The Secretary of State, in consultation with the Secretary of the Treasury, the Director of National Intelligence, and the Administrator of the U.S. Agency for International Development, is publishing a notice stating that the Government of Sudan has sustained the positive actions that gave rise to Executive Order 13761 of January 13, 2017 (``Recognizing Positive Actions by the Government of Sudan and Providing for the Revocation of Certain Sudan-Related Sanctions''), as amended by Executive Order 13804 of July 11, 2017 (``Allowing Additional Time for Recognizing Positive Actions by the Government of Sudan and Amending Executive Order 13761''). The Secretary of State has also provided to the President a report required in Executive Order 13761, as amended. As a result, the criteria in section 12(b) of Executive Order 13761, as amended, have been fulfilled, making effective sections of that Executive Order that, among other things, revoke certain economic sanctions related to Sudan.

In accordance with the Federal Advisory Committee Act (FACA), the PEPFAR Scientific Advisory Board (hereinafter referred to as ``the Board'') will meet on Thursday, November 9, 2017 at 1800 G St. NW., Suite 10300, Washington, DC 20006. The meeting will last from 8:30 a.m. until approximately 5:00 p.m. and is open to the public. The meeting will be hosted by the Office of the U.S. Global AIDS Coordinator and Health Diplomacy, and led by Ambassador Deborah Birx, who leads implementation of the President's Emergency Plan for AIDS Relief (PEPFAR), and the Board Chair, Dr. Carlos del Rio. The Board serves the Global AIDS Coordinator in a solely advisory capacity concerning scientific, implementation, and policy issues that may influence the priorities and direction of PEPFAR evaluation and research, national and international epidemic control strategies and implementation activities, and the role of PEPFAR leadership in global response to the HIV epidemic. Topics for the meeting will include an overview of the Epidemic Control Team structure, the HIV prevention cascade, and new business and other updates. The public may attend this meeting as seating capacity allows. Admittance to the meeting will be by means of a pre-arranged clearance list. Ombudsperson Mechanism Records includes information about individuals who have submitted requests relating to national security access to data transmitted to the United States pursuant to the Privacy Shield Framework Ombudsperson Mechanism and any similar mechanism established between the United States and another country or countries. The system assists in the overall management of the request review process and the provision of responses thereto by facilitating accurate and up-to-date record keeping.
