Requirements for DOL Agencies' Assessment of Occupational Health Risks
The Department of Labor (``Department'' or ``DOL'') is withdrawing its proposed rule governing DOL agencies' assessment of occupational health risks. The proposed rule sought to compile Department procedures related to risk assessment into a single regulation and included new requirements aimed at establishing consistent procedures intended to promote greater public input and awareness of the Department's health rulemakings.
Hazard Communication Standard; Extension of the Office of Management and Budget's (OMB) Approval of Information Collection (Paperwork) Requirements
OSHA solicits comments concerning its proposal to extend OMB approval of the information collection requirements contained in the Hazard Communication Standard (29 CFR 1910.1200; 1915.1200; 1917.28; 1918.90; 1926.59; and 1928.21).

This document contains a notice of pendency before the Department of Labor (the Department) of a proposed amendment to PTE 96- 22 and PTE 2002-19, Underwriter Exemptions.\1\ The Underwriter Exemptions are individual exemptions that provide relief for the origination and operation of certain asset pool investment trusts and the acquisition, holding and disposition by employee benefit plans (Plans) of certain asset-backed pass-through certificates representing undivided interests in those investment trusts. The proposed amendment to PTE 96-22 and PTE 2002-19, if granted, would provide a six-month period to resolve certain affiliations, as a result of the Wells Fargo & Company (WFC) acquisition of Wachovia, between Wells Fargo Bank, N.A. (Wells Fargo) the Trustee, and Wachovia as members of the Restricted Group, as those terms are defined in the Underwriter Exemptions (the Proposed Amendment). The Proposed Amendment, if granted, would affect the participants and beneficiaries of the Plans participating in such transactions and the fiduciaries with respect to such Plans.
Comment Request for Proposed Information Collection for Reporting and Performance Standards System for the Migrant and Seasonal Farmworker Program Under Title I, Section 167 of the Workforce Investment Act of 1998, Extension without Change (OMB No. 1205-0425)

Announcement of Public Briefings on Using the New H-2B Temporary Labor Certification Process for Occupations Other Than Agriculture or Registered Nursing
The Office of Foreign Labor Certification (OFLC) in the Department of Labor's Employment & Training Administration (ETA) has recently re-engineered several of its programs, including the H-2B temporary nonagricultural program. In addition, the Department's Wage and Hour Division (WHD) of the Employment Standards Administration (ESA) has amended contractual obligations applicable to employers of workers subject to Sections 101, 103 and 214(c) of the Immigration and Nationality Act (INA).

Currently, the Employment and Training Administration is soliciting comments concerning the collection of data about the Senior Community Service Employment Program (SCSEP) and Indian and Native American Program (INAP), expiring October 31, 2009. The comments concern the fact that in February of 2009, SCSEP and INAP received additional funds authorized by Title VIII of section A of the American Recovery and Reinvestment Act (ARRA). This notice utilizes standard clearance procedures in accordance with the Paperwork Reduction Act of 1995 and 5 CFR 1320.12. This information collection follows an emergency review that was conducted in accordance with the Paperwork Reduction Act of 1995 and 5 CFR 1320.13. The submission for OMB emergency review was published in the Federal Register on March 26, 2009, see 74 FR 13230. OMB approved the emergency clearance on April 13, 2009. Federal Advisory Council on Occupational Safety and Health (FACOSH)
The Federal Advisory Council on Occupational Safety and Health (FACOSH) will hold a special meeting on September 15, 2009, in Washington, DC, to review a draft report from the FACOSH Emerging Issues Workgroup on activities related to Federal agency pandemic-H1N1 influenza preparedness planning for the Federal workforce.
