The Coast Guard will enforce a safety zone for the Oakmont Yacht Club Fireworks on the Allegheny River, from mile 11.75 to 12.25, extending the entire width of the river. This zone will be in effect on July 19, 2014 from 9:30 p.m. until 10:30 p.m. This zone is needed to protect vessels transiting the area and event spectators from the hazards associated with the Oakmont Yacht Club Fireworks. During the enforcement period, entry into, transiting, or anchoring in the safety zone is prohibited to all vessels not registered with the sponsor as participants or official patrol vessels, unless specifically authorized by the Captain of the Port (COTP) Pittsburgh or a designated representative.
Safety Zones; Fourth of July Fireworks Displays Within the Captain of the Port Charleston Zone, SC
The Coast Guard is establishing two temporary safety zones during Fourth of July Fireworks Displays on certain navigable waterways in Murrells Inlet and North Myrtle Beach, South Carolina. These safety zones are necessary to protect the public from hazards associated with launching fireworks over navigable waters of the United States. Persons and vessels are prohibited from entering, transiting through, anchoring in, or remaining within any of the safety zones unless authorized by the Captain of the Port Charleston or a designated representative.
Drawbridge Operation Regulation; St. Croix River, Stillwater, MN
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Stillwater Highway Drawbridge across the St. Croix River, mile 23.4, at Stillwater, Minnesota. The deviation is necessary due to increased vehicular traffic after a local Independence Day fireworks display. The deviation allows the bridge to be in the closed-to-navigation position to clear increased traffic congestion.
Drawbridge Operation Regulation; Duwamish Waterway, Seattle, WA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the South Park Highway Bridge across the Duwamish Waterway, mile 3.8, at Seattle, Washington. The deviation is necessary to accommodate the Grand Opening event of the South Park Highway Bridge. This deviation allows the drawbridge to remain in the closed position and need not open to marine traffic.
Regattas and Marine Parades in the COTP Lake Michigan Zone-Chinatown Chamber of Commerce Dragon Boat Race, Chicago, IL
The Coast Guard will enforce the special local regulation on the South Branch of the Chicago River for the Chinatown Chamber of Commerce Dragon boat Race in Chicago, Illinois. This regulated area will be enforced from 7 a.m. until 5 p.m. on June 28, 2014. This action is necessary and intended to ensure safety of life and property on navigable waters immediately prior to, during, and immediately after the Dragon Boat race. During the aforementioned period, the Coast Guard will enforce restrictions upon, and control movement of, vessels in a portion of the Captain of the Port Lake Michigan Zone.

The Coast Guard will enforce the Point Pleasant Sternwheel Festival safety zone from 9:45 p.m. until 10:45 p.m. on June 28th, 2014. This action is necessary for the safety of participants and spectators, including all crews, vessels, and persons on navigable waters during the Point Pleasant Sternwheel Festival. During the enforcement period, entry into, transiting through or anchoring in the safety zone is prohibited to all vessels not registered with the sponsor as participants or official patrol vessels, unless specifically authorized by the Captain of the Port (COTP) Ohio Valley or a designated representative.

The Coast Guard is revising its safety zone regulations for annually recurring firework displays and marine events within the Captain of the Port Zone Buffalo. The safety zones revised or established by this final rule are necessary to protect the surrounding public, spectators, participants, and vessels from the hazards associated with fireworks displays, hydroplane boat races, and other events of a similar nature posing a potential hazard to the safety of life and property on the navigable waters. The Coast Guard is amending its regulations to implement a statutory change, enacted under section 704 of the Coast Guard and Maritime Transportation Act of 2012, exempting U.S. mobile offshore drilling units and other U.S. vessels from submitting a Notice of Arrival when moving directly from one Outer Continental Shelf block area to another.

