We, the U.S. Fish and Wildlife Service (USFWS), intend to prepare an Environmental Impact Statement (EIS), under the National Environmental Policy Act (NEPA) regarding an application from Radar Ridge LLC for an incidental take permit for take of the threatened marbled murrelet (Brachyramphus marmoratus) in accordance with the Endangered Species Act of 1973, as amended (Act). Radar Ridge LLC is proposing to construct and operate the Radar Ridge Wind Project near Naselle, Washington. The project would consist of up to 32 wind turbines with a generating capacity of 82 megawatts (MW) of electricity. Power generated by the wind turbines would be transmitted to the existing Bonneville Power Administration substation at Naselle, Washington. We are furnishing this notice to announce the initiation of a 30-day public scoping period, during which we invite other agencies, and the public, to provide comments on the range of alternatives and scope of issues to be included in the EIS.

We, the U.S. Fish and Wildlife Service, published a final rule in the Federal Register on October 27, 2003, to create regulations governing migratory bird rehabilitation in the United States. Before creation of those regulations, rehabilitators were required to obtain a special purpose permit to engage in rehabilitation activities. The language in the final paragraph of the 2003 regulations dealt with the transition of special purpose permit holders to operation under the new rehabilitation permit regulations. This paragraph is no longer relevant, so we remove it from the regulation.

In accordance with NPS policy, the Coltsville SRS was initially undertaken as an Environmental Impact Statement (EIS) process in compliance with the National Environmental Policy Act of 1969, as amended (NEPA). A Notice of Intent to Prepare an EIS was published in the Federal Register on September 4, 2004. The purpose of an SRS is to determine the degree and kind of federal actions that may be desirable for the management and protection of an area considered to have potential for addition to the national park system. In compliance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM) Gunnison Field Office, Gunnison, Colorado intends to prepare an Environmental Assessment (EA) to consider whether, and under what conditions, to issue geothermal leases under pending nominations, which may include an amendment to the Gunnison Resource Area Approved Resource Management Plan (RMP) of February 1993, as amended by the RMP Amendments for Geothermal Leasing in the Western United States (2008). While the area nominated for geothermal leasing is allocated as open to consideration for geothermal leasing under the amended Plan, and the proposed level of development contemplated in the amended Plan will not be exceeded by issuance of the proposed leases, the Reasonably Foreseeable Development scenario for the resource area has been refined and updated since that time, and additional stipulations to protect other resources and uses may be developed through this process and adopted into the Plan. The BLM proposes to amend the existing Gunnison Resource Area RMP using the NEPA analysis to support its decision. Review of the RMP is necessary due to recently updated information regarding the presence of Gunnison sage-grouse and Canada lynx habitat that was not analyzed in the existing RMP. The BLM, by this notice, is announcing the beginning of the scoping process to solicit public comments and identify issues.

The United States Forest Service (USFS) has filed an application with the Bureau of Land Management (BLM) that proposes to extend the duration of Public Land Order (PLO) No. 6880, as corrected by PLO No. 6918, for an additional 20-year term. PLO No. 6880 withdrew approximately 11,675.51 acres of National Forest System land from mining in order to protect the scientific and ecological values, and the investment of Federal funds at the Pringle Falls Experimental Forest and Research Natural Area. The withdrawal created by PLO No. 6880 will expire on September 29, 2011, unless extended. This notice also gives an opportunity to comment on the proposed action and to attend a public meeting.

The Secretary of the Interior (Secretary) is directed by the Omnibus Public Lands Management Act of 2009 to establish the Dominguez- Escalante National Conservation Area (D-E NCA) Advisory Council (Council). The Secretary is requesting nominations for 10 members to sit on the Council. The Council will advise the Secretary, through the Bureau of Land Management (BLM), on matters regarding the preparation and implementation of the D-E NCA Resource Management Plan (RMP). An initial nomination period ended January 4, 2010. Members of the public who submitted nomination packages during the first nomination period need not submit a second nomination package to be considered.
