AGENCY:
ACTION:
The Coast Guard has issued a
temporary deviation from the operating
schedule that governs the Amtrak
Spuyten Duyvil Bridge across the
Harlem River at mile 7.9, at New York
City, New York. The deviation is
necessary to facilitate repairs to the
miter rails at the bridge. This temporary
deviation authorizes the bridge to
remain in the closed position for seven
hours.
DATES: This deviation is effective from
11 p.m. on June 6, 2014 through 6 a.m.
on June 7, 2014.

SUPPLEMENTARY INFORMATION: The
Amtrak Spuyten Duyvil Bridge across
the Harlem River at mile 7.9, at New
York City, New York, has a vertical
clearance in the closed position of 5 feet
at mean high water and 9 feet at mean
low water. The existing drawbridge

operation regulations are listed at 33
CFR 117.789(d). The waterway users are
seasonal recreational vessels and
commercial vessels of various sizes.
The owner of the bridge, Amtrak,
requested a temporary deviation from
the operating schedule to facilitate
replacement of the miter rails at the
bridge.
Under this temporary deviation the
Amtrak Spuyten Duyvil Bridge may
remain in the closed position from 11
p.m. on June 6, 2014 through 6 a.m. on
June 7, 2014. Vessels that can pass
under the bridge in the closed position
may do so at any time. There are no
alternate routes for vessel traffic. The
bridge could be opened in an emergency
situation.
The Coast Guard will also inform the
users of the waterways through our
Local and Broadcast Notice to Mariners
of the change in operating schedule for
the bridge so that vessels can arrange
their transits to minimize any impact
caused by the temporary deviation.
In accordance with 33 CFR 117.35(e),
the drawbridge must return to its regular
operating schedule immediately at the
end of the effective period of this
temporary deviation. This deviation
from the operating regulations is
authorized under 33 CFR 117.35.

AGENCY:
ACTION:
The Coast Guard will enforce
the safety zone for the Crescent City
Fourth of July Fireworks display in the
Captain of the Port, San Francisco area
of responsibility during the dates and
times noted below. This action is
necessary to protect life and property of
the maritime public from the hazards
associated with the fireworks display.
During the enforcement period,
unauthorized persons or vessels are
prohibited from entering into, transiting

through, or anchoring in the safety zone,
unless authorized by the Patrol
Commander (PATCOM).
The regulations in 33 CFR
165.1191, Table 1, Item number 4 will
be enforced from 9:30 p.m. to 10 p.m.
on July 4, 2014.

The Coast
Guard will enforce the safety zone
established in 33 CFR 165.1191, Table 1,
Item number 4 on July 4, 2014. Upon
commencement of the 30 minute
fireworks display, scheduled to begin at
9:30 p.m. on July 4, 2014, the safety
zone will encompass the navigable
waters surrounding the land based
launch site on the West Jetty of Crescent
City Harbor within a radius of 700 feet
in approximate position 41°44′41″ N,
124°11′59″ W (NAD 83) for the Fourth
of July Fireworks, Crescent City in 33
CFR 165.1191, Table 1, Item number 4.
Upon the conclusion of the fireworks
display the safety zone shall terminate.
This safety zone will be in effect from
9:30 p.m. to 10 p.m. on July 4, 2014.
Under the provisions of 33 CFR
165.1191, unauthorized persons or
vessels are prohibited from entering
into, transiting through, or anchoring in
the safety zone during all applicable
effective dates and times, unless
authorized to do so by the PATCOM.
Additionally, each person who receives
notice of a lawful order or direction
issued by an official patrol vessel shall
obey the order or direction. The
PATCOM is empowered to forbid entry
into and control the regulated area. The
PATCOM shall be designated by the
Commander, Coast Guard Sector San
Francisco. The PATCOM may, upon
request, allow the transit of commercial
vessels through regulated areas when it
is safe to do so.
This notice is issued under authority
of 33 CFR 165.1191 and 5 U.S.C. 552(a).
In addition to this notice in the Federal
Register, the Coast Guard will provide
the maritime community with extensive
advance notification of the safety zone
and its enforcement period via the Local
Notice to Mariners.
If the Captain of the Port determines
that the regulated area need not be
enforced for the full duration stated in
this notice, a Broadcast Notice to
Mariners may be used to grant general
permission to enter the regulated area.
