Request for Information for the 2018 Trafficking in Persons Report
The Department of State (``the Department'') requests written information to assist in reporting on the degree to which the United States and foreign governments meet the minimum standards for the elimination of trafficking in persons (``minimum standards'') that are prescribed by the Trafficking Victims Protection Act of 2000, as amended (``TVPA''). This information will assist in the preparation of the Trafficking in Persons Report (``TIP Report'') that the Department submits annually to the U.S. Congress on government efforts to meet the minimum standards. Foreign governments that do not meet the minimum standards and are not making significant efforts to do so may be subject to restrictions on nonhumanitarian, nontrade-related foreign assistance from the United States, as defined by the TVPA. Submissions must be made in writing to the Office to Monitor and Combat Trafficking in Persons at the Department of State by January 31, 2018. Please refer to the Addresses, Scope of Interest, and Information Sought sections of this Notice for additional instructions on submission requirements.

Notice of Issuance of a Presidential Permit to the State of North Dakota
The Acting Assistant Secretary of State for Oceans and International Environmental and Scientific Affairs, acting pursuant to delegated authorities, issued a Presidential permit to the State of North Dakota on October 24, 2017, authorizing the State of North Dakota to construct, connect, operate, and maintain the existing POE border- crossing facilities at the U.S.-Canada border in Pembina County, North Dakota. In accordance with Executive Order 11432 (August 16, 1968) as amended, the Acting Assistant Secretary of State for Oceans and International Environmental and Scientific Affairs determined that issuance of this permit would serve the national interest.

Passports
This proposed rule provides various changes and updates to the Department of State passport rules. The proposed rule incorporates statutory passport denial and revocation requirements for certain convicted sex offenders. It notes that, notwithstanding the legal bases for denial or revocation of a passport, the Department may issue a passport for direct return to the United States. It sets out the Department's procedures for denying and cancelling Consular Reports of Birth Abroad. Finally, the proposed rule provides additional information relating to the conduct of review hearings.

L. 115-31), notice is hereby given that, on October 30, 2017, Secretary of State Rex Tillerson determined that it is in the national interest to make up to $5.5 million available from the Emergency Reserve Fund to respond to an emerging health threat that poses severe risks to human health in Madagascar and, if the outbreak spreads beyond Madagascar, in any newly affected countries.

Guidance on Specified Persons Under Section 231 of the Countering Russian Influence in Europe and Eurasia Act of 2017
The Department of State is issuing this guidance to specify the persons that are part of, or operate for or on behalf of, the defense and intelligence sectors of the Government of the Russian Federation. This guidance, including the list specifying persons, was developed through a robust interagency process and may be updated or amended as circumstances warrant. Applicable Dates: The specification of persons identified in this notice pursuant to the Act is applicable on December 4, 2017.

Notice of Availability of the Final Environmental Impact Statement for the Foreign Missions Center at the Former Walter Reed Army Medical Center, Washington, DC
The U.S. Department of State (DOS) announces the availability of the Final Environmental Impact Statement (FEIS) on the master plan for the long-term development of a Foreign Missions Center, under authorities of the Foreign Missions Act of 1982, on the site of the former Walter Reed Army Medical Center (WRAMC) in the District of Columbia. Actions evaluated in the master plan consist of assignment of federal land to foreign missions for the purpose of constructing and operating new chancery facilities. DOS has prepared this FEIS on Alternative 7 as its Selected Action Alternative for the master plan, consistent with the National Environmental Policy Act (NEPA) of 1969, as amended, regulations developed by the Council on Environmental Quality, and DOS regulations for implementing NEPA.

Defense Trade Advisory Group; Notice of Open Meeting
The Defense Trade Advisory Group (DTAG) originally scheduled an open session on Thursday, December 7, 2017 (See Federal Register/ Vol. 82, No. 212/November 3, 2017/Notices) however this session has been cancelled. The session has been rescheduled for February 1, 2018 from 1:00 p.m. until 5:00 p.m. at 1777 F Street NW., Washington, DC 20006. If you wish to attend this meeting, you must submit your registration for the February session even if you previously registered for the December session. Entry will begin at 12:30 p.m. The membership of this advisory committee consists of private sector defense trade representatives, appointed by the Assistant Secretary of State for Political-Military Affairs, who advise the Department on policies, regulations, and technical issues affecting defense trade. The purpose of the meeting will be to discuss current defense trade issues and topics for further study. The following agenda topics will be discussed and final reports presented: (1) One-Form electronic filing, review and discuss recommendations for making electronic filing more cost-effective and efficient for industry; (2) Identify key areas of concern with the proposed definition for defense services in 80 FR 31525 (June 3, 2015); (3) Review and provide feedback in accurately and effectively defining ``manufacturing'' and distinguishing it from other related activities like assembly, integration, installment and various services; and (4) Examine and discuss the current rules regarding the release of technical data to foreign dual-nationals and identify alternative options that sufficiently facilitate risk assessment and risk mitigation. Members of the public may attend this open session and will be permitted to participate in the discussion in accordance with the Chair's instructions. Members of the public may, if they wish, submit a brief statement to the committee in writing. As seating is limited to 125 persons, each member of the public or DTAG member that wishes to attend this plenary session should provide: his/her name and contact information such as email address and/or phone number and any request for reasonable accommodation to the DTAG Alternate Designated Federal Officer (DFO), Anthony Dearth, via email at DTAG@state.gov by COB Monday, January 22, 2018. The Acting Assistant Secretary of State for Oceans and International Environmental and Scientific Affairs, acting pursuant to delegated authorities, issued a Presidential permit to Enbridge Energy, Limited Partnership (``Enbridge'') on October 13, 2017, authorizing Enbridge to operate and maintain pipeline facilities at the U.S.-Canada border in Pembina County, North Dakota for the transportation of crude oil and other hydrocarbons. In accordance with Executive Order 13337 (April 30, 2004), the Acting Assistant Secretary determined that issuance of this permit would serve the national interest.
