The Department of State’s Accountability Review Board Permanent Coordinating Committee reviewed the incident, determined that it involved loss of life related to a U.S. mission abroad, and recommended that the Secretary convene an Accountability Review Board to investigate the incident further. Pursuant to Section 301 of the Omnibus Diplomatic Security and Antiterrorism Act of 1986, as amended, Secretary of State Rex Tillerson has convened an Accountability Review Board to examine the facts and circumstances of the attacks and to report findings and recommendations as it deems appropriate, in keeping with its mandate.
