On May 31, 2017, in Kabul, Afghanistan, ten local guard contractors funded by the Department of State were killed in a vehicle- borne improvised explosive device attack while performing their security duties. The Department of State's Accountability Review Board Permanent Coordinating Committee reviewed the incident, determined that it involved loss of life related to a U.S. mission abroad, and recommended that the Secretary convene an Accountability Review Board to investigate the incident further. Pursuant to Section 301 of the Omnibus Diplomatic Security and Antiterrorism Act of 1986, as amended, Secretary of State Rex Tillerson has convened an Accountability Review Board to examine the facts and circumstances of the attacks and to report findings and recommendations as it deems appropriate, in keeping with its mandate. The Secretary has appointed Pamela E. Bridgewater, a retired U.S. Ambassador, as Chair of the Board. The other Board members are Ambassador (retired) Carol A. Rodley, Mr. Patrick R. Hayes, Mr. Lee R. Lohman, and Mr. Philip F. Reilly. They bring to their deliberations distinguished backgrounds in government service the Board will submit its conclusions and recommendations to Secretary Tillerson within 60 days of its first meeting, unless the Chair determines a need for additional time. Within the timeframes required by statute following receipt of the report, the Department will report to Congress on recommendations made by the Board. The Department of State (the Department) is the lead Federal agency for implementation of the 1993 Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption (the Convention), the Intercountry Adoption Act of 2000 (IAA), and the Intercountry Adoption Universal Accreditation Act of 2012 (UAA). Among other things, the IAA and UAA give the Secretary of State responsibility, by entering into agreements with one or more qualified entities and designating such entities as accrediting entities, for the accreditation of agencies and approval of persons to provide adoption services in intercountry adoptions. This notice is to inform the public that on July 28, 2017, the Department entered into an agreement with Intercountry Adoption Accreditation and Maintenance Entity, Inc. (IAAME), designating IAAME as an accrediting entity (AE) for five years. The text of the Memorandum of Agreement is included in its entirety at the end of this Notice.

International Joint Commission: Invites Public Comment on Review of Emergency Levels for Rainy and Namakan Lakes

The International Joint Commission (IJC) announced today that it is inviting public comment on Emergency Levels for Rainy and Namakan Lakes (also known as Rule Curves). Comments will be accepted at public hearings and by mail, email and on-line until September 1, 2017. Following receipt of the International Rainy and Namakan Lakes Rule Curves Study Board's final report in late June, the International Joint Commission will be holding public hearings in the basin on its own report. Draft Changes to the Rainy and Namakan Lakes Rule Curves for Public Comment. The Commission is considering proposed changes to its Orders of Approval for the emergency regulation of Rainy and Namakan Lakes that have been recommended by the Study.
