On September 19, 2019 the Department of the Army notified the Advisory Council on Historic Preservation (ACHP) of the Army's intent to request a Program Comment for Army Inter-War Era Historic Housing 1919-1940 in accordance with the National Historic Preservation Act (NHPA) Section 106, and 36 CFR 800.14(e). The Program Comment will demonstrate Army compliance with the NHPA regarding management of its inventory of Inter-War Era historic housing, associated structures, and landscape features. The Army plans to submit its formal request for Program Comment for Army Inter-War Era Historic Housing (1919-1940) to the ACHP in July 2020.

This final rule removes DoD's regulation concerning the Department of the Army's Privacy Program. On April 11, 2019, DoD published a revised DoD-level Privacy Program rule, which contains the necessary information for an agency-wide Privacy Program regulation under the Privacy Act and now serves as the single Privacy Program rule for the Department. That revised Privacy Program rule also includes all DoD component exemption rules. Therefore, the regulation is now unnecessary and may be removed from the CFR.

The revisions include changes in management and a name change to the Army National Military Cemeteries. The rule also adopts modifications suggested by the Department of the Army Inspector General and approved by the Secretary of the Army, as well as implementing changes in interment eligibility due to statute.

The Department of the Army announces its intent to conduct public scoping under the National Environmental Policy Act (NEPA) and solicit public comments to gather information to prepare an Environmental Impact Statement (EIS) to address heat and electrical generation and distribution upgrades at Fort Wainwright, Alaska. The current condition of the heat and power plant, one of the oldest coal- fired central heat and power plants (CHPP) in the United States, and its aging heat distribution system requires an upgrade to provide reliable heat and electrical infrastructure for the installation that resolves safety, resiliency, fiscal, and regulatory concerns. The scoping process will help identify reasonable alternatives, potential environmental impacts, and key issues of concern to be evaluated in the EIS. Based on the information presented in the EIS, the Department of the Army will determine which of the identified heat and power generating alternatives would be implemented.

This system of records is comprised of Human Resources (HR) information required to manage a Soldier's career from initial accession through separation, and for life for retirees. Currently APS records are managed by 36 information technology (IT) systems that are linked to seven System of Records Notices (SORNs). In a cost saving effort to eliminate redundant functions and discordant IT systems, the Army is transitioning HR and military pay records for Soldiers to the Integrated Personnel and Pay System-Army (IPPS-A).

The Military Surface Deployment and Distribution Command (SDDC) will conduct an Open Season, effective 3 Jun 19 thru 29 Feb 20 (Applications will not be accepted prior to 3 Jun 19). This will affect domestic motor Transportation Service Providers (TSPs) only. TSPs must be registered in the Federal Motor Carrier Safety Administration (FMSCA) and have valid Department of Transportation (DOT) authority for three (3) consecutive years (without a break) prior to 3 Jun 19. New TSPs will indicate their small business status via the Freight Carrier Registration Program (FCRP) during registration. Registration for other modes will continue to be accepted (barge, ocean, pipeline, and international carriers).

This version of Policy No. TR-12 supersedes all previous versions of TR-12, except to the extent that a previous version is explicitly referenced as the basis for payment in an agreement with SDDC.
