Fire Safety of Small Passenger Vessels
The Coast Guard is issuing an interim rule as the first step to implementing the statutorily mandated requirements for fire safety on certain covered small passenger vessels. This statutory mandate is in response to the fire and loss of life on the dive boat CONCEPTION off the coast of California on September 2, 2019. This interim rule adds additional fire safety requirements for small passenger vessels, including fire detection and suppression systems, avenues of escape, egress drills, crew firefighting training, watchmen monitoring devices, and the handling of flammable items such as rechargeable batteries.
Safety Zone; Corpus Christi Ship Channel, Mile Markers 19 and 20, Victoria, TX
The Coast Guard is establishing a temporary safety zone for all navigable waters of the Corpus Christi Ship Channel, between mile markers 19 and 20. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by pipelines that will be removed from the floor of the Corpus Christi Ship Channel. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Corpus Christi or a designated representative.
National Boating Safety Advisory Committee; January 2022 Teleconference
The National Boating Safety Advisory Committee (Committee) will meet via teleconference to discuss matters relating to recreational boating safety. This meeting will be open to the public.
Updates to Marine Engineering Standards
The Coast Guard is extending the comment period by 45 days for the notice of proposed rulemaking, ``Updates to Marine Engineering Standards,'' published on October 19, 2021, which proposes to incorporate by reference updated marine engineering standards and eliminate outdated or unnecessarily prescriptive regulations. We are extending the comment period to allow the public more time to comment on the proposed rulemaking. The comment period is now open through February 3, 2022.
Safety Zone; Potomac River, Between Charles County, MD and King George County, VA
The Coast Guard is establishing a temporary safety zone for certain waters of the Potomac River. This action is necessary to provide for the safety of persons, and the marine environment from the potential safety hazards associated with construction operations at the new Governor Harry W. Nice/Senator Thomas ``Mac'' Middleton Memorial (US-301) Bridge, which will occur from 7 a.m. on January 3, 2022, through 8 p.m. on January 15, 2022. This rule will prohibit persons and vessels from being in the safety zone unless authorized by the Captain of the Port, Maryland-National Capital Region or a designated representative.
Safety Zone; San Francisco New Year's Eve Fireworks Display; San Francisco Bay, San Francisco, CA
The Coast Guard will enforce the safety zone in the navigable waters of the San Francisco Bay near the Ferry Plaza in San Francisco, CA for the San Francisco New Year's Eve Fireworks Display in the Captain of the Port, San Francisco area of responsibility during the dates and times noted below. This action is necessary to protect personnel, vessels, and the marine environment from the dangers associated with pyrotechnics. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone, unless authorized by the Patrol Commander (PATCOM) or other federal, state, or local law enforcement agencies on scene to assist the Coast Guard in enforcing the regulated area.
Safety Zone; Military Ocean Terminal Concord Safety Zone, Suisun Bay, Military Ocean Terminal Concord, CA
The Coast Guard will enforce the safety zone in the navigable waters of Suisun Bay, off Concord, CA, in support of explosive off and on-loading to Military Ocean Terminal Concord (MOTCO). This safety zone is necessary to protect personnel, vessels, and the marine environment from potential explosion within the explosive arc. The safety zone is open to all persons and vessels for transitory use, but vessel operators desiring to anchor or otherwise loiter within the safety zone must obtain the permission of the Captain of the Port San Francisco or a designated representative. All persons and vessels operating within the safety zone must comply with all directions given to them by the Captain of the Port San Francisco or a designated representative.
Special Local Regulation; Sail Grand Prix 2021 Race Event; San Francisco, CA
The Coast Guard is proposing to establish a temporary special local regulation in the navigable waters of San Francisco Bay in San Francisco, CA in support of the San Francisco Sail Grand Prix 2021 race periods on March 24, 2022 through March 27, 2022. This special local regulation is necessary to provide for the safety of life on these navigable waters and to ensure the safety of mariners transiting the area from the dangers associated with high-speed sailing activities associated with the Sail Grand Prix 2021 race event. This proposed rulemaking would temporarily prohibit persons and vessels from entering into, transiting through, anchoring, blocking, or loitering within the event area adjacent to the city of San Francisco waterfront near the Golden Gate Bridge and Alcatraz Island, unless authorized by the Captain of the Port San Francisco or a designated representative. The Coast Guard is establishing a temporary safety zone for the oil pipeline repair operations in the vicinity of a damaged pipeline, off the coast of Orange County and near San Pedro Bay, CA. The safety zone is necessary to reduce significant hazards to vessels, the harbor, and the public during ongoing pipeline repair and oil recovery operations. Entry of persons or vessels into this temporary safety zone is prohibited unless specifically authorized by the Captain of the Port, Los Angeles-Long Beach, or her designated representative.
