Pursuant to the National Environmental Policy Act, the Bureau of Reclamation (Reclamation) has made available the Final EIS for the Cachuma Lake Resource Management Plan (RMP). The RMP involves alternatives for future use of the project area for recreation and resource protection and management.

Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(C), the National Park Service is updating the General Management Plan (GMP) for Joshua Tree National Park, California. The new GMP will update the overall direction for the park approved in 1995, refining goals and objectives for managing the park over the next 15 to 20 years. The GMP will prescribe desired resource conditions and visitor experiences that are to be achieved and maintained throughout the park based on such factors as the park's purpose, significance, special mandates and the body of laws and policies directing park management and resource analysis, other designations such as establishment of 594,502 acres by Congress as Wilderness, and the spectrum of public expectations and concerns. The GMP also will outline the kinds of resource management activities, visitor activities, and developments that would be appropriate and sustainable in the park in the future.

The regulations implementing the Indian Child Welfare Act provide that Indian Tribes may designate an agent other than the Tribal chairman for service of notice of proceedings under the Act. This notice includes the current list of designated Tribal agents for service of notice. The names are those received by the Secretary of the Interior before the date of this publication.

We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered species. With some exceptions, the Endangered Species Act (ESA) prohibits activities with listed species unless a Federal permit is issued that allows such activities. The ESA laws require that we invite public comment before issuing these permits.

We, the U.S. Fish and Wildlife Service (Service), announce the reopening of the comment period on our August 27, 2009, proposed rule to designate critical habitat for Ambrosia pumila (San Diego ambrosia). We also announce the availability of the draft economic analysis (DEA), revisions to proposed critical habitat, and an amended required determinations section of the proposal. We are reopening the comment period to allow all interested parties an opportunity to comment simultaneously on the proposed critical habitat, the associated DEA, the proposed addition of three subunits based on new information, and the amended required determinations section. If you submitted comments previously, you do not need to resubmit them because we have already incorporated them into the public record and will fully consider them in preparation of the final rule.

We, the Fish and Wildlife Service (Service), announce the availability of a draft comprehensive conservation plan and environmental assessment (Draft CCP/EA) for J.N. ``Ding'' Darling National Wildlife Refuge (NWR) for public review and comment. In the Draft CCP/EA, we describe the alternative we propose to use to manage this refuge for the 15 years following approval of the final CCP.

This collection consists of three forms and this notice provides the public an opportunity to comment on the paperwork burden of this form. We may not conduct or sponsor, and a person is not required to respond to, a collection of information unless it displays a currently valid OMB control number.

Notice is hereby given that a Temporary Order is in effect authorizing the exclusion of dogs from public lands within the 5,610- acre Kasha-Katuwe Tent Rocks National Monument. This order will enhance the safety and quality of the visitor experience for 97 percent of the Monument's visitors.

We summarize the ICR below and describe the nature of the collection and the estimated burden and cost. This ICR is scheduled to expire on June 30, 2010. However, under OMB regulations, we may continue to conduct or sponsor this information collection while it is pending at OMB.

This notice lists programs or portions of programs that are eligible for inclusion in Fiscal Year 2010 funding agreements with self-governance tribes and lists programmatic targets for each of the non-BIA bureaus, pursuant to section 405(c)(4) of the Tribal Self-Governance Act.

The Colorado River Basin Salinity Control Advisory Council (Council) was established by the Colorado River Basin Salinity Control Act of 1974 (Pub. L. 93-320) (Act) to receive reports and advise Federal agencies on implementing the Act. In accordance with the Federal Advisory Committee Act, the Bureau of Reclamation announces that the Council will meet as detailed below. The meeting of the Council is open to the public.

In accordance with the Record of Decision for the Sierra Resource Management Plan (RMP), the Bureau of Land Management (BLM), Mother Lode Field Office, is issuing interim final supplementary rules and requesting comments. These interim final supplementary rules will apply to public lands managed by the Mother Lode Field Office and will be effective upon publication and remain in effect until the publication of final supplementary rules. The BLM has determined that these interim final supplementary rules are necessary to enhance the safety of visitors, protect natural and cultural resources, improve recreational opportunities, and protect public health. All of these interim final supplementary rules implement management decisions contained in the Sierra RMP. These rules do not propose or implement any land use limitations or restrictions other than those included within the BLM's decisions in the RMP or allowed under existing law or regulation.

In this Draft CCP/EA, we describe the alternative we propose to use to manage this refuge for the 15 years following approval of the final CCP.

The Bureau of Land Management (BLM) announces that the Wild Horse and Burro Advisory Board (Board) will be conducting a public workshop and meeting on the BLM's management of wild horses and burros. This will be a two day event. Monday, June 14, 2010, will be devoted to providing the public with a unique opportunity to provide input and feedback on the Secretary's Initiative. Tuesday, June 15, 2010, the Board will reconvene for a regular meeting.

The U.S. Fish and Wildlife Service (hereinafter the Service or we) proposes to establish annual hunting regulations for certain migratory game birds for the 2010-11 hunting season. We annually prescribe outside limits (frameworks) within which States may select hunting seasons. This proposed rule provides the regulatory schedule, describes the proposed regulatory alternatives for the 2010-11 duck hunting seasons, requests proposals from Indian tribes that wish to establish special migratory game bird hunting regulations on Federal Indian reservations and ceded lands, and requests proposals for the 2011 spring and summer migratory bird subsistence season in Alaska. Migratory game bird hunting seasons provide opportunities for recreation and sustenance; aid Federal, State, and tribal governments in the management of migratory game birds; and permit harvests at levels compatible with migratory game bird population status and habitat conditions.

As required by 43 CFR 2650.7(d), notice is hereby given that the Bureau of Land Management (BLM) will issue an appealable decision approving the conveyance of the surface and subsurface estates in certain lands to Doyon, Limited pursuant to the Alaska Native Claims Settlement Act. The Bureau of Land Management (BLM) has examined and found suitable for classification for conveyance to Grand County under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, a parcel of public land in Grand County, Utah. Grand County proposes to establish a public shooting range facilities complex.

This order transfers 639 acres of public land into trust to be held by the Secretary of the Interior for the benefit of the Shivwits Band of Paiute Indians of the State of Utah.