The Coast Guard is establishing three temporary safety zones during Fourth of July firework events on navigable waterways in the vicinity of Stuart, West Palm Beach, and Miami, Florida. These safety zones are necessary to protect the public from hazards associated with launching fireworks over the navigable waters of the United States. Non-participant persons and vessels are prohibited from entering, transiting through, anchoring in, or remaining within any of the safety zones unless authorized by the Captain of the Port Miami or a designated representative.
Special Local Regulations; Beaufort Water Festival, Beaufort, SC
The Coast Guard is establishing a special local regulation pertaining to the Beaufort Water Festival from 11:30 a.m. through 4:30 p.m. on July 19, 2014. Safety Zone; United States and Canadian Military Exercise Jump Training, Lake Erie, Hamburg, NY
The Coast Guard is establishing a temporary safety zone on Lake Erie, Hamburg, NY. This rule is necessary to protect the United States military and Canadian military participants as well as mariners and vessels from the navigational and safety hazards associated with the airborne deployment of U.S. and Canadian military personnel and their associated equipment. This rule is intended to restrict vessels from a portion of Lake Erie from the shoreline of Woodlawn Beach out approximately one mile into Lake Erie during the airborne deployment exercise.
Special Local Regulation; Annual Swim Around Key West, Atlantic Ocean and Gulf of Mexico; Key West, FL
The Coast Guard is establishing a special local regulation on the waters of the Atlantic Ocean and the Gulf of Mexico surrounding the island of Key West, Florida during the Annual Swim around Key West on June 28, 2014. The event entails a large number of participants who will begin at Smather's Beach and swim one full circle clockwise around the island of Key West, Florida. The special local regulation is necessary to provide for the safety of the spectators, participants, participating support vessels and kayaks, and other vessels and users of the waterway during the event. The special local regulation will consist of a moving area that will temporarily restrict vessel traffic in a portion of both the Atlantic Ocean and the Gulf of Mexico, and will prevent non-participant vessels from entering, transiting through, anchoring in, or remaining within the area unless authorized by the Captain of the Port Key West or a designated representative.

Waterway Suitability Assessment for Construction and Operation of Liquefied Gas Terminals; Vidor, TX
Enterprise Terminalling LLC has submitted a Letter of Intent and Preliminary Waterway Suitability Assessment to the Coast Guard Captain of the Port, Port Arthur, TX regarding the company's plans to construct, own and operate a waterfront facility handling Liquefied Hazardous Gas (LHG) at its Vidor, Texas facility. The Coast Guard is notifying the public of this action to solicit public comments on the proposed increase in LHG handling and associated marine traffic on the Sabine-Neches Waterway.
Safety Zone, Texas City Channel, Texas City, TX
The Coast Guard published a direct final rule and request for comments on April 8, 2014, removing the Snake Island Safety Zone, also known as Shoal Point, within the Texas City Channel. We did not receive any adverse comments or any notices of intent to submit an adverse comment. Therefore, the rule will go into effect as scheduled to remove the existing regulation because it places general restrictions on vessels which are no longer necessary.
Safety Zone, Schuylkill River; Philadelphia, PA
The Coast Guard is establishing a temporary safety zone in the waters of the Schuylkill River around the Point Breeze docks of Philadelphia Energy Solutions for a period of six months, from July 5, 2014 to January 5, 2015. The safety zone is necessary when a barge with a beam (width) up to 80 feet moors at the Philadelphia Energy Solutions Point Breeze docks Deloach pier, reducing the horizontal clearance of the channel by as much as 30 feet when a barge is moored at the facility. This rule will allow the Coast Guard to restrict all vessel traffic through the safety zone when a barge having a beam of 65 to 80 feet is scheduled to moor at the facility. The Coast Guard is seeking comments on the potential impact to vessel traffic on the Schuylkill River that may result from 30 feet of reduced horizontal channel clearance when a barge is moored at the Point Breeze docks of Philadelphia Energy Solutions in the Schuylkill River. The Coast Guard intends to finalize this interim rule after considering, and incorporating to the extent appropriate, any comments from the public.

The Coast Guard is establishing a temporary special local regulation for the waters of the Tennessee River beginning at mile marker 464.0 and ending at mile marker 465, extending bank to bank. This zone is necessary to protect participants of the ``Chattanooga Waterfront Triathlon'' during the swim portion of the event. Entry into this area is prohibited unless specifically authorized by the Captain of the Port (COTP) Ohio Valley or designated representative.
Drawbridge Operation Regulation; Trent River, New Bern, NC
The Coast Guard has issued a temporary deviation from the operating schedule that governs the US 70/Alfred C. Cunningham Bridge across the Trent River, mile 0.0, at New Bern, NC. The deviation is necessary to ensure the safety of attendees to the Mumfest celebration. The deviation allows the bridge draw span to open every two hours, on the hour, during the deviation period to accommodate the free movement of pedestrians and vehicles during the annual Mumfest celebration.
Chemical Transportation Advisory Committee
The Chemical Transportation Advisory Committee (CTAC) and its subcommittees will meet on August 19, 20, and 21, 2014, in Arlington, VA, to discuss the safe and secure marine transportation of hazardous materials. The meetings will be open to the public.

