Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236 of October 19, 1999, as amended, and Delegation of Authority No. 257 of April 15, 2003 [68 FR 19875], I hereby determine that the objects to be included in the exhibition ``Wine, Worship and Sacrifice: The Golden Graves of Ancient Vani,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign owner or custodian. The objects were originally exhibited in the United States in 2007 and 2008, went on to an international tour, and are now returning. I also determine that the exhibition or display of the exhibit objects at the Getty Villa, Los Angeles, CA, from on or about July 16, 2009, until on or about October 5, 2009, and at possible additional exhibitions or venues yet to be determined, is in the national interest. The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs announces an open competition for two Youth Leadership Programs, one for 21 exchange participants from three countries in South Asia (Nepal, Sri Lanka, and the Maldives) and one for 50-60 participants from countries in Southeast Asia that are members of the Association of South East Asian Nations (Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam). Public and private non- profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to conduct 25-day U.S.-based exchanges program for high school students and teachers from one of these regions. The activities will focus on civic education, leadership, diversity, and community activism, which will prepare participants to conduct projects at home that serve a community need.

The Department of State hereby gives notice that, on March 16, 2009, it received from the chairman of the Anzalduas Bridge Board, acting on behalf of the mayors of McAllen, Hidalgo, and Mission, Texas, a request to amend the Presidential permit that the Department issued in 1999 for the Anzalduas international bridge on the U.S.-Mexico border near McAllen, Texas and Reynosa, Tamaulipas, Mexico. The permittee proposes the removal of article 17 of the permit. Article 17 states that ``[t]he permittee shall limit the initial hours of operation of the Anzalduas International Crossing to twelve hours per day, seven days per week for vehicular traffic.''

The United States Department of State published a Notice of Intent in the Federal Register on January 28, 2009 (74 FR 5019), announcing its intent to prepare an environmental impact statement (EIS) for the proposed Keystone international pipeline project (the Keystone XL Project), which is designed to transport crude oil production from the Western Canadian Sedimentary Basin to existing markets in the Texas Gulf Coast area. The document contained a schedule for the public scoping meetings. Due to hazardous weather conditions, two of the scheduled public scoping meetings on February 26, 2009 in Faith and Buffalo, South Dakota were canceled. These two meetings have been rescheduled.

The Department of State and the Office of the United States Trade Representative (USTR) are providing notice that, as set forth in Chapter 17 (Environment) of the Dominican Republic-Central America- United States Free Trade Agreement (CAFTA-DR), the CAFTA-DR governments intend to hold the fourth meeting of the Environmental Affairs Council (the ``Council'') in San Jose, Costa Rica on March 10, 2009. The Council will hold an information session for members of the public on March 10, 2009, from 2-4 p.m. in the Ramada Herradura Hotel, facing the General Ca[ntilde]as Highway, five kilometers south of the Juan Santamaria International Airport. The purpose of the Council meetings is detailed below under SUPPLEMENTARY INFORMATION. The meeting agenda will include a review of issues concerning implementation of the Environment Chapter, review and formal adoption of Working Procedures and a Public Outreach Plan for the Secretariat for Environmental Matters Under the CAFTA-DR (``Secretariat''), appointment of a new General Coordinator for the Secretariat, and presentations of various accomplishments under the CAFTA-DR Environmental Cooperation Program.