Guidance: Change 1 to NVIC 21-14 Guidelines for Qualification for STCW Endorsement for Vessel Security Officers
The Coast Guard announces the availability of Change 1 to Guidelines for Qualification for STCW Endorsements for Vessel Security Officers, Vessel Personnel with Designated Security Duties, and Security Awareness, NVIC 21-14. This change notice revises NVIC 21-14 to indicate that the Coast Guard has determined that certain sea service aboard military and government owned or operated vessels may be credited toward meeting the sea service requirement for the STCW endorsement for vessel security officer (VSO).
National Offshore Safety Advisory Committee; Vacancy
The Coast Guard is re-soliciting applications from persons interested in membership on the National Offshore Safety Advisory Committee (Committee) to fill a vacant position representing individuals employed in offshore operations. This recently established Committee will advise the Secretary of the Department of Homeland Security on matters relating to activities directly involved with, or in support of, the exploration of offshore mineral and energy resources, to the extent that such matters are within the jurisdiction of the Coast Guard.
Safety Zones; Alderbrook Resort New Year's Fireworks Display, Hood Canal, Washington
The Coast Guard will enforce a safety zone surrounding the Alderbrook Resort dock involved in a fireworks display in Hood Canal, WA, from December 31, 2021, through January 1, 2022. This action is necessary to ensure the safety of the maritime public and vessels associated with the fireworks display. During the enforcement period, entry into the safety zone is prohibited, unless authorized by the Captain of the Port Sector Puget Sound or their Designated Representative.
Safety Zone; Sacramento New Year's Eve Fireworks, Sacramento River, Sacramento, CA
The Coast Guard will enforce the three safety zones in the navigable waters of the Sacramento River near River Walk Park and the Tower Bridge in Sacramento, CA in support of the Sacramento New Year's Eve Fireworks in the Captain of the Port, San Francisco area of responsibility on December 31, 2021. This action is necessary to protect personnel, vessels, and the marine environment from the dangers associated with pyrotechnics. The Coast Guard is establishing a temporary safety zone on the navigable waters of the San Francisco Bay near Chase Center in San Francisco, CA in support of a fireworks display on December 19, 2021. The safety zone is necessary to protect personnel, vessels, and the marine environment from potential hazards created by pyrotechnics. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone without the permission of the Captain of the Port San Francisco or a designated representative.
Safety Zone; Sausalito Lighted Boat Parade Fireworks Display; Richardson Bay, Sausalito, CA
The Coast Guard will enforce the safety zone in the navigable waters of Richardson Bay, off Sausalito, CA, in support of the Sausalito Lighted Boat Parade Fireworks Display. This safety zone is necessary to protect personnel, vessels, and the marine environment from the dangers associated with pyrotechnics. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone, unless authorized by the designated Patrol Commander (PATCOM) or other federal, state, or local agencies on scene to assist the Coast Guard in enforcing the regulated area.
Safety Zone; Pensacola Bay, Pensacola Beach, FL
The Coast Guard is establishing a temporary safety zone for all navigable waters within 100 yards from the pilings, work equipment, and structures of the Pensacola Bay Bridge, Pensacola Beach, FL, including the channel at the center span. This temporary safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by repair work on the bridge. Entry of vessels or persons into this zone is prohibited unless specifically authorized the Captain of the Port Sector Mobile (COTP) or a designated representative.
Appointment of RADM William G. Kelly, to the Minority Opportunities and Interest Committee of the National Collegiate Athletic Association
The Coast Guard announces the appointment of Rear Admiral William G. Kelly, Superintendent of the Coast Guard Academy, to the Minority Opportunities and Interest Committee (MOIC) of the National Collegiate Athletic Association (NCAA). Publication of this notice is directed by Title 10 of the United States Code. Under this appointment, Rear Admiral Kelly will provide oversight and advice to, and coordination with, the NCAA MOIC, but he will not participate in the day-to-day operations of the NCAA or MOIC.
