lands for the economic benefit of Indian mineral owners. To achieve these goals, the Department of the Interior's Office of Indian Energy and Economic Development (IEED), through its Division of Energy and Mineral Development (DEMD) office, is soliciting proposals from tribes. The Department will use a competitive evaluation process to select several proposed projects to receive an award.
Action Subject to Intergovernmental Review
We, the Office of Surface Mining Reclamation and Enforcement, are notifying the public that we intend to grant funds to eligible applicants for purposes authorized under the Abandoned Mine Land (AML) Reclamation Program. Additionally we are notifying the public that we intend to grant funds to eligible applicants for regulating coal mining within their jurisdictional borders. We will award these grants after October 1, 2011, because our award authority commences at the beginning of the fiscal year.
Hawaiian and Pacific Islands National Wildlife Refuge Complex; Wilderness Review and Legislative Environmental Impact Statement
We, the U.S. Fish and Wildlife Service (Service), intend to conduct a wilderness review (WR) to evaluate lands and waters within the Hawaiian and Pacific Islands National Wildlife Refuge Complex (Refuge Complex), to identify Wilderness Study Areas (WSAs), and to determine if the WSAs are suitable for recommending Congressional designation as wilderness. We will also prepare a legislative environmental impact statement (LEIS), to evaluate the effects of various WR/LEIS alternatives. We provide this notice to advise the public, other agencies, and organizations of our intent, and to obtain public comments, suggestions, and information on the scope of issues to consider during development of the WR/LEIS.

In accordance with the Oil Pollution Act of 1990 (OPA), the National Environmental Policy Act (NEPA), and the Framework Agreement for Early Restoration Addressing Injuries Resulting from the Deepwater Horizon Oil Spill, the Federal and State natural resource trustee agencies (Trustees) have prepared a Draft Early Restoration Plan and Environmental Assessment (DERP/EA) describing and proposing a suite of early restoration projects intended to commence the process of restoring natural resources and services injured or lost as a result of the Deepwater Horizon oil spill, which occurred on or about April 20, 2010, in the Gulf of Mexico. The purpose of this notice is to inform the public of the availability of the DERP/EA and to seek written comments on the proposed restoration alternative presented in the DERP/ EA.
