Notice is hereby given of the following determinations: I hereby determine that certain objects to be included in the exhibition ``The Gosford Wellhead: An Ancient Roman Masterpiece,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at The Metropolitan Museum of Art, New York, New York, from on or about June 1, 2020, until on or about February 14, 2021, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.

The State Department published a document in the Federal Register on February 20, 2020 concerning a planned public meeting on March 12, 2020. This document was published with the incorrect time for the meeting.

The Department of State and the Office of the United States Trade Representative (USTR) are providing notice that the parties to the United States-Colombia Trade Promotion Agreement (TPA) and the United States-Colombia Environmental Cooperation Agreement (ECA) intend to hold a meeting of the Environmental Affairs Council (the ``Council'') and a meeting of the Environmental Cooperation Commission (the ``Commission''). On March 24, the Council and Commission will meet in a closed government-to-government session to (1) review implementation of Chapter 18 (Environment Chapter), and discuss how parties are meeting their environment chapter obligations; (2) highlight environmental enforcement and achievements and share related lessons learned and best practices; (3) review the environmental cooperation program; and (4) receive a report from the Secretariat for Environmental Enforcement Matters. On March 25, the Council invites all interested persons to attend a public session on Chapter 18 implementation, beginning at 10:00 a.m., at the Ministry of Trade Annex, located at Calle 28 No. 13-22, 9th Floor (Palma Real Building), Bogot[aacute], Colombia. At the public session, the Council will welcome questions, input, and information about challenges and achievements in implementation of the Environment Chapter obligations and the related ECA. Please include your full name and identify any organization or group you represent. We are issuing this notice to announce the location, date, time, and agenda for the next meeting of the Cultural Property Advisory Committee. DATES: April 15, 2020, 9:00 a.m. to 5:00 p.m. (EST). On November 15, 2019, notice was published on page 62561 of the Federal Register (volume 84, number 221) of determinations pertaining to certain objects to be included in an exhibition entitled ``Malangatana: Mozambique Modern.'' Notice is hereby given of the following determinations: I hereby determine that certain additional objects to be included in the exhibition ``Malangatana: Mozambique Modern,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The additional objects are imported pursuant to a loan agreement with the foreign owner or custodian. I also determine that the exhibition or display of the additional exhibit objects at the Art Institute of Chicago, Chicago, Illinois, from on or about March 22, 2020, until on or about July 5, 2020, and at possible additional exhibitions or venues yet to be determined, is in the national interest. Following up on the success of the Space Enterprise Summit in June 2019, the U.S. Department of State seeks commercial space industry participation in a series of domestic and international events promoting space commerce as well as best practices for safety, sustainability, and emerging markets in outer space. These events and industry participation are in line with the President's Space Policy Directive-2 regarding Streamlining Regulations on Commercial Use of Space and Space Policy Directive-3 concerning National Space Traffic Management Policy.

In order to inform U.S. Government policy and international engagement, the U.S. Department of State (DOS) invites submission of comments from the public, academia, industry, and other stakeholders for an ongoing process under the Convention on Biological Diversity concerning the use of ``digital sequence information (DSI) on genetic resources,'' also known as genetic sequence data (GSD). The Department will hold a public meeting and information session to discuss these issues, on March 12, 2020.

The International Joint Commission is having a meeting and request public comment on recommendations by the International Red River Board (IRRB) on proposed nutrient concentration objectives and nutrient load targets for the Red River at the boundary between the United States and Canada. The U.S. Government seeks input from stakeholders and interested parties to help develop its proposals and positions for the U.S. Delegation regarding matters that will be addressed at the upcoming 2020 World Telecommunication Standardization Assembly (WTSA-2020) of the International Telecommunication Union (ITU), being held November 17-27, 2020 in Hyderabad, India. The results of this Notice and Request for Public Comment will be taken into account as the United States develops proposals and positions for WTSA-2020, a process which is being coordinated by the U.S. Department of State.

The Department of State will hold an information session regarding upcoming United Nations negotiations concerning marine biodiversity in areas beyond national jurisdiction.

The State Department published a document in the Federal Register on January 17, 2020, concerning the information collection submitted to the Office of Management and Budget (OMB) for approval. The document contained incorrect burden estimates.

Notice is hereby given of the following determinations: I hereby determine that certain objects to be exhibited in the exhibition ``Mesopotamia: Civilization Begins,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at The J. Paul Getty Museum at the Getty Villa, Pacific Palisades, California, from on or about March 18, 2020, until on or about July 27, 2020, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these determinations be published in the Federal Register.

The Department of State (the Department) amends the International Traffic in Arms Regulations (ITAR) to revise Categories Ifirearms, close assault weapons and combat shotguns, IIguns and armament, and IIIammunition/ordnance of the U.S. Munitions List (USML) to describe more precisely the articles that provide a critical military or intelligence advantage or, in the case of weapons, perform an inherently military function and thus warrant export and temporary import control on the USML. These revisions complete the initial review of the USML that the Department began in 2011. Items not subject to the ITAR or to the exclusive licensing jurisdiction of any other set of regulations are subject to the Export Administration Regulations.
