The Coast Guard has issued a temporary deviation from the operating schedule that governs the Amtrak Spuyten Duyvil Bridge across the Harlem River at mile 7.9, at New York City, New York. The deviation is necessary to facilitate repairs to the miter rails at the bridge. This temporary deviation authorizes the bridge to remain in the closed position for seven hours.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Steel Bridge across the Willamette River, mile 12.1, at Portland, Oregon. This deviation is necessary to accommodate the Rose Festival Rock N Roll Half Marathon. This deviation allows the upper deck of the Steel Bridge to remain in the closed position to allow for the safe movement of event participants.

The Coast Guard seeks applications for membership on the National Boating Safety Advisory Council (NBSAC). This Council advises the Coast Guard on recreational boating safety regulations and other major boating safety matters.

The Coast Guard is establishing special local regulations during the ``2014 Ocean City Air Show,'' a marine event to be held above the waters of the Atlantic Ocean during June 12-15, 2014. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to temporarily restrict vessel traffic in a portion of the Atlantic Ocean in the vicinity of Ocean City, MD during the event.

The Coast Guard will enforce the safety zone for the Crescent City Fourth of July Fireworks display in the Captain of the Port, San Francisco area of responsibility during the dates and times noted below. This action is necessary to protect life and property of the maritime public from the hazards associated with the fireworks display. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or anchoring in the safety zone, unless authorized by the Patrol Commander (PATCOM).

The Coast Guard will enforce the Spangler Event Productions firework display safety zone on May 17, 2014. This marine event occurs on the navigable waters of San Diego Bay, immediately to the west of the USS MIDWAY, in San Diego, California. This action is necessary to provide for the safety of the participants, crew, spectators, safety vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering into, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.

In compliance with the Paperwork Reduction Act of 1995 the U.S. Coast Guard is forwarding Information Collection Requests (ICRs), abstracted below, to the Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA), requesting approval of an extension to the following collection of information: 1625-0062, Approval of Alterations to Marine Portable Tanks; Approval of Non- Specification Portable Tanks. Review and comments by OIRA ensure we only impose paperwork burdens commensurate with our performance of duties.

This action is necessary to protect life and property of the maritime public from the hazards associated with the fireworks display. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or anchoring in the safety zone, unless authorized by the Patrol Commander (PATCOM).

The Coast Guard will enforce the Big Bay Boom Fourth of July Fireworks safety zones on July 4, 2014. This recurring marine event occurs on the navigable waters of San Diego Bay in San Diego, California. This action is necessary to provide for the safety of the participants, crew, spectators, safety vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering into, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.

The Coast Guard will enforce the safety zone for the Fourth of July Fireworks display in the Captain of the Port, San Francisco area of responsibility during the dates and times noted below. This action is necessary to protect the life and property of the maritime public from the hazards associated with the fireworks display. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or anchoring in the safety zone, unless authorized by the Patrol Commander (PATCOM).

The Coast Guard will enforce various safety zones within the Captain of the Port New York Zone on the specified dates and times. This action is necessary to ensure the safety of vessels and spectators from hazards associated with fireworks displays. During the enforcement period, no person or vessel may enter the safety zones without permission of the Captain of the Port (COTP).

The Coast Guard is establishing a safety zone on the navigable waters of Gerritsen Inlet surrounding the Belt Parkway Bridge. This rule will allow the Coast Guard to prohibit all vessel traffic through the safety zone during bridge replacement operations, both planned and unforeseen, that could pose an imminent hazard to persons and vessels operating in the area. This rule is necessary to provide for the safety of life in the safety zone during the construction of the Belt Parkway Bridge.

The Coast Guard will enforce the Special Local Regulation for the biennial Newport to Bermuda Regatta, Narragansett Bay, Rhode Island, from 9 a.m. to 4:30 p.m. on Friday, June 20, 2014. During the enforcement period, no person or vessel may enter or remain in the regulated area except for participants in the event, supporting personnel, vessels registered with the event organizer, and personnel or vessels authorized by the Coast Guard on-scene patrol commander.

The Coast Guard seeks public comment on a petition that requests the Coast Guard to initiate a rulemaking to address mariner occupational health and safety. In the attachments to its petition, which asserts that the Coast Guard has failed to provide adequate workplace safety and health measures to protect limited tonnage merchant mariners, the National Mariner's Association has identified several safety and occupational health issues that are not currently addressed under the jurisdiction of the Coast Guard. The Coast Guard will consider all comments received in response to this notice in determining whether or not to initiate the requested rulemaking.

The Coast Guard is establishing a temporary safety zone in the navigable waters of the San Francisco Bay near Point Tiburon in support of the Town of Tiburon's 50th Anniversary Fireworks celebration on May 30, 2014. This safety zone is established to ensure the safety of participants and spectators from the dangers associated with pyrotechnics. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone without permission of the Captain of the Port or their designated representative.

