On November 25, 2008, notice was published on page 71714 of the Federal Register (volume 73, number 228) of determinations made by the Department of State pertaining to the exhibition ``The Birth of Christianity: A Jewish Story.'' The referenced notice is corrected as to an additional object to be included in the exhibition. Meeting of the Joint Forum on Environmental Technical Cooperation (“Joint Forum”) Pursuant to the United States-Jordan Joint Statement on Environmental Technical Cooperation
The Department of State is providing notice that, as set forth in paragraph three of the United States-Jordan Joint Statement on Environmental Technical Cooperation (``Joint Statement''), the U.S. and Jordan will hold a meeting of the Joint Forum on Environmental and Technical Cooperation (``Joint Forum'') in Amman, Jordan, on March 3, 2009, at the Sheraton Amman Al Nabil Hotel & Towers, 5th Circle, P.O. Box 840064, Amman 11184. See below under SUPPLEMENTARY INFORMATION for additional details on the purpose of the meeting. During the meeting, the U.S. and Jordan will present information on cooperative environmental work they are undertaking pursuant to the Joint Statement, and will formally review and adopt a new 2008-2011 Work Program for implementing the Joint Statement. The entire meeting will be open to the public. The meeting will be conducted in English, and there will be no Arabic translation. The Department of State invites agencies, organizations, and members of the public to submit written comments or suggestions regarding agenda items. Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: EducationUSA Advising Coordination and Support Program
The Educational Information and Resources Branch in the Office of Global Educational Programs of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for up to five assistance awards to administer components of the Office's EducationUSA Advising Coordination and Support Program in Fiscal Year 2010. Public and private non-profit organizations or consortia of eligible organizations meeting the provisions described in Internal Revenue Code section 501(c)(3) may submit proposals to cooperate with the Bureau in the administration of the EducationUSA Advising Coordination and Support Program as noted below. To facilitate effective communication between ECA's Educational Information and Resources Branch (ECA/A/S/A) and the organizations cooperating on this program, award recipients must have a Washington, DC presence. Applicants who do not currently have a Washington, DC presence must include in their proposals a detailed plan for establishing such a presence by October 1, 2009. The costs related to establishing such a presence must be borne by the award recipient. No such costs may be included in the budget submission in this proposal. The award recipient must have e-mail capability, access to Internet resources, and the ability to exchange data electronically with all partners involved in the EducationUSA Advising Coordination and Support Program. The goal of this program is to increase student mobility between the United States and other countries by providing support to EducationUSA, the network of overseas educational advising centers affiliated with the Department of State. EducationUSA centers operate in a wide variety of institutional settings around the world, including binational Fulbright Commissions, Public Affairs Sections of U.S. Embassies, independent binational centers, foreign universities, and the overseas offices of U.S. non-government organizations. The support of the Bureau of Educational and Cultural Affairs for these centers varies by center and region, and ranges from support for educational resources and the professional development of advising staffs to, in a limited number of locations, direct support for office operations. In addition, all EducationUSA centers receive specialized, highly tailored advice from Bureau-supported regional and country educational advising coordinators who currently are based in fourteen locations in every world region. EducationUSA centers are catalysts for the enrollment in U.S. colleges and universities of students and scholars sponsored by the U.S. government and by other sponsors as well as students and scholars seeking U.S. study opportunities independently. The advising staffs at EducationUSA centers provide comprehensive, balanced advice about the complex range of higher educational opportunities in the United States to international students, parents, scholars, and foreign government officials. EducationUSA centers also assist U.S. institutions of higher education in their overseas outreach efforts. In addition, the EducationUSA network encourages study abroad by Americans and the development of study abroad opportunities by U.S. universities. Announcement of A Meeting of the International Telecommunication Advisory Committee
This notice announces a meeting of the International Telecommunication Advisory Committee (ITAC) to prepare for the ITU World Telecommunication Policy Forum. The ITAC will meet to begin preparation of advice for the U.S. government on the ITU World Telecommunication Policy Forum, which will be held from April 21-23, 2009 at the Lisbon Congress Center in Lisbon, Portugal. Preparations for the APECTEL meeting, April 13-18, 2009 in Singapore will also be discussed as well as recent developments in the ITU Telecommunication Standardization, Radiocommunication, and Telecommunication Development Sectors. Advisory Committee on Historical Diplomatic Documentation; Notice of Meeting

Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: Sports, Cultural, and Youth Visitor Program
The U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA) seeks an organization to assist the Office of Citizen Exchanges in the implementation of several short- term, high-visibility cultural, sports, and youth exchanges taking place during calendar year 2009 and 2010. Approximately 170 visitors (96 for sports, 32-48 for culture, and 30 for youth) from countries around the world will participate in approximately 13 separate exchange initiatives/projects (eight for sports, three for culture with multiple visitors for each initiative, and two for youth) in the United States designed to promote interaction between the foreign participants and their American peers.
New and Revised Conservation and Management Measures and Resolutions for Antarctic Marine Living Resources Under the Auspices of CCAMLR
At its Twenty-Seventh Meeting in Hobart, Tasmania, from October 27 to November 7, 2008, the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR), of which the United States is a member, adopted conservation and management measures and resolutions, pending countries' approval, pertaining to fishing in the CCAMLR Convention Area. All the measures were agreed upon in accordance with Article IX of the Convention for the Conservation of Antarctic Marine Living Resources (Convention). Measures adopted restrict overall catches of certain species of finfish, squid, krill and crabs, restrict fishing in certain areas, restrict use of certain fishing gear, specify implementation and inspection obligations supporting the Catch Documentation Scheme of Contracting Parties, promote compliance with CCAMLR measures by non-Contracting Party vessels, and require vessels engaged in bottom fishing to report data on benthic organisms recovered by their gear. This notice includes the full text of the new and revised conservation measures adopted at the Twenty-Seventh meeting of CCAMLR. This notice also includes a listing of conservation measures that carry over from last year without change. The full text of these measures was published in the Federal Register on January 29, 2007, except for Conservation Measures 10-04, 23-06, and 31-02 for which full text was published in the Federal Register on December 21, 2007. NMFS suggests that the public view these measures along with the measures contained in this Federal Register notice for a complete listing of all the measures adopted by CCAMLR at its recent meeting. The full text of all measures adopted by CCAMLR can be found on CCAMLR's Web site https://www.ccamlr.org. This notice, therefore, together with the U.S. regulations referenced under the Supplementary Information, provides a comprehensive register of all current U.S. obligations under CCAMLR.

The United States Department of State published a notice of intent in the Federal Register on January 28, 2009, (74 FR 5019) announcing its intent to prepare an environmental impact statement (EIS) for the proposed Keystone international pipeline project (the Keystone XL Project), which is designed to transport crude oil production from the Western Canadian Sedimentary Basin to existing markets in the Texas Gulf Coast area. The document contained the incorrect time for the public scoping meeting to be held in Faith, South Dakota on February 26, 2009. Correction: In the Federal Register of January 28, 2009, in FR Doc. Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: Youth Leadership Program With Iraq
The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs announces an open competition to design and implement a Youth Leadership Program with Iraq. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals for a grant that will support English- speaking high school students and adult participants from Iraq in a four-week U.S.-based exchange that explores civic education, leadership development, respect for diversity, and community involvement. The program will conclude with follow-on activities in the participants' home communities in which they apply the knowledge and skills acquired during the exchange experience.
Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: International Sports Programming Initiative
The Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs announces an open competition for the International Sports Programming Initiative. Public and private non- profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals for projects designed to reach out to youth and promote mutual understanding by increasing the professional capacity of those who design and manage youth sports programs in select countries in Africa, East Asia, the Near East and North Africa, South Central Asia, Europe, and the Western Hemisphere. The focus of all programs must be on reaching out to both male and female youth ages 8-18 and/or their coaches. Programs designed to train elite athletes or coaches will not be considered. For the purposes of this competition, eligible regions are Africa, Europe, East Asia, the Near East and North Africa, South and Central Asia and the Western Hemisphere. Eligible countries in each region are: Africa: Kenya, South Africa, Nigeria, Uganda, Ghana, Namibia, Senegal, and Mali; East Asia: China, Indonesia, Malaysia, Singapore, Philippines, Thailand and Vietnam; Near East and North Africa: Morocco, Tunisia, Libya, Egypt, Kuwait, Bahrain, Qatar, Saudi Arabia, and Oman; South and Central Asia: Kazakhstan, Tajikistan, Turkmenistan, Kyrgyzstan, India, Nepal, Sri Lanka, Maldives, and Bangladesh; Europe: Turkey and Armenia; and the Western Hemisphere: El Salvador, Panama, Honduras, Jamaica, Dominican Republic, Trinidad and Tobago, and Brazil. Proposals may address multiple countries but they must be from the same region. Proposals for countries that are not designated in the RFGP or that address more than one region will be deemed technically ineligible and will receive no further consideration in the review process.

The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at the Neue Galerie, New York, NY, from on or about February 26, 2009, until on or about June 29, 2009, and at possible additional exhibitions or venues yet to be determined, is in the national interest.
