Visitor Services
The Bureau of Land Management (BLM) is amending its regulations to remove the Land and Water Conservation Fund Act as one of the authorities of its recreation regulations, in accordance with the Federal Lands Recreation Enhancement Act of 2004 (REA). The final rule amends and reorders the prohibitions to separate those that apply specifically to campgrounds and picnic areas from those with more general application. The reordering is necessary to broaden the scope to include all areas where standard amenity, expanded amenity, and special recreation permit fees are charged under REA. The final rule also removes regulations that have been interpreted by the BLM Field Offices to require the BLM to publish supplementary rules for each area for failure to pay recreation fees, thus relieving the BLM from publishing separate rules for each area. Finally, this rule makes technical changes to maintain consistency with other BLM regulations.

Notice of Establishment of Interim Final Supplementary Rules for Public Lands Managed by the Mother Lode Field Office, California
In accordance with the Record of Decision for the Sierra Resource Management Plan (RMP), the Bureau of Land Management (BLM), Mother Lode Field Office, is issuing interim final supplementary rules and requesting comments. These interim final supplementary rules will apply to public lands managed by the Mother Lode Field Office and will be effective upon publication and remain in effect until the publication of final supplementary rules. The BLM has determined that these interim final supplementary rules are necessary to enhance the safety of visitors, protect natural and cultural resources, improve recreational opportunities, and protect public health. All of these interim final supplementary rules implement management decisions contained in the Sierra RMP. These rules do not propose or implement any land use limitations or restrictions other than those included within the BLM's decisions in the RMP or allowed under existing law or regulation.

Wild Horse and Burro Advisory Board; Meeting

Migratory Bird Hunting; Proposed 2010-11 Migratory Game Bird Hunting Regulations (Preliminary) With Requests for Indian Tribal Proposals and Requests for 2011 Spring and Summer Migratory Bird Subsistence Harvest Proposals in Alaska
The U.S. Fish and Wildlife Service (hereinafter the Service or we) proposes to establish annual hunting regulations for certain migratory game birds for the 2010-11 hunting season. We annually prescribe outside limits (frameworks) within which States may select hunting seasons. This proposed rule provides the regulatory schedule, describes the proposed regulatory alternatives for the 2010-11 duck hunting seasons, requests proposals from Indian tribes that wish to establish special migratory game bird hunting regulations on Federal Indian reservations and ceded lands, and requests proposals for the 2011 spring and summer migratory bird subsistence season in Alaska. Migratory game bird hunting seasons provide opportunities for recreation and sustenance; aid Federal, State, and tribal governments in the management of migratory game birds; and permit harvests at levels compatible with migratory game bird population status and habitat conditions.

Final Environmental Impact Statement; Environmental Education Center, Yosemite National Park, Mariposa County, CA; Notice of Approval of Record of Decision
Pursuant to Sec. 102(2)(C) of the National Environmental Policy Act of 1969 (Pub. L. 91-190, as amended) and the regulations promulgated by the Council on Environmental Quality (40 CFR 1505.2), the Department of the Interior, National Park Service (NPS) has prepared and approved a Record of Decision for the Final Environmental Impact Statement for development of a new environmental education center in Yosemite National Park. The requisite no-action ``wait period'' was initiated February 26, 2010, with the Environmental Protection Agency's Federal Register notification of the filing of the Final EIS.

PLO No. 6812 withdrew approximately 40 acres of National Forest System land from the mining laws for use as a base camp site for the Smithsonian Institution's Fred Lawrence Whipple Observatory. The withdrawal created by PLO No. 6812 will expire on October 30, 2010, unless extended. This notice gives an opportunity to comment on the proposed action and to request a public meeting.

Outer Continental Shelf (OCS) Mid-Atlantic Proposed Oil and Gas Lease Sale 220
This Notice serves to cancel scoping meetings and to postpone the comment period on scoping for Sale 220 until further notice. Three public scoping meetings that had been scheduled on May 12, 25, and 27, in the Federal Register (Vol. 75, No. 82, page 22623) to solicit information to assist MMS in preparing an EIS to evaluate potential environmental effects of proposed Lease Sale 220 are hereby cancelled. Also, the public scoping meeting scheduled for May 12, 2010, in Norfolk, Virginia, to solicit public input on both Sale 220 and the Geological & Geophysical Programmatic EIS on the Mid- and South Atlantic OCS (G&G PEIS) is hereby cancelled. This Notice does not affect the public scoping period for the G&G PEIS. The scoping period for that PEIS ends on May 17, 2010 (see 75 FR 16830).
