Safety Zone; Marina Del Rey, California
The Coast Guard is proposing to add two events to the table regarding ``Southern California Annual Firework Events for the Los Angeles Long Beach Captain of the Port zone.'' The proposed additions are temporary safety zones, one for the Marina Del Rey annual Boat Parade fireworks show and another for the Marina Del Rey New Year's Eve fireworks display. Entry into these safety zones would be prohibited during the annual events to provide for the safety of the waterway users and to keep them clear of potential harmful debris within the fallout zone.
Safety Zone; Laguna Madre, South Padre Island, TX
The Coast Guard is establishing a temporary safety zone for certain navigable waters in the Laguna Madre. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by a firework display launched from a stationary barge in the Laguna Madre, South Padre Island, Texas. Entry of vessels or persons into this zone or remaining in the zone when it is in effect is prohibited unless specifically authorized by the Captain of the Port Sector Corpus Christi or a designated representative.
Designation of the Coast Guard Academy Athletics Corporation as a Qualified Organization and Appointment of Dr. Daniel Rose as a Member of the Board of Directors of the Corporation
The Coast Guard announces the designation of the Coast Guard Academy Athletics Corporation (CGAAC) as a qualified non-Federal entity that can receive support from the Federal Government. Dr. Daniel Rose, Athletics Director of the Coast Guard Academy, has been appointed to serve as a member on the Board of Directors of the CGAAC. Dr. Rose will provide oversight of, advice to, and coordination with, the CGAAC. Dr. Rose will not participate in the day-to-day operations of the CGAAC.
Safety Zone; Gulf of Mexico, Lower Mississippi River Below Head of Passes
The Coast Guard is establishing a temporary safety zone for all navigable waters of the Lower Mississippi River below Head of Passes. The safety zone is needed to protect persons and critical infrastructure from the potential contamination due to an oil spill in the Gulf of Mexico. Entry of vessels or persons into this zone, or movement of vessels within this zone is prohibited unless specifically authorized by the Captain of the Port or a designated representative.

Area Maritime Security Advisory Committee (AMSC) Sector Puget Sound
The Coast Guard requests individuals interested in serving on the Area Maritime Security Advisory Committee (AMSC), Sector Puget Sound submit their applications for membership to the U.S. Coast Guard Captain of the Port Sector Puget Sound (COTP). The Advisory Committee assists the COTP as the Federal Maritime Security Coordinator, Sector Puget Sound, in developing, reviewing, and updating the Area Maritime Security Plan for their area of responsibility.
Safety Zone; Fireworks Displays Within the Fifth Coast Guard District
The Coast Guard will enforce a safety zone for a fireworks display at The Wharf DC on December 2, 2023, to provide for the safety of life on navigable waterways during this event. Our regulation for Fireworks Displays within the Fifth Coast Guard District identifies the safety zone for this event in Washington, DC. During the enforcement period, vessels may not enter, remain in, or transit through the safety zone unless authorized to do so by the COTP or his representative, and vessels in the vicinity must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.
Safety Zone; Ashtabula Power Plant Breakwater Armor Stone Removal, Lake Erie, Ashtabula, OH
The Coast Guard is establishing a temporary safety zone for certain waters of Lake Erie. This action is necessary to provide for the safety of life and property on these navigable waters near Ashtabula, Ohio during the Ashtabula power plant breakwater armor stone removal project. This rule will prohibit persons and vessels from entering the safety zone unless authorized by the Captain of the Port Buffalo.
Drawbridge Operation Regulation; Old River, Between Victoria Island and Byron Tract, CA
The Coast Guard is temporarily modifying the operating schedule that governs the draw of the California Department of Transportation (Route 4) highway bridge, mile 14.8 between Victoria Island and Byron Tract, CA. This action is necessary to allow the bridge owner to complete rehabilitation of the bridge after an unexpected delay in delivery of custom made electronics.
Customs Broker Permit User Fee Payment for 2024 and Announcement of eCBP Portal Payment Option
This document provides notice to customs brokers that the annual user fee that is assessed for each permit held by a customs broker, whether it may be an individual, partnership, association, or corporation, is due no later than February 9, 2024. Pursuant to fee adjustments required by the Fixing America's Surface Transportation Act (FAST Act) and the U.S. Customs and Border Protection (CBP) regulations, the customs broker permit user fee payable for calendar year 2024 will be $174.80. CBP is also announcing that customs brokers may pay the fee electronically via the electronic Customs and Border Protection (eCBP) portal.

