Marine Terminals Standards and Safety and Health Regulations for Longshoring; Extension of the Office of Management and Budget's (OMB) Approval of Information Collection (Paperwork) Requirements
OSHA solicits public comment concerning its request for an extension of the information collection requirements contained in the Standards on Marine Terminals (29 CFR part 1917) and Safety and Health Regulations for Longshoring (29 CFR part 1918).
Proposed Extension of Information Collection; Comment Request ERISA Technical Release 91-1
The Department of Labor, as part of its continuing effort to reduce paperwork and respondent burden, conducts a preclearance consultation program to provide the general public and Federal agencies with an opportunity to comment on proposed and continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA 95) (44 U.S.C. 3506(c)(2)(A)). This program helps to ensure that the data the Department gathers can be provided in the desired format, that the reporting burden on the public (time and financial resources) is minimized, that the public understands the Department's collection instruments, and that the Department can accurately assess the impact of collection requirements on respondents. Currently, the Employee Benefits Security Administration (EBSA) is soliciting comments concerning an extension of the information collections in ERISA Technical Release 91-1, issued in 1991. Technical Release 91-1 provides guidance on permitted transfers of excess assets from a defined benefit pension plan to a retiree health benefits account under provisions of the Internal Revenue Code (the Code) and the Employee Retirement Income Security Act of 1974 (ERISA). DOL Partnerships for Compliance Assistance Program (PCAP) and Request for Applications for Partnerships
This notice announces an opportunity for partnerships and the re-opening of the DOL Partnerships for Compliance Assistance Program (PCAP). The primary goal of these partnerships is to better inform businesses and workers, through nonprofit third-party membership organizations, of the compliance assistance tools and resources the Department has available to help them comply with its laws and regulations. Letters of interest from nonprofit third-party membership organizations should contain information identifying the organization, including Web site URL and promotional literature describing their mission/purpose statement and constituent information; ideas on how a DOL partnership benefits the organization's constituents, members or stakeholders; and a contact person's name, title, address and telephone number. Letters of interest in PCAP should also identify the documents in the submission that should be kept confidential (e.g., due to copyright concerns).
Nationally Recognized Testing Laboratories; Supplier's Declaration of Conformity

Adoption of Amendment to Prohibited Transaction Exemption (PTE) 99-29 Involving Bankers Trust Company, Deutsche Bank Trust Company Americas (DBTCA), and Deutsche Bank, AG
This document contains an amendment to PTE 99-29 (64 FR 40623, July 27, 1999), an exemption granted to Bankers Trust Company. PTE 99- 29 permits DBTCA (formerly known as Banker's Trust Company) to continue to function as a qualified professional asset manager (QPAM) under PTE 84-14 (49 FR 9494, March 13, 1994). The amendment affects participants and beneficiaries and fiduciaries of employee benefit plans to which DBTCA served as custodian.
Fees for Testing, Evaluation, and Approval of Mining Products
On August 9, 2005, we issued a direct final rule amending our regulations to reflect changes in policies and procedures for administering fees for testing, evaluation, and approval of equipment and materials manufactured for use in the mining industry. The direct final rule had an effective date of November 7, 2005, provided we did not receive significant adverse comments. Concurrent with the direct final rule's publication in the Federal Register, we published a separate, identical proposed rule to speed notice and comment rulemaking in the event we received significant adverse comments which required the withdrawal of the direct final rule. One interested party submitted a comment to us regarding this rulemaking. The comment raises an issue beyond the scope of the rulemaking, and we do not consider the comment to be a ``significant adverse comment.'' Therefore, this notice confirms the effective date of the direct final rule.
