(b) Effective and Enforcement Period. This section is effective and will be enforced on July 6, 2014, from 9:15 p.m. until 10:45 p.m. (c) Regulations. Festival safety zone from 9:45 p.m. until 10:45 p.m. on June 28th, 
2014. This action is necessary for the safety of participants and
