Privacy Act of 1974; System of Records
The United States Coast Guard in the Department of Homeland Security is creating a new system of records for the secure collection of information from and about individuals and entities subject to the requirements of the Maritime Transportation Security Act of 2002.
Maritime Identification Credentials
This document informs the public that the Commandant of the Coast Guard is directing Coast Guard Captains of the Port to prevent access to waterfront facilities to persons that do not have appropriate identification credentials as defined under Coast Guard regulations. This document also identifies additional identification documents that have been approved by the Commandant as identification credentials.
Security Zone; Waters Surrounding U.S. Forces Vessel SBX-1, HI
The Coast Guard is establishing a temporary 500-yard moving security zone around the U.S. Forces vessel SBX-1 during transit and sea trials within the Honolulu Captain of the Port Zone. This zone is necessary to protect the SBX-1 from hazards associated with vessels and persons approaching too close during transit and sea trials. Entry of persons or vessels into this temporary security zone while it is activated and enforced is prohibited unless authorized by the Captain of the Port (COTP).
Drawbridge Operation Regulations; Wishkah River, WA
The Coast Guard is temporarily revising the drawbridge operation regulations for the Heron Street Bridge on the Wishkah River, mile 0.2, at Aberdeen, Washington. The change will enable the bridge owner to provide delayed openings during major structural and mechanical rehabilitation of the bridge from April 2006 through March 2007.
Safety Zone: Trojan Power Plant Cooling Tower Implosion, Rainier, OR
The Coast Guard is establishing a temporary safety zone on the Columbia River in the vicinity of the Trojan Power Plant. The Captain of the Port, Portland, Oregon is taking this action to safeguard individuals and vessels from safety hazards associated with the implosion of the Trojan Power Plant cooling tower. Entry into this safety zone is prohibited unless authorized by the Captain of the Port.
Safety Zone: M/V ZHEN HUA 1 Crane Delivery Operation, Columbia River, Portland, OR
The Coast Guard is establishing a temporary safety zone around the M/V ZHEN HUA 1 while underway, anchored or moored on the Columbia River. Captain of the Port, Portland Oregon is taking this action to safeguard individuals and vessels from safety hazards associated with the transit of the M/V ZHEN HUA 1 while it is transporting a gantry crane on the Columbia River. This rule will provide a moving safety zone around the vessel for the purpose of safe and efficient navigation.
Domestic Vessel Passenger Weights-Voluntary Interim Measures
The Coast Guard announces voluntary interim measures for certain domestic vessels to account for increased passenger and vessel weight when determining the number of passengers permitted. The Coast Guard also requests public comments on the interim measures.
Special Local Regulations for Marine Events; Great Egg Harbor, Somers Point, NJ
The Coast Guard proposes to establish special local regulations for ``Atlantic County Day at the Bay'', an aerial demonstration to be held over the waters of Great Egg Harbor Bay adjacent to the City of Somers Point, New Jersey. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in portions of the Great Egg Harbor Bay adjacent to Somers Point, New Jersey during the aerial demonstration.

The Navigation Safety Advisory Council (NAVSAC) will meet as required to discuss various issues relating to the safety of navigation. The meeting will be open to the public.
Drawbridge Operation Regulations; Southern Branch of the Elizabeth River, Chesapeake, VA
The Coast Guard has approved a temporary deviation from the regulations governing the operation of the Jordan Bridge across the Southern Branch of the Elizabeth River, at mile 2.8, in Chesapeake, Virginia. This deviation allows the drawbridge to be maintained in the limited open-to-navigation position at 90 feet above mean high water each day from 8 a.m. to 8 p.m. on May 13, May 14, May 20, and May 21, 2006. Mariners requiring openings in excess of 90 feet above mean high water are requested to provide at least two hours advance notice to the Jordan Bridge Office at (757) 545-4695. This deviation is necessary to facilitate the completion of repairs to the counterweight system.
Chemical Transportation Advisory Committee
The Chemical Transportation Advisory Committee (CTAC), its Subcommittees on Outreach and Hazardous Cargo Transportation Security (HCTS), and its Working Group on Barge Emissions and Barge Placarding will meet to discuss various issues relating to the marine transportation of hazardous materials in bulk. These meetings will be open to the public.
