Draft Environmental Impact Statement for the Disposition of Hangars 2 and 3, Fort Wainwright, Alaska

The Department of the Army announces the availability of the Draft Environmental Impact Statement (EIS) for the disposition of two historic hangars at Fort Wainwright (FWA). The Draft EIS analyzes and evaluates the potential environmental impacts associated with proposed disposition options for two historic World War II-era hangars (Hangars 2 and 3) and supporting infrastructure located on the Main Post of FWA. Environmental consequences were evaluated for seven resource areas: Air quality, cultural resources, hazardous materials/hazardous waste, safety, environmental justice and protection of children, sustainability, and transportation. No significant impacts would be anticipated under all resource categories except cultural, which would experience significant impacts. The Army considered several reuse alternatives for the hangars. All but one of these reuse alternatives were not compatible with the current or future military mission at FWA. This one reuse exception as an unmanned aerial system maintenance hangar was determined to be prohibitively expensive. As a result, only one action alternative was considered as reasonable and is analyzed in detail in the Draft EIS: Demolition of Hangars 2 and 3 (Alternative 1). The No Action Alternative is also considered and carried through for detailed analysis in the Draft EIS. Under the No Action Alternative, demolition of Hangars 2 and 3 would not occur, the hangars would remain vacant, and they would be maintained at minimal levels. The No Action Alternative provides the environmental baseline conditions for comparing the impacts associated with the other alternative.

Draft Environmental Impact Statement (EIS) for the Implementation of Energy, Water, and Solid Waste Sustainability Initiatives at Fort Bliss, Texas and New Mexico

The Department of the Army proposes to implement Net Zero energy, water and waste initiatives by 2020 at Fort Bliss to meet mandates for renewable energy production and greenhouse gas emissions reductions. In doing so, the Army will increase Fort Bliss' energy and water security, supporting the military mission into the future. Fort Bliss would not lose any training capability as a result of Net Zero project implementation. The Proposed Action consists of multiple, related, and interconnected projects to achieve Net Zero goals, comply with federal and Army energy mandates, and meet the Army's energy and water security objectives. The Army's proposed energy, water, and waste initiatives that could reasonably be expected to move forward in the next three to eight years consist of implementation of conservation policies and procedures (Alternative 2); construction of a water reclamation pipeline (Alternative 3); construction and operation of a waste-to-energy plant (Alternative 4); construction and operation of a geothermal energy facility (Alternative 5); and, construction of dry-cooled concentrating solar power technology (Alternative 6). Alternative 7 proposes implementation of other renewable energy technologies and projects that are compatible with installation planning criteria and address potential future renewable energy, water, and waste technology actions at a programmatic level. If implemented, Alternative 7 actions may require further National Environmental Policy Act analysis. The Proposed Action initiatives (Alternatives 2 through 7) would work to enhance the overall sustainability and security of Fort Bliss.

Final Environmental Impact Statement for the Construction and Operation of an Infantry Platoon Battle Course at Pōhakuloa Training Area, Hawai`i

The U.S. Army Pacific (USARPAC) and U.S. Army Garrison, Hawai`i, (USAG-HI) propose to construct and operate a modern Infantry Platoon Battle Course (IPBC) and associated infrastructure that is compliant with current Army training requirements at P[omacr]hakuloa Training Area (PTA), Hawai`i. The proposed IPBC would support the live- fire collective training needs of the Army, Army Reserve, and Hawai`i Army National Guard, as well as other Service components that are stationed or train in Hawai`i. Two alternatives were analyzed in the EIS: the Western Range Area Alternative (preferred) and the Charlie Circle Alternative. Both proposed IPBC alternative locations are in under-utilized portions of the PTA impact area where no ranges currently exist. These locations have been exposed to indirect munitions fire, and the proposed action would reclaim portions of the impact area to construct the IPBC. A third alternative analyzed in the Draft Programmatic Environmental Impact Statement (PEIS), Southwest of Range 20, is not operationally feasible and has been eliminated from the Final EIS. The Army also considered a No Action Alternative to not build the IPBC. For all alternatives (except for the No Action), the IPBC would be used for 242 training days per year. The Army identified and analyzed environmental and socioeconomic impacts associated with the proposed IPBC. The major potential environmental impacts are to air quality, cultural sites, threatened and endangered species, encountering munitions and explosives of concern, and igniting wildfires. Cultural resources could also be significantly impacted. The Army consulted with the USFWS on potential mitigation measures to protect federally-listed species. The USFWS issued a Biological Opinion (BO) pursuant to Section 7 of the Endangered Species Act on January 11, 2013. The Army also consulted with the State Historic Preservation Division, Advisory Council on Historic Preservation, and other consulting parties, including Native Hawaiian organizations, about potential effects on cultural resources and mitigation of those effects. The Army and the consulting parties are in the process of signing a Programmatic Agreement (PA) pursuant to Section 106 of the National Historic Preservation Act. The PA establishes how the remaining steps to the Section 106 consultation will be completed and the mitigation measures for the potential adverse effects on cultural resources. The PA will be signed prior to the Army issuing a Record of Decision for the proposed action.

