I have determined that the damage in
certain areas of the State of Hawaii resulting
from wildfires beginning on August 8, 2023,
and continuing, is of sufficient severity and
magnitude that special cost sharing
arrangements are warranted regarding
Federal funds provided under the Robert T.
Stafford Disaster Relief and Emergency
Assistance Act, 42 U.S.C. 5121 et seq. (the
‘‘Stafford Act’’).
Therefore, I amend my declarations of
August 10, 2023, August 18, 2023, and
September 8, 2023, to authorize Federal
funds for debris removal, including direct
Federal assistance, at 100 percent of the total
eligible costs for a continuous 180-day period
of the State’s choosing within the first nine
months from the start of the incident period.
I further authorize Federal funds for
emergency protective measures, including
direct Federal assistance, at 100 percent of