Special Local Regulations; Sector Ohio Valley Annual and Recurring Special Local Regulations, Update
The Coast Guard proposes amending and updating its special local regulations for recurring marine parades, regattas, and other events that take place in the Coast Guard Sector Ohio Valley's Area of Responsibility (AOR). This proposed rule would update the current list of recurring special local regulations with revisions, additions, and removals of events that no longer take place in the Sector Ohio Valley's AOR. Monitoring of Certain High Frequency, Voice-Distress Frequencies
The U.S. Coast Guard will cease monitoring all High Frequency (HF) voice distress frequencies within the contiguous United States and Hawaii because they are rarely used. These frequencies are: 4125 kHz; 6215 kHz; 8291 kHz; and 12290 kHz. Advances in radio technology offer alternative means to send out distress notices. We will continue to monitor HF Digital Selective Calling distress alerting for all existing regions and voice distress alerting and hailing from Kodiak, Alaska, and Guam.
Guidance: Change 3 to NVIC 19-14 Policy on Qualified Assessors
The Coast Guard announces the availability of Change 3 to Navigation and Vessel Inspection Circular (NVIC) 19-14 Policy on Qualified Assessors (QAs). This NVIC provides guidance to mariners concerning assessments of competence for STCW endorsements. This change notice revises NVIC 19-14 to indicate that until June 30, 2024, the Coast Guard will accept assessments of competence that are signed before January 1, 2024, by a person who is not a Coast Guard approved QA.
Security Zone; Houston Ship Channel, Houston, TX
The Coast Guard is establishing a temporary security zone for navigable waters extending 600 feet, or to the shoreline, whichever is closer, from the outer edge of the Houston Ship Channel. The security zone is required to protect against the interruption of commerce in relation to the 23rd World Petroleum Congress. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Houston-Galveston.

Safety Zones; Coast Guard Sector Ohio Valley Annual and Recurring Safety Zones Update
The Coast Guard is proposing to amend and update its list of recurring safety zone regulations that take place in the Coast Guard Sector Ohio Valley area of responsibility (AOR). Through this rule the current list of recurring safety zones is proposed to be updated with revisions, additional events, and removal of events that no longer take place. This proposed rule would reduce administrative costs involved in producing separate proposed rules for each individual recurring safety zone and serve to provide notice of the known recurring safety zones throughout the year. Safety Zone; Tchefuncte River, Madisonville, LA
The Coast Guard is establishing a temporary safety zone for a fireworks display on December 4, 2021 from 9 p.m. through 10 p.m. The safety zone is needed to protect people and the environment on these navigable waters of the Tchefuncte River, LA. This proposed rulemaking would prohibit persons and vessels from entering the safety zone unless authorized by the Captain of the Port (COTP) Sector New Orleans or a designated representative.
Safety Zone; Lower Mississippi River, Southwest Pass Sea Buoy to Mile Marker 101, New Orleans, LA
The Coast Guard is establishing a temporary moving safety zone around the heavy load carrier vessel ZHEN HUA 23 as she transits the Lower Mississippi River between the Southwest Pass Sea Buoy and Port of New Orleans Terminal, mile marker 101. The moving safety zone extends from bank to bank encompassing one-mile ahead and one-mile astern of the vessel. This safety measure is necessary to protect persons and vessels from the potential safety hazards associated with congested maritime traffic on the Lower Mississippi River and the limited maneuverability and visibility of the vessel.

The Coast Guard is establishing a temporary safety zone for all navigable waters within a 600-foot radius of a fireworks display on the Columbia River for the City of Richland Christmas Fireworks Display in Richland, WA. This action is necessary to provide for the safety of life on these navigable waters during the fireworks display. Entry of vessels or persons, transiting though, mooring, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port Sector Columbia River or a designated representative.

The Coast Guard is establishing a temporary moving safety zone for navigable waters within a 500-yard radius around the ZIM KINGSTON. The safety zone is needed to protect personnel, vessels, and the marine environment from the potential hazards associated with the vessel transit. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Puget Sound.