No funds are available for any proposal or information submission and submitting information does not bind the Army for any future contracts/grants resulting from this request for information. The Army Science Board is requesting information from organizations external to the Army that will help the board complete its analysis and ensure that all viable sources of information are explored. Based on information submitted in response to this request the Army Science Board may invite selected organizations to provide additional information on technologies of interest. To supplement the information developed in previous studies and otherwise available to the Board, organizations are invited to submit information on technologies to support core competencies that they believe should be considered. Of particular interest are those technologies that support Army core competencies and can be developed externally, either with support from the Army or from other sources. Specific information requested is: Identification of technology and core competency it supports; Description of the technology, including current maturity and current performers; description of how the technology supports the core competency; and description of why this technology pursuit/capability is best performed by the industrial base or other organization external to the Army, rather than performed internal to the Army.
Finding of No Significant Impact and Final Programmatic Environmental Assessment for Army 2020 Force Structure Realignment

The Department of the Army announces the availability of the Finding of No Significant Impact (FNSI) for implementation of force structure realignment to reduce the Army active duty end-strength from 562,000 at the end of Fiscal Year (FY) 2012 to 490,000 by FY 2020. After reviewing the Final Programmatic Environmental Assessment for Army 2020 Force Structure Realignment (PEA), supporting studies, and comments received during the public review period, the Deputy Chief of Staff of the Army, G-3/5/7 has signed the FNSI that concluded there will be no significant environmental impacts, other than socioeconomic, likely to result from implementation of either of the analyzed alternatives. Although there could be significant socioeconomic impacts, these alone do not require the preparation of an Environmental Impact Statement; therefore, one will not be prepared. Environmental Impact Statement for Modernization and Repair of Piers 2 and 3, Military Ocean Terminal Concord, CA

The Department of the Army announces its intent to conduct public scoping under the National Environmental Policy Act to gather information to prepare an Environmental Impact Statement (EIS) related to the critically-needed modernization and repairs of Piers 2 and 3, Military Ocean Terminal Concord (MOTCO) due to structural decay caused by severe deterioration, wide-spread marine borer damage, and fungal decay. Piers 2 and 3 are used to transport military supplies in the Pacific region. There may be significant impacts to threatened and endangered species. The following other resource areas may be impacted: water quality, noise, terrestrial and marine species, and traffic. For example, the proposed action will replace a large number of piles; this work will likely result in water quality issues and an increase in noise. The Department of the Army will use the analysis in the EIS to determine whether and how to implement the proposed action.

Availability of the Draft Finding of No Significant Impact and Final Programmatic Environmental Assessment for Army 2020 Force Structure Realignment

The Department of the Army announces the availability of the draft Finding of No Significant Impact (FNSI) and final Programmatic Environmental Assessment (PEA) for Army force structure realignments that may occur from Fiscal Years (FYs) 2013-2020. The Army must achieve force reductions as it transitions from major combat operations in Iraq and Afghanistan, while reducing spending without sacrificing critical national defense capabilities. The draft FNSI considers a proposed action under which the Army's active duty end-strength would be reduced from 562,000 at the end of FY 2012 to 490,000 by FY 2020. The PEA analyzes two action alternatives: Alternative 1: Implement force reductions by inactivating a minimum of eight Brigade Combat Teams (BCTs) and realign other combat, combat support, and service support units between FY 2013 and FY 2020; and Alternative 2: Implement Alternative 1, inactivate additional BCTs, and reorganize remaining BCTs by adding an additional combat maneuver battalion and other units. The PEA also analyzes a No Action alternative under which the Army would not reduce the size of the force. The draft FNSI incorporates the PEA which does not identify any significant environmental impacts associated with either alternative, with the exception of socioeconomic impacts at some installations where a BCT is inactivated and smaller organizations realigned. The draft FNSI concludes that preparation of an Environmental Impact Statement (EIS) is not required. Final decisions as to which installations will see BCTs inactivated or units realigned have not been made. Additional site- specific NEPA analysis may be required at some installations, depending on the size of the force realignment.
Programmatic Environmental Impact Statement for the Training Mission and Mission Support Activities at Fort Campbell, KY

The Department of the Army announces its intent to prepare a Programmatic Environmental Impact Statement (PEIS) to evaluate the impacts of current and future training and mission-related activities at Fort Campbell, Kentucky (portions of Fort Campbell are also located in Tennessee). The PEIS is being completed to meet the requirements of the National Environmental Policy Act (NEPA) to evaluate the environmental impacts of proposed alternatives for implementing the training and mission support activities at Fort Campbell, Kentucky. The PEIS will assess range construction, associated training and land management activities, and adjustments to military airspace to support Fort Campbell's training requirements. This PEIS analyzes portions of the Range Complex Master Plan which has been developed to address training and training facility requirements over the next 10 years.
