Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: Youth Leadership Programs for Indonesia and the Philippines
The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs announces an open competition for two Youth Leadership Programs: One with Indonesia and one with the Philippines. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to recruit and select youth and adult participants overseas and to provide the participants with a U.S.-based exchange project focused on civic education, leadership, conflict resolution, tolerance and respect for diversity, and/or community activism.
Title: Summer Work/Travel 12-month Pilot Program
The Department hereby announces its intent to investigate the possible adoption of a pilot program that will provide foreign university students an opportunity to work and travel in the United States for up to 12 months. The Conference Report (H. Rep. 108-792) that accompanied The Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriation Act, 2005, H.R. 4818, Public Law 108-447, incorporated by reference certain language set forth in S. Notice of Renewal for the Charter of the Secretary of State's Advisory Committee on Leadership and Management Under the Name of the Secretary of State's Advisory Committee on Transformational Diplomacy
Pursuant to Section 9(a) of the Federal Advisory Committee Act (Pub. L. 92-463) and under the general authority of the Secretary and the Department of State, as derived from the President's constitutional authority and as set forth in sections 2656 and 2651a of Title 22 of the United States Code and other relevant statutes, this notice announces the renewal of the Secretary of State's Advisory Committee on Leadership and Management and amends the title as the Secretary of State's Advisory Committee on Transformational Diplomacy. The Advisory Committee was created as a vehicle to address leadership and management issues pertaining to transformational diplomacy as they arise and not in response to a specific issue or pending concern. Members of the Advisory Committee may include former senior U.S. government officials and members of Congress and representatives of corporations, not-for-profit non-governmental organizations, professional associations, public policy or academic institutions, and other experts as needed. All meetings of this Committee will be published ahead of time in the Federal Register. Additionally, the establishment of the Secretary of State's Advisory Committee on Transformational Diplomacy is essential to the conduct of Department of State business, and is in the public interest. Announcement of Meetings of the International Telecommunication Advisory Committee

Advisory Committee on Historical Diplomatic Documentation; Notice of Meeting
The Advisory Committee on Historical Diplomatic Documentation will meet in the Department of State, 2201 ``C'' Street NW., Washington, DC, March 6-7, 2006, in Conference Room 1406. Prior notification and a valid government-issued photo ID (such as driver's license, passport, U.S. government or military ID) are required for entrance into the building. Intercountry Adoption-Preservation of Convention Records
This rule finalizes the proposed rule published on September 15, 2003 to implement the records preservation requirements of the 1993 Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption (the Convention) and the Intercountry Adoption Act of 2000 (the IAA). The IAA requires that the Department of State (the Department) issue rules to govern the preservation of Convention records held by the Department and the Department of Homeland Security (DHS). This final rule is the same as the proposed rule, except for non-substantive technical corrections. It requires the Department and DHS to maintain Convention records for 75 years and defines the term Convention record.
Hague Convention on Intercountry Adoption; Intercountry Adoption Act of 2000; Accreditation of Agencies; Approval of Persons
The Department of State (the Department) is issuing a final rule on the accreditation and approval of agencies and persons in accordance with the 1993 Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption (the Convention) and the Intercountry Adoption Act of 2000 (the IAA), after review of public comments received in response to the Department's September 15, 2003 issuance of a proposed rule. The Convention and the IAA generally require that agencies and persons be accredited or approved to provide adoption services for intercountry adoptions when both countries involved are parties to the Convention, and the IAA requires that the Department designate one or more qualified accrediting entities to accredit and approve agencies and persons. Today's new action establishes the accreditation and approval standards for agencies and persons that accrediting entities will use; establishes requirements applicable to potential accrediting entities; and establishes a framework for the Department's oversight of accrediting entities, agencies, and persons. This action is a necessary step toward bringing the Convention into force for the United States.

Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: Two Summer Institutes for European Student Leaders
The Office of Academic Exchange Programs, European and Eurasian Programs Branch (ECA/A/E/EUR) announces an open competition for two separate Summer Institutes for European Student Leaders. Accredited, post-secondary educational institutions in the United States may submit proposals for two six-week summer institutes, which will be similar in content, but differ in terms of the language abilities of the participants. The participants in one institute will have a high fluency level in English, and the participants in the other institute will have mid-level language abilities. Each institute will begin with English language instruction appropriate to the participants and then offer a core program that promotes leadership development and civic engagement through courses that will be valuable to the participants in future academic and work careers. Each institute will host up to 20 participants from Denmark, France, Germany, Netherlands, Spain, and United Kingdom who are either recent high school graduates enrolled in universities for the fall 2006 or first and second year undergraduate students. Participants will be between 17 and 23 years of age. The Bureau of Educational and Cultural Affairs (ECA) anticipates awarding two separate assistance awards to support these two programs. Organizations may submit separate proposals for each program. However, ECA will award no more than one grant to administer a Summer Institute per U.S. institution.
Bureau of Educational and Cultural Affairs; U.S. Summer Institutes for Pakistani Undergraduate Students
The Near East/South Asia Branch, Office of Academic Exchange Programs, Bureau of Educational and Cultural Affairs, announces an open competition for public and private non-profit organizations to develop and implement the U.S. Summer Institutes for Pakistani Undergraduate Students, to take place in the U.S. during the summer of 2006. The Bureau anticipates awarding two separate assistance awards to support two institutes for Pakistani undergraduate students. Each institute is intended to provide a minimum of 15-20 highly motivated second- and third-year undergraduate students from Pakistan with a six-week academic seminar, including a two-week U.S. travel component that will give the participants a deeper understanding of the program themes.

The Advisory Committee's study group on secured finance will hold a meeting in New York City on February 27 from 10 a.m. until 2 p.m. EST to review proposed recommendations for legislative reform on secured finance law under consideration by the United Nations Commission on International Trade Law (UNCITRAL). Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: Summer Institute for German Student Leaders in Education
The Office of Academic Exchange Programs, European and Eurasian Programs Branch (ECA/A/E/EUR), announces an open competition for a Summer Institute for German Student Leaders in Education. Accredited U.S. post-secondary educational institutions may submit proposals to provide a six-week integrated and uniquely designed program that offers intensive English and focuses on pedagogy and U.S. and cultural studies for one group of up to ten (10) German advanced undergraduate students in education, representing diverse sectors, particularly immigrant populations, from multiple German universities. The Bureau of Educational and Cultural Affairs (the Bureau) anticipates providing one assistance award to support this program.
Au Pair Exchange Programs
The Department of State (Department) is proposing the amendment of its existing au pair regulations under the Exchange Visitor Program (J-1 visa) to permit designated au pair sponsors to request a one-time extension of six, nine or 12 months beyond an au pair participant's original 12-month program (the maximum duration of program participation).

Notice is hereby given that the Department of State has imposed statutory debarment pursuant to Section 127.7(c) of the International Traffic in Arms Regulations (``ITAR'') (22 CFR parts 120 to 130) on persons convicted of violating or conspiring to violate Section 38 of the Arms Export Control Act (``AECA'') (22 U.S.C. 2778).
