Biennial Review Under the United States-Singapore Memorandum of Intent on Environmental Cooperation
The U.S. Department of State is providing notice that the United States and Singapore intend to hold a biennial review under the Memorandum of Intent between the Government of the United States of America and the Government of the Republic of Singapore on Cooperation in Environmental Matters (MOI) on September 15, 2020. The purpose of the meeting is to review the results of environmental cooperation under the MOI guided by the 2018-2019 Plan of Action (POA). The United States and Singapore also expect to approve a new 2020-2021 POA. The meeting's virtual public session will be held on September 15, 2020, from 8:15 p.m. to 9:00 p.m. (Eastern Daylight Time). The U.S. Department of State invites interested organizations and members of the public to attend the virtual public session, and to submit written comments or suggestions regarding implementation of the POA, and any related issues that should be discussed at the meeting. If you would like to attend the virtual public session, please notify Brian Bedell at the email address listed below under the heading ADDRESSES. Specific sign-in instructions will be provided several days in advance of the virtual public session to those who request to attend. Notice of Department of State Update to the Public Guidance for Section 232 of the Countering America's Adversaries Through Sanctions Act of 2017 (CAATSA)
The Department of State is updating the public guidance for CAATSA Section 232 on July 15, 2020 to expand the focus of implementation of Section 232 to address certain growing threats to U.S. national security and foreign policy related to Russian energy export pipelines, particularly with respect to Nord Stream 2 and the second line of TurkStream. The Department of State deleted the portions of the public guidance in effect prior to July 15, 2020, that limited the focus of implementation of Section 232 to Russian energy export pipeline projects for which a contract was signed on or after August 2, 2017. In doing so, the Department of State clarified that the focus of implementation will include Russian energy export pipelines such as Nord Stream 2 and the second line of TurkStream.

This notice announces that the International Telecommunication Advisory Committee has been renamed the International Digital Economy and Telecommunication (IDET) Advisory Committee and that its charter has been renewed. In accordance with the provisions of the Federal Advisory Committee Act and the general authority of the Secretary of State and the Department of State, the charter of the International Digital Economy and Telecommunication Advisory Committee has been renewed for two years. The IDET consists of members of the telecommunications industry, including network operators and service providers, equipment vendors, members of academia; members of organizations, institutions, or entities with specific interests in digital economy, digital connectivity, economic aspects of emerging digital technologies, telecommunications, and communications and information policy matters; members of civil society; and officials of interested government agencies. The IDET provides views and advice to the Department of State on positions concerning international digital economy, telecommunications, and information policy matters. This advice has been a major factor in ensuring that the United States was well prepared to participate effectively in the international telecommunications and information policy arena, including the International Telecommunication Union (ITU), the Organization of American States Inter-American Telecommunication Commission (CITEL), the Organization for Economic Cooperation and Development (OECD), the Asia Pacific Economic Cooperation Forum Telecommunications and Information Working Group, the Group of Seven (G7), the Group of Twenty (G20) Digital Economy Task Force, and relevant standards setting bodies.

Removal of Regulations Relating to the Irish Peace Process Cultural Exchange and Training Program
In accordance with Executive Orders 13771 and 13777, which direct federal agencies to review and eliminate outdated and unnecessary regulations, the Department of State (``Department'') is removing regulations related to an obsolete visa program. The Irish Peace Process and Cultural Training Program was established in 1998 and created what is commonly referred to as the Walsh Visa Program. This visa program expired on September 30, 2008, and the regulations for administering the program are obsolete. Accordingly, the Department is removing the regulations related to this visa program.
Removal of Regulations Related to Immigrant Visas for Certain Expatriates
In accordance with Executive Orders 13771 and 13777, which direct federal agencies to review and eliminate outdated and unnecessary regulations, the Department of State (Department) is removing a regulation related to issuance of immigrant visas to women expatriates who lost citizenship as the result of marrying an alien prior to 1922.