Drawbridge Operation Regulations; Potomac River, Between Maryland and Virginia
The Commander, Fifth Coast Guard District, has approved a temporary deviation from the regulations governing the operation of the Woodrow Wilson Memorial (I-95) Bridge, mile 103.8, across the Potomac River between Alexandria, Virginia and Oxon Hill, Maryland. This deviation allows the drawbridge to remain closed-to-navigation from 8 p.m. on June 9, 2006, until 5 a.m. on June 12, 2006; and from 8 p.m. on July 14, 2006, until 5 a.m. on July 17, 2006, to facilitate the Outer and Inner Loop shifts of vehicular traffic for the new Woodrow Wilson Bridge construction project.
Drawbridge Operation Regulations; Townsend Gut, Booth Bay and Southport, ME
The Coast Guard proposes to change the drawbridge operation regulation governing the operation of the Southport (SR27) Bridge, across Townsend Gut, at mile 0.7, between Boothbay Harbor and Southport, Maine. This proposed rule would change the regulation to require the Southport (SR27) Bridge to operate on a fixed opening schedule between April 29 and September 30, each year. This rule is expected to help relieve vehicular traffic delays during the summertime tourism season while continuing to meet both the current and anticipated needs of navigation.
Safety Zone; Tampa, FL
The Coast Guard is establishing a temporary safety zone on the waters of Tampa Bay, Florida in the vicinity of the Gandy Bridge, while bridge repairs are made. This rule is necessary to ensure the safety of the construction workers and mariners on the navigable waters of the United States.
Security Zone; Chesapeake Bay, Between Sandy Point and Kent Island, MD
The Coast Guard is establishing a temporary security zone on the waters of the Chesapeake Bay. This action is necessary to provide for the security of a large number of participants during the 2006 Bay Bridge Walk across the William P. Lane, Jr. Memorial Bridge between Sandy Point and Kent Island, Maryland. The security zone will allow for control of a designated area of the Chesapeake Bay and safeguard the public at large.
Special Local Regulations for Marine Events; Chesapeake Bay; Correction
The Coast Guard published a document in the Federal Register on March 9, 2006 (71 FR 12132), establishing special local regulations during the ``Volvo Ocean Race 2005-2006'', sailboat races to be held on the Chesapeake Bay in the vicinity east of Gibson Island, Maryland, and near the William Preston Lane Jr. Memorial (Chesapeake Bay) Bridge. The document contained incorrect coordinates to describe the regulated area.
Ballast Water Reporting by Foreign-flag Vessels Bound for the Great Lakes.
The Coast Guard announces this notice as clarification of the ballast water reporting requirements for foreign-flag vessels bound for the Great Lakes from outside the U.S. Exclusive Economic Zone (EEZ).
Special Local Regulations for Marine Events; Pasquotank River, Elizabeth City, NC
The Coast Guard proposes to establish special local regulations for the ``Roar on the River Rampage'', a power boat race to be held on the waters of the Pasquotank River, Elizabeth City, North Carolina. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in portions of the Pasquotank River adjacent to Clarksville, Virginia during the power boat race.
Special Local Regulations for Marine Events; Mill Creek, Fort Monroe, Hampton, VA
The Coast Guard proposes to establish special local regulations for the ``Hampton Cup Regatta'', a power boat race to be held on the waters of Mill Creek, near Fort Monroe, Hampton, Virginia. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in portions of Mill Creek adjacent to Fort Monroe during the power boat race.
Prince William Sound Regional Citizens' Advisory Council (PWSRCAC) Charter Renewal
Under the Oil Terminal and Tanker Environmental Oversight Act of 1990, the Coast Guard may certify on an annual basis, an alternative voluntary advisory group in lieu of a regional citizens' advisory council for Prince William Sound, Alaska. This certification allows the PWSRCAC to monitor the activities of terminal facilities and crude oil tankers under the Prince William Sound Program established by the statute. The purpose of this notice is to inform the public that the Coast Guard has recertified the alternative voluntary advisory group for Prince William Sound, Alaska.
