The Department of the Army proposes to alter a system of records notice, A0195-6 USACIDC, entitled ``Criminal Investigation Accreditation and Polygraph Examiner Evaluation Files'' in its existing inventory of records systems subject to the Privacy Act of 1974, as amended. This system will be used to determine applicant's acceptance into or rejection from the USACIDC program; continuing eligibility, placement or standing therein; and to manage and evaluate polygraph examination performance.

The Department of the Army announces the availability of the Finding of No Significant Impact (FNSI) for implementation of force structure realignment to reduce the Army active duty end-strength from 562,000 at the end of Fiscal Year (FY) 2012 to 420,000 by FY 2020. The Supplemental Programmatic Environmental Assessment for Army 2020 Force Structure Realignment (SPEA) supplements the 2013 Programmatic Environmental Assessment (PEA). After reviewing the SPEA and comments received during the public review period, the Deputy Chief of Staff of the Army, G-3/5/7 has signed the FNSI that concluded there will be no significant environmental impacts, other than socioeconomic impacts, likely to result from the implementation of the Proposed Action under the alternative analyzed. Although there could be significant socioeconomic impacts, these alone do not require the preparation of an Environmental Impact Statement; therefore, one will not be prepared. Force restructure decisions reducing the Army active duty end- strength from 562,000 to 490,000 were supported by the 2013 PEA. The SPEA builds on the foundation of the 2013 PEA and assesses the impacts of a potential reduction of an additional 70,000 Soldiers and associated Army civilian employees (Army employees), from the end- strength of 490,000 Soldiers analyzed in the 2013 PEA to an active component end-strength of 420,000. The information in the SPEA will be used to support a series of decisions in the coming years regarding how the force is to be further realigned. The Performance Review Board Membership list published in the Federal Register on Friday, October 17, 2014 (79 FR 62432) is amended to include the following individual: Mr. Gabriel O. The Department of the Army announces the availability of the draft Environmental Impact Statement (EIS) for proposed training and operations at Pi[ntilde]on Canyon Maneuver Site (PCMS), CO. PCMS is the maneuver site for Fort Carson and is located near Trinidad, CO, approximately 150 miles southeast of Fort Carson. The draft EIS evaluates the environmental impacts associated with the proposed action, which is to conduct realistic, coordinated, large-scale training that integrates the ground and air resources of Fort Carson's mechanized, infantry, support, and combat aviation units. In addition to the No Action Alternative, the draft EIS considers the two alternatives: Alternative 1Awould establish and use new brigade-level training intensity measures; update brigade training period equipment compositions and training methods relative to the 1980 Final EIS for the PCMS Training Land Acquisition; and enable the Stryker family of vehicles to train at PCMS. Alternative 1Bwould include Alternative 1A and add enhanced readiness training using new training activity and infrastructure components at PCMS. Alternative 1B infrastructure components include airspace reclassification and drop zone development. The proposed action is composed of numerous components and the decision-maker may elect not to select every component. The proposed action does not include, nor would it require, expansion of PCMS.

Decisive Army Strategic and Expeditionary ManeuverThis study will identify challenges in 2025 that effect the Army's ability to conduct strategic and expeditionary maneuver; explore options in joint air- and sea-basing, commercial capabilities and partnering opportunities to improve the Army's ability to maneuver; and identify technologies and other innovations that could improve the Army's strategic and expeditionary maneuver capabilities. This study will be reviewed in the open portion of the meeting. 3. Talent Management and the Next Training RevolutionThis study will develop a concept of talent management that the Army should use to describe individuals and teams through 2030; examine current technologies and trends employed in talent management, to include recruiting, training, and retention; and develop a roadmap for the employment of promising talent management systems, associated technologies, and best practices, taking into consideration the unique nature of military service. This study will be reviewed in the open portion of the meeting.

The Department of the Army and Fort Bliss announce the decision to proceed with the Preferred Alternative identified in the Final Environmental Impact Statement (FEIS) for the Implementation of Energy, Water, and Solid Waste Sustainability Initiatives, which allows Fort Bliss to implement Net Zero initiatives, comply with federal and Army energy mandates, and meet the Army's energy and water security objectives. The Record of Decision (ROD) explains the potential environmental and socioeconomic impacts associated with the proposed action, which consists of multiple, related, and interconnected projects with the goal of conserving energy and water, and reducing waste production. The selected alternative provides the proper balance of initiatives for the protection of environmental and mission- essential actions. The ROD also identifies mitigation that will reduce or eliminate adverse impacts.

The Department of the Army proposes to amend two systems of records ``A0340-21 OAA, Privacy Case Files'' and ``A0025-55 OAA, Freedom of Information Act Program Files'' in its inventory of record systems subject to the Privacy Act of 1974, as amended. The A0340-21 OAA is used to process and coordinate requests for access and amendment of an individuals' record; to process appeals on denials of requests for access or amendment to individuals' records by the data subject against agency rulings; and to ensure timely response to requesters. The A0025-55 OAA is used to control administrative processing of requests for information either pursuant to the Freedom of Information Act Program or to E.O. 12958, National Classified Security Information, as amended, including appeals from denials.

The Department of the Army proposes to alter a system of records notice, A0027-20a DAJA, entitled ``U.S. Army Claims Service Management Information System'' in its existing inventory of records systems subject to the Privacy Act of 1974, as amended. This system is used to develop and preserve all relevant evidence about incidents, which generate claims against or in favor of the Army. Evidence developed is used as a legal basis to support the settlement of claims. Data are also used as a management tool to supervise claims operations at subordinate commands worldwide.