The Coast Guard is establishing a temporary safety zone for all navigable waters within a 1,000-foot radius of a fireworks launch barge in Lake Charles, LA. This safety zone is necessary to protect persons and vessels from hazards associated with a fireworks display. This regulation prohibits persons and vessels from entering the safety zone unless authorized by the Captain of the Port, Marine Safety Unit Port Arthur, or a designated representative.
National Merchant Marine Personnel Advisory Committee; December 2023 Virtual Meeting
The National Merchant Marine Personnel Advisory Committee (Committee) will conduct a virtual meeting to discuss issues relating to personnel in the United States Merchant Marine including the training, qualifications, certification, documentation, and fitness of mariners. The Coast Guard will enforce multiple special local regulations codified in federal regulations for recurring marine events taking place in December 2023 located in the Los AngelesLong Beach Captain of the Port Zone. This action is necessary and intended to provide for the safety of life and property on navigable waterways during these events. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander or any official patrol vessels displaying a Coast Guard ensign.
Security Zone; Helicopter Crash, Read Island, AK
The Coast Guard is establishing a temporary security zone for all navigable waters within a 2 nautical miles radius of Read Island, AK, centered at Latitude: 57[deg]06'48.3'' N, Longitude: 133[deg]11'43.4'' W, where a MH-60 Jayhawk Helicopter crashed (CG- 6016), early on Tuesday, November 14, 2023. This security zone is needed to protect and preserve the crash site of the MH-60 Helicopter wreck. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Southeast Alaska or a designated representative.

The Federal Emergency Management Agency (FEMA), as part of its continuing effort to reduce paperwork and respondent burden, invites the general public to take this opportunity to comment on an extension, without change, of a currently approved information collection. In accordance with the requirements of the Paperwork Reduction Act of 1995, this notice seeks comments concerning FEMA's Requests for Special Priorities Assistance, FEMA Form FF-112-FY-23-100 (formerly 009-0-142).

The purpose of this notice is to seek general information and comment regarding the preliminary FIRM, and where applicable, the FIS report that the Federal Emergency Management Agency (FEMA) has provided to the affected communities. The FIRM and FIS report are the basis of the floodplain management measures that the community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP).

The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by a fireworks display. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Buffalo.
Aviation Security Advisory Committee; Public Meeting
The Transportation Security Administration (TSA) will hold a public meeting of the Aviation Security Advisory Committee (ASAC) on December 6, 2023. Members of the ASAC will meet in person at the TSA Headquarters. Members of the public will be able to participate virtually via WebEx. National Merchant Mariner Medical Advisory Committee; December 2023 Virtual Meeting
The National Merchant Mariner Medical Advisory Committee (Committee) will conduct a virtual meeting to discuss matters relating to medical certification determinations for issuance of licenses, certificates of registry, and merchant mariners' documents, medical standards, and guidelines for the physical qualifications of operators of commercial vessels, medical examiner education, and medical research. The virtual meeting will be open to the public.
Exercise of Time-Limited Authority To Increase the Numerical Limitation for FY 2024 for the H-2B Temporary Nonagricultural Worker Program and Portability Flexibility for H-2B Workers Seeking To Change Employers
DHS, in consultation with DOL, is exercising time-limited Fiscal Year (FY) 2024 authority and increasing the total number of noncitizens who may receive an H-2B nonimmigrant visa by up to 64,716 for the entirety of FY 2024. These supplemental visas will be distributed in several allocations. 20,000 visas made available in this rule will be reserved for nationals of Guatemala, El Salvador, Honduras, Haiti, Colombia, Ecuador, or Costa Rica. All visas will be available only to businesses that are suffering or will suffer impending irreparable harm, as attested by the employer. In addition, DHS is again providing temporary portability flexibility.
Extension and Redesignation of Venezuela for Temporary Protected Status-Correction
This document corrects a technical error that appears in the USCIS notice titled ``Extension and Redesignation of Venezuela for Temporary Protected Status'' that published in the Federal Register on October 3, 2023. This document aligns and makes consistent the date through which Temporary Protected Status (TPS) will be granted to certain beneficiaries and the validity period of their related employment authorization document (EAD). This correction only affects individuals with an initial Venezuela TPS application (Form I-821) or initial Venezuela TPS-related EAD application (Form I-765) that was pending as of October 3, 2023.

Safety Zone; Hurricanes, Tropical Storms, and Other Storms With High Winds; Captain of the Port Zone Sector North Carolina
The Coast Guard is establishing a safety zone to be enforced in the event of hurricanes and tropical storms in the Sector North Carolina Captain of the Port (COTP) Zone. This action is necessary to ensure the safety of the waters of the Sector North Carolina COTP Zone. This rule establishes actions to be completed by industry and vessels in the COTP Zone prior to landfall of hurricanes and tropical storms threatening the State of North Carolina.
Security Zones; Corpus Christi Ship Channel, Corpus Christi, TX
The Coast Guard is establishing four temporary, 500-yard radius, moving security zones within the Corpus Christi Ship Channel and the La Quinta Channel. The temporary security zones are needed to protect certain vessels carrying cargoes which pose such risks that they require an elevated level of security, the cargoes themselves, and the surrounding waterway from terrorist acts, sabotage, or other subversive acts, accidents, or other events of a similar nature. Entry of vessels or persons into these zones is prohibited unless specifically authorized by the Captain of the Port Sector Corpus Christi or a designated representative.