Safety Zone; 1.5NM North of Glass Breakwater, Philippine Sea, GU
The Coast Guard is establishing a temporary safety zone in the waters of the Philippine Sea. This safety zone is necessary to protect mariners who would otherwise transit or be within the affected area from possible safety hazards associated with this simulated floating mine neutralization exercise. Entry of persons or vessels into this temporary safety zone is prohibited unless authorized by the Captain of the Port (COTP).
Safety Zone; Chicago Sanitary and Ship Canal, Romeoville, IL
The Coast Guard is establishing a temporary safety zone on the Chicago Sanitary and Ship Canal on the Illinois Waterway near Romeoville, Illinois. This safety zone is necessary to close the Chicago Sanitary and Ship Canal during safety testing of the permanent electrical dispersal barrier. This safety zone intended to restrict vessels from a portion of the Canal in Romeoville, IL, at various times over a 30 day period.
Special Local Regulations for Marine Events; Martin Lagoon, Middle River, MD
The Coast Guard is establishing temporary special local regulations during the ``Baltimore County Community Waterfront Festival'', an event to be held May 13, 2006 at Martin Lagoon, Middle River, Maryland. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to temporarily restrict vessel traffic in a portion of the Middle River waterfront to accommodate watercraft static displays, fire-rescue demonstrations and a fireworks display.

The Coast Guard proposes establishing a safety zone in the vicinity of the Yorktown Fishing Pier in Yorktown, VA on July 4, 2006 in support of the Yorktown July Fourth Fireworks Celebration. This action is intended to restrict vessel traffic on York River as necessary to protect mariners from the hazards associated with fireworks displays.
Safety Zone: Shore Thing and Independence Day Fireworks Display, Chesapeake Bay, Norfolk, VA
The Coast Guard proposes the establishment of a safety zone in support of the Shore Thing and Independence Day Fireworks Display occurring on June 30, 2006 on the Chesapeake Bay, Norfolk, VA. This action is intended to restrict vessel traffic on the Chesapeake Bay as necessary to protect mariners from the hazards associated with fireworks displays.

The Coast Guard proposes the establishment of a safety zone in support of the Fireworks Display Over Water event occurring on July 4, 2006 on the banks of Chickohominy River in the vicinity of Barrets Point in Williamsburg, VA. This action is intended to restrict vessel traffic on Chickohominy River as necessary to protect mariners from the hazards associated with fireworks displays.

Security Zone; Potomac River, Washington Channel, Washington, DC
The Coast Guard proposes to establish a temporary security zone in certain waters of Washington Channel on the Potomac River off Fort Lesley J. McNair, Washington, DC during the May 25, 2006, U.S. Coast Guard Commandant's Change of Command ceremony. The security zone is necessary to provide for the security and safety of life and property of event participants, spectators and mariners on U.S. navigable waters during the event. Entry into this zone is prohibited unless authorized by the Captain of the Port, Baltimore, Maryland, or designated representative.
Drawbridge Operation Regulations; Chincoteague Channel, Chincoteague, VA
The Coast Guard proposes to change the regulations that govern the operation of the SR 175 Bridge, at mile 3.5, at Chincoteague, Virginia. The proposal would allow the bridge to open on demand from midnight to 6 a.m., and every hour and a half from 6 a.m. to midnight; except from 7 a.m. to 5 p.m., on the last consecutive Wednesday and Thursday in July, the draw need not be opened. The proposed change would reduce vehicular traffic congestion to increase public safety and to extend the structural and operational integrity of the movable span while still balancing the needs of marine and vehicular traffic.
Security Zone; High Capacity Passenger Vessels and Alaska Marine Highway System Vessels in Alaska
The Coast Guard is establishing permanent moving security zones around all escorted High Capacity Passenger Vessels (``HCPV'') and escorted Alaska Marine Highway System Vessels (``AMHS vessels'') during their transits in the navigable waters of the Seventeenth Coast Guard District. All commercial fishing vessels, as defined by applicable United States Code, are exempt from the provisions of this rule only while they are actively engaged in fishing.