This action is necessary to provide for the safety of life on navigable waters during the event. Draft Change to Navigation and Inspection Circular 01-13, Inspection and Certification of Vessels Under the Maritime Security Program
The Coast Guard announces the availability of a draft change to Navigation and Inspection Circular (NVIC) 01-13, Inspection and Certification of Vessels Under the Maritime Security Program (MSP). The MSP serves as a means for establishing a fleet of commercially viable and militarily useful vessels to meet national defense as well as other security requirements. NVIC 01-13 provides guidance to assist vessel owners/operators, Authorized Classification Societies, and Coast Guard personnel with the inspection and certification of vessels under the MSP. This draft change clarifies the process for the issuance of the Certificate of Documentation (COD) to the vessel during the reflag process, adds a note to the equivalency provisions for inspection of MSP vessels subsequent to initial certification, clarifies the trial period requirements for automated systems in machinery spaces, includes interim provisions for those vessels seeking to operate with minimally attended or periodically unattended machinery spaces, and makes other non-technical changes to NVIC 01-13. This notice solicits public comment on the impact of the draft change to NVIC 01-13 on applicable vessels and other affected parties.

Drawbridge Operation Regulation; China Basin, San Francisco, CA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the 3rd Street Drawbridge across China Basin, mile 0.0, at San Francisco, CA. The deviation is necessary to allow the public to cross the bridge to participate in the scheduled San Francisco Marathon, a community event. This deviation allows the bridge to remain in the closed-to-navigation position during the deviation period.
Safety Zones; Fireworks Displays in the Sector Columbia River Captain of the Port Zone
The Coast Guard proposes to add twenty four new fireworks events at various locations in the Sector Columbia River Captain of the Port zone. The Coast Guard also proposes to correct the location of some existing fireworks events in the Sector Columbia River Captain of the Port zone. In addition, the Coast Guard proposes to change the format of the existing regulation by using a table to list each fireworks. When these safety zones are activated and subject to enforcement, this rule would limit the movement of vessels within the established firework display areas. These additional safety zones and corrections to existing safety zones are necessary to prevent injury and to protect life and property of the maritime public from hazards associated with fireworks displays.
Safety Zones; Annually Recurring Events in Coast Guard Southeastern New England Captain of the Port Zone
The Coast Guard is amending the safety zones for the ``RI Air National Guard Air Show'' and the ``Swim Buzzards Bay'' events. This amendment adds an additional month to the eligible dates for which the Safety Zones apply to each of these two events.

The Coast Guard will enforce the safety zone in 33 CFR 165.943 for the Point to LaPointe Swim in LaPointe, WI from 7:20 a.m. through 10 a.m. on August 2, 2014. This action is necessary to protect participants and spectators during the Point to LaPointe swim. The Coast Guard proposes to modify several aspects of the safety and security zones within the Sector Jacksonville Captain of the Port Zone. This action is necessary to consolidate, clarify, and otherwise modify safety and security zone regulations to eliminate unnecessary regulations and better meet the safety and security needs of the Ports of Jacksonville, Fernandina, and Canaveral. This action would modify existing safety and security zones; establish safety zones governing port closures in the event of a natural and other disasters; and remove safety and security zones.

Drawbridge Operation Regulation; Lake Washington Ship Canal, Seattle, WA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Washington Department of Transportation (WSDOT) Montlake Bridge across the Lake Washington Ship Canal, mile 5.2, at Seattle, WA. This deviation allows the bridge to remain in the closed position to accommodate the safe movement of ``Rock and Roll Run'' event participants.
Drawbridge Operation Regulation; Hackensack River, Jersey City, NJ
The Coast Guard is changing the operating schedule that governs the PATH Railroad Bridge across the Hackensack River at mile 3.0, and the Hack-Freight Bridge across the Hackensack River at mile 3.1, at Jersey City, New Jersey. The owners of the bridges, the Port Authority Trans-Hudson (PATH) and Conrail, requested a change to the operation schedule for the PATH Railroad Bridge and the Conrail Hack- Freight to allow it to be operated from a remote location. In addition, we removed obsolete language and requirements from the existing regulation that are now listed under other regulations. It is expected that this change to the regulations will create efficiency in drawbridge operations while continuing to meet the reasonable needs of navigation.
Special Local Regulations for Marine Events, Nanticoke River; Bivalve, MD
The Coast Guard is establishing special local regulations during the ``Coastal Aquatics Swim Team Open Water Summer Shore Swim'', a marine event to be held on the waters of the Nanticoke River at Bivalve, MD on June 29, 2014. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to temporarily restrict vessel traffic in a portion of the Nanticoke River during the event.
