International Traffic in Arms Regulations: Temporary Reduction in Certain Registration Fees
The Department of State is making a temporary change in the Tier I and Tier II and new registrant payment guidelines on the Directorate of Defense Trade Controls (DDTC) website at www.pmddtc.state.gov. These guidelines outline the registration fees charged to persons who engage in the United States in the business of manufacturing, exporting, or temporarily importing defense articles, furnishing defense services, or who engage in brokering activities pursuant to the International Traffic in Arms Regulations (ITAR). This temporary change is in the interest of the security and foreign policy of the United States. Further, it is consistent with the March 13, 2020 declaration by President Trump of a National Emergency Concerning the Novel Coronavirus Disease (COVID-19) Outbreak and is warranted due to the extraordinary challenges to U.S. defense trade and the health of the Defense Industrial Base as a result of the exceptional and undue hardships and risks to safety caused by the public health emergency related to COVID-19. This temporary reduction in certain fees is intended to help mitigate the economic impact of the COVID-19 public health emergency on U.S. Defense Industrial Base and takes into account the operational requirements of DDTC that the fees fund.
International Traffic in Arms Regulations: Notification of Temporary Suspension, Modification, or Exception to Regulations
The Department of State is issuing this document to inform the public of certain temporary suspensions, modifications, and exceptions for the durations described herein to several provisions of the International Traffic in Arms Regulations (ITAR). These actions are taken in order to ensure continuity of operations within the Directorate of Defense Trade Controls (DDTC) and among entities registered with DDTC pursuant to the ITAR during the current SARS-COV2 public health emergency.
Bureau of Oceans and International Environmental and Scientific Affairs; Annual Certification of Shrimp-Harvesting Nations
On April 24, 2020, Keith J. Krach, the Under Secretary of State for Economic Growth, Energy, and the Environment declared that wild-caught shrimp harvested in the following nations, particular fisheries of certain nations, and Hong Kong are eligible to enter the United States: Argentina, Australia (Northern Prawn Fishery, the Queensland East Coast Trawl Fishery, the Spencer Gulf, and the Torres Strait Prawn Fishery), the Bahamas, Belgium, Belize, Canada, Chile, Colombia, Costa Rica, Denmark, the Dominican Republic, Ecuador, El Salvador, Fiji, Finland, France (French Guiana), Gabon, Germany, Guatemala, Guyana, Honduras, Iceland, Ireland, Jamaica, Japan (shrimp baskets in Hokkaido), Republic of Korea (mosquito nets), Malaysia (Kelantan, Terengganu, Pahang, and Johor), Mexico, Netherlands, New Zealand, Nicaragua, Nigeria, Norway, Oman, Panama, Peru, Russia, Spain (Mediterranean red shrimp), Sri Lanka, Suriname, Sweden, the United Kingdom, and Uruguay. For nations, economies, and fisheries not listed above, only shrimp harvested from aquaculture is eligible to enter the United States. All shrimp imports into the United States must be accompanied by the DS-2031 Shrimp Exporter's/Importer's Declaration.

Notice of Public Teleconference Concerning the Use of Digital Sequence Information of Genetic Resources
The U.S. Department of State (DOS) invites submission of comments from the public, academia, industry, and other stakeholders on the topic of ``digital sequence information (DSI) on genetic resources,'' also known as genetic sequence data (GSD). The United States will use these comments to inform policy development and international messaging on GSD, particularly regarding the Convention on Biological Diversity (CBD) and the Nagoya Protocol. The Department will hold a public meeting and information session to discuss these issues, on May 14, 2020 at 10:00 a.m., by teleconference. This teleconference is in place of the postponed in-person public meeting on DSI originally scheduled for March 12, 2020 [Public Notice 11037].
Notice of Charter Renewal for the Cultural Property Advisory Committee
The Charter of the Department of State's Cultural Property Advisory Committee has been renewed for an additional two years. The Department of State has renewed the Charter of the Cultural Property Advisory Committee. The Committee was established by the Convention on Cultural Property Implementation Act of 1983, to provide recommendations regarding requests for assistance from foreign governments under the 1970 Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property. The Presidentially appointed members include individuals representing the interests of museums; experts in the fields of archaeology, anthropology, or related areas; experts in the international sale of archaeological, ethnological, and other cultural property; and individuals who represent the interests of the general public. The renewed Charter was filed with Congress on March 26.

The Department of State (the Department) proposes to revise its regulations of May 6, 2016, governing the availability to the public of information that is under the control of the Department. There have been changes in the law governing disclosure of such information, including the Freedom of Information Act Improvement Act of 2016. This proposed rule reflects changes in the FOIA and consequent changes in the Department's procedures since the last revision of the Department's regulations on public access to information.