Drawbridge Operation Regulation; Carquinez Strait, Benicia and Martinez, CA
The Commander, Eleventh Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the Benicia-Martinez Railroad Drawbridge across the Carquinez Strait, mile 7.0, between Benicia and Martinez, CA. This deviation allows the bridge to remain in the closed-to-navigation position during the deviation period. This deviation is necessary for the bridge owner, Union Pacific Railroad Company, to perform essential cable replacement and repair work at the bridge.
Safety Zone; Maple-Oregon Bridge Boring Program, Sturgeon Bay Ship Canal, Sturgeon Bay, WI
The Coast Guard is establishing a temporary safety zone in the Sturgeon Bay Ship Canal in Sturgeon Bay, WI. This zone is intended to restrict vessels from a portion of the Sturgeon Bay Ship Canal during the Maple-Oregon Bridge Boring Program. This temporary safety zone is necessary to protect vessels from hazards associated with underwater drilling operations.
Drawbridge Operation Regulations; Raritan River, Arthur Kill and Their Tributaries, NJ
The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the AK Railroad Bridge, at mile 11.6, across Arthur Kill, between Elizabeth, New Jersey, and Staten Island, New York. This deviation allows the bridge to remain in the closed position from 10 a.m. to 2 p.m. on April 15, 2006, from 10:30 a.m. to 2:30 p.m. on April 22, 2006, and from 10:42 a.m. to 2:44 p.m. on April 29, 2006. This deviation is necessary in order to facilitate railroad track maintenance.
Drawbridge Operation Regulations; Hackensack River, Secaucus, NJ
The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the NJTRO HX Bridge across the Hackensack River at mile 7.7, at Secaucus, New Jersey. Under this temporary deviation, the NJTRO HX Bridge need not open for the passage of vessel traffic from April 18, 2006 through April 27, 2006. This deviation is necessary to facilitate scheduled bridge maintenance.
Safety Zone; Town of Marblehead Fourth of July Fireworks Display, Marblehead Harbor, MA
The Coast Guard proposes establishing a temporary safety zone for the Town of Marblehead Fourth of July Fireworks. This safety zone is necessary to protect the life and property of the maritime public from the potential hazards associated with a fireworks display. The safety zone would temporarily prohibit entry into or movement within this portion of Marblehead Harbor during the closure period.
Special Local Regulations for Marine Events; Severn River, College Creek, Weems Creek and Carr Creek, Annapolis, MD
The Coast Guard is permanently modifying the regulated area defined in 33 CFR 100.518, and is temporarily amending 33 CFR 100.518 to accommodate 2006 date changes for the Safety at Sea Seminar, U.S. Naval Academy Crew Races and the Blue Angels Air Show. This rule is intended to restrict vessel traffic in portions of the Severn River, to provide for safety of life on navigable waters during these events.
Special Local Regulations for Marine Events; Rappahannock River, Essex County, Westmoreland County, Layton, VA; Correction
This document corrects the preamble to a proposed rule published in the Federal Register of April 3, 2006, regarding a temporary special local regulation for ``2006 Rappahannock River Boaters Association Spring and Fall Radar Shootout'', power boat races to be held on the waters of the Rappahannock River near Layton, VA. This correction changes the date by which comments and related material must reach the Coast Guard, from June 2, 2006 to May 3, 2006. The change is necessary because the June 2 date does not allow adequate time to issue a final rule before June 3, 2006, the date of the first event affected by the proposed rule.
Environmental Assessment for Homeporting of Four National Security Cutters at Alameda, CA
The Coast Guard announces its intent to prepare an Environmental Assessment (EA) for the homeporting of four new 418-foot National Security Cutters (NSCs) at Coast Guard Island (CGI) in Alameda, California, and requests public comments. Preparation of the EA is being conducted in accordance with the National Environmental Policy Act and its implementing regulations. The new NSCs will replace the four existing 30-year old 378-foot High Endurance Cutters (HECs) currently homeported at CGI, starting with one in 2007/2008 and continuing with one replacement per year until 2010/2011, under current plans.
Special Local Regulations for Marine Events; 2006 San Francisco Giants' Opening Night Fireworks Display, San Francisco Bay, CA
The Coast Guard is establishing special local regulations in the navigable waters of San Francisco Bay for the loading, transport, and launching of fireworks used during the 2006 San Francisco Giants' Opening Night Fireworks Display to be held on April 7, 2006. These special local regulations are intended to prohibit vessels and people from entering into or remaining within the regulated areas in order to ensure the safety of participants and spectators.