The Coast Guard is establishing a special local regulation on the Indian River located northeast of Ernest F. Lyons Bridge and south of Joes Cove, in Stuart, Florida during the Stuart Sailfish Regatta, a series of high-speed boat races. The Stuart Sailfish Regatta will take place from May 16 through May 18, 2014. Approximately 120 high-speed power boats will be participating in the event. It is anticipated that at least 100 spectator vessels will be present during the event. This special local regulation is necessary for the safety of race participants, participant vessels, spectators, and the general public during the event. The special local regulation will establish the following three areas: A race area, where all persons and vessels, except those participating in the high-speed boat races, are prohibited from entering, transiting through, anchoring in, or remaining within; a buffer zone around the race area, where all persons and vessels, except those persons and vessels enforcing the buffer zone, or authorized participants or vessels transiting to the race area, are prohibited from entering, transiting through, anchoring in, or remaining within; and a spectator area, where all persons are prohibited from entering the water or swimming in the designated area.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Witt-Penn (Rt-7) Bridge across the Hackensack River at mile 3.1, at Jersey City, New Jersey. The deviation is necessary to facilitate replacement of the safety barrier gates at the bridge. This temporary deviation authorizes the bridge to remain in the closed position for five days.

The Coast Guard will enforce the Sea World San Diego 2014 Firework safety zone on May 24 through May 26, May 31, June 1, June 7, June 8, June 13 through June 30, July 1 through July 31, August 1 through August 17, August 22 through August 24, August 29 through August 31, September 1 and September 6, 2014. These recurring annual summer firework display events occur on the navigable waters of Mission Bay in San Diego, California. This action is necessary to provide for the safety of the marine event crew, spectators, safety vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering into, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.

The Coast Guard is removing the existing drawbridge operation regulation for the First Street Bridge across the Elizabeth River at mile 0.4, at Elizabeth, New Jersey. The drawbridge was converted to a fixed bridge in July 2010, and the operating regulation is no longer necessary.

The Coast Guard proposes to amend its safety zones regulations for annually reoccurring firework displays and marine events within the Captain of the Port Zone Buffalo. The safety zones that would be amended or established by this proposed rulemaking are necessary to protect the surrounding public, spectators, participants, and vessels from the hazards associated with fireworks displays, hydroplane boat races, and other events of a similar nature posing a potential hazard to the safety of life and property on the navigable waters. This proposed rule is intended to restrict vessels from designated areas on navigable waterways during these events.

The Coast Guard has issued a temporary deviation from the regulation governing the operation of the SR 46 (St. Claude Avenue) bridge across the Inner Harbor Navigation Canal, mile 0.5 (GIWW mile 6.2 East of Harvey Lock) in New Orleans, Orleans Parish, Louisiana. This deviation provides for the bridge to remain closed to navigation for 24 consecutive hours within an eight day window of opportunity to conduct scheduled maintenance to the drawbridge.

The Coast Guard is establishing a temporary safety zone encompassing certain waters of the Patapsco River. This action is necessary to provide for the safety of life on navigable waters during a fireworks display launched from a barge located adjacent to the East Channel of Northwest Harbor at Baltimore, MD on May 8, 2014. This safety zone is intended to protect the maritime public in a portion of the Patapsco River.

The Coast Guard proposes to modify the operating schedule that governs the General Edwards SR1A Bridge across the Saugus River at mile 1.7, between Revere and Lynn, Massachusetts. The bridge owner, Massachusetts Department of Transportation, submitted a request to require a two-hour advance notice for bridge openings at all times based upon infrequent requests to open the draw during past years. It is expected that this change to the regulation will create efficiency in drawbridge operations while continuing to meet the reasonable needs of navigation.

The Coast Guard is establishing a temporary safety zone for all waters of the Ohio River, beginning at mile marker 803.5 and ending at mile marker 804.5. This safety zone is necessary to provide safety for recreational boaters that will be spectators at the Henderson Breakfast Lions Club Tri Fest fireworks. Commercial vessels are prohibited from entering into this area and all vessels are prohibited from entering into the area between mile markers 803.5 and 804.5 unless specifically authorized by the Captain of the Port (COTP) Ohio Valley or designated representative.

The Coast Guard proposes to establish a temporary safety zone on the navigable waters of Narrow Bay near Smith Point Park in Mastic Beach, NY for the swim event associated with the Smith Point Triathlon. The safety zone will provide protective measures for the event participants and the maritime public from the hazards associated with vessels operating in close proximity to the swim event. Entering into, transiting through, remaining, anchoring or mooring within this regulated area would be prohibited unless authorized by the Captain of the Port (COTP) Sector Long Island Sound.