Drawbridge Operation Regulations; Chelsea River, Chelsea, MA
The Coast Guard proposes to temporarily change the drawbridge operation regulations governing the operation of the P.J. McArdle Bridge, across the Chelsea River at mile 0.3, between East Boston and Chelsea, Massachusetts. This proposed rule would allow the bridge to remain closed from 9 a.m. to 5 p.m. on June 17, 2006, to facilitate the Third Annual Chelsea River Revel Festival and the running of the Chelsea River Revel 5K Road Race. Vessels that can pass under the bridge without a bridge opening may do so at all times.
Drawbridge Operation Regulations; Atlantic Intracoastal Waterway (Alternate Route), Dismal Swamp Canal, NC
The Coast Guard proposes to establish regulations that govern the operation of the new Dismal Swamp Canal Bridge, at the Alternate Route of the Atlantic Intracoastal Waterway (AICW) mile 28.0, in South Mills, NC. The proposed regulations will maintain a level of operational capabilities that will continue to provide for the reasonable needs of the North Carolina Department of Parks and Recreation Visitor Center, at Dismal Swamp, and vessel navigation.
Drawbridge Operation Regulations; Connecticut River, East Haddam, CT
The Coast Guard has temporarily changed the drawbridge operating regulations governing the operation of the Route 82 Bridge across the Connecticut River at mile 16.8, at East Haddam, Connecticut. This temporary final rule requires the Route 82 Bridge to operate on a fixed opening schedule from April 1, 2006 through June 30, 2006. The bridge shall open at all times for commercial vessels after at least a 24-hour advance notice and a 2-hour confirmation is given by calling the number posted at the bridge. This temporary final rule is necessary to facilitate electrical and mechanical bridge repairs.
Drawbridge Operation Regulations: Cheesequake Creek, NJ
The Coast Guard has changed the regulation that governs the operation of the S35 Bridge across Cheesequake Creek, mile 0.0, at Morgan, South Amboy, New Jersey. This final rule would allow the bridge owner to require mariners to provide a two hour notice for bridge openings between 11 p.m. and 7 a.m. year round and all day from December 1 through March 31. This final rule is expected to better meet the present and the anticipated needs of navigation.
Security Zone; Georgetown Channel, Potomac River, Washington, DC
The Coast Guard proposes to establish a temporary security zone on the waters of the upper Potomac River. This action is necessary to provide for the security of a large number of visitors to the annual July 4th celebration on the National Mall in Washington, DC. The security zone will allow for control of a designated area of the river and safeguard spectators and high-ranking officials.
Special Local Regulations for Marine Events; Rappahannock River, Essex County, Westmoreland County, Layton, VA
The Coast Guard proposes a temporary special local regulation for ``2006 Rappahannock River Boaters Association Spring and Fall Radar Shootout'', power boat races to be held on the waters of the Rappahannock River near Layton, VA. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in the Rappahannock River during the event.
Drawbridge Operation Regulations; Little River (S-20) Bridge, Atlantic Intracoastal Waterway Mile 347.3, Horry County, SC
The Coast Guard proposes to change the request to open regulation of the Little River (S-20) Bridge across the Atlantic Intracoastal Waterway, mile 347.3 in Horry County, South Carolina. This proposed rule will allow the swingbridge to open as necessary on the hour, twenty minutes past the hour and forty minutes past the hour from 6 a.m. through 6 p.m., Monday through Friday except Federal holidays. At all other times, the bridge will open upon demand. This proposed action should improve the movement of vehicular traffic while not unreasonably interfering with the movement of vessel traffic.
Drawbridge Operation Regulations; 63rd Street Bridge, Indian Creek, Miami, Miami-Dade County, FL
The Coast Guard proposes to temporarily change the operating regulation of the 63rd Street Bridge across Indian Creek, mile 4.0 in Miami-Dade County, Florida. This proposed rule will allow the bridge to remain closed during certain periods. This proposed temporary regulation is needed while the bridge undergoes rehabilitation. It will require the bridge to open on a regulated schedule during the rehabilitation project.
