Technical Mapping Advisory Council; Meeting

The meeting of the National Chemical Transportation Safety Advisory Committee scheduled for November 28 through 30, 2023, from 9 a.m. until 5 p.m. Central Standard Time (CST) is cancelled.
Safety Zone; Vessel Launch, San Diego Bay, San Diego, CA
The Coast Guard is establishing a temporary safety zone for navigable waters in the vicinity of General Dynamics NASSCO shipyard in San Diego Bay, San Diego, CA, during the launch of the USNS Robert Kennedy. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards associated with the launching and subsequent berthing of the USNS Robert Kennedy. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector San Diego.
Drawbridge Operation Regulation; Okeechobee Waterway, Stuart, FL
The Coast Guard proposes to modify the operating schedule that governs the Roosevelt (US1) Bridge, across the Okeechobee Waterway, mile 7.5, at Stuart, FL. This action is necessary to allow the drawbridge to operate on demand as outlined in the Record of Decision for the high-level fixed US1 Roosevelt Bridge which was constructed in 1997. Additionally, with the anticipated increase in railway activity on the adjacent railroad bridge, this proposed modification will allow the bridges to operate in concert. The drawbridge name in the regulation is incorrect and will be changed. We invite your comments on this proposed rulemaking.

FY 2023 Senior Executive Service Performance Review Boards
This notice announces the appointment of members of the FY 2023 Senior Executive Service (SES) Performance Review Boards (PRBs) for the Department of Homeland Security (DHS). The purpose of the PRBs is to make recommendations to the appointing authority (i.e., Component Head) on the performance of senior executives (career, noncareer, and limited appointees), including recommendation on performance ratings, performance-based pay adjustments, and performance awards. The PRBs will also make recommendations on the performance of Transportation Security Executive Service, Senior Level, and Scientific and Professional employees. To make its recommendations, the PRBs will review performance appraisals, initial summary ratings, any response by the employee, and any higher-level official's recommendation.
Prohibited Items
The Transportation Security Administration (TSA) is amending its interpretive rule that provides guidance to the public on the types of items that TSA considers to be weapons, explosives, and incendiaries, which are prohibited in airport sterile areas, in the cabins of aircraft, or in passengers' checked baggage. This document adds a limited type of unpressurized gas cylinders for air guns used in competitive shooting to those items that may be placed in checked baggage but continue to be prohibited in sterile areas and aircraft cabins. This document also provides clarification on prohibited sharp objects and certain self-defense items.

Special Local Regulations; Key West World Championship, Key West, FL
The Coast Guard will enforce a special local regulation for the Key West World Championship to provide for the safety of life on navigable waterways during this event. Our regulation for marine events within the Seventh Coast Guard District identifies the regulated area for this event in Key West, FL. During the enforcement period, no person or vessel may enter, transit through, anchor in, or remain within the regulated area without permission from the Captain of the Port Key West or a designated representative.
Request for Comment on Software Identification Ecosystem Option Analysis
The Cybersecurity and Infrastructure Security Agency (CISA) announces the publication of ``Software Identification Ecosystem Option Analysis,'' which is a white paper on software identification ecosystems and requests public comment on the paths forward identified by the paper and on the analysis of the merits and challenges of the software identifier ecosystems discussed. Modernizing H-1B Requirements, Providing Flexibility in the F-1 Program, and Program Improvements Affecting Other Nonimmigrant Workers
The U.S. Department of Homeland Security (DHS) proposes to amend its regulations governing H-1B specialty occupation workers to modernize and improve the efficiency of the H-1B program, add benefits and flexibilities, and improve integrity measures. Some of the proposed provisions would narrowly impact other nonimmigrant classifications, including: H-2, H-3, F-1, L-1, O, P, Q-1, R-1, E-3, and TN. DHS intends to finalize the proposals contained in this rulemaking through one or more final rules, depending on agency resources.
Safety Zone; Fireworks Displays Within the Fifth Coast Guard District
The Coast Guard will enforce a safety zone for a fireworks display at The Wharf DC on October 25, 2023, to provide for the safety of life on navigable waterways during this event. Our regulation for Fireworks Displays within the Fifth Coast Guard District identifies the safety zone for this event in Washington, DC. During the enforcement period, vessels may not enter, remain in, or transit through the safety zone unless authorized to do so by the COTP or his representative, and vessels in the vicinity must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.
Elimination of Debit Voucher Interest Accruing Before the Issuance of a Bill
This document amends the U.S. Customs and Border Protection (CBP) regulations to reflect the elimination of CBP's collection of interest specific to debit vouchers in order to enable CBP to efficiently include debit voucher bills in CBP's automated billing process in the Automated Commercial Environment. As a result of this change, CBP will automatically issue debit voucher bills, inclusive of all applicable interest accruing on such bills and dishonored payment fees. Interest on the debited amount will accrue from the date of the issuance of a debit voucher bill, and no longer from the date of the debit voucher.
Security Zone; Watson Bayou, Panama City, FL
The Coast Guard is establishing a temporary security zone for navigable waters of Watson Bayou, Panama City FL, within an area bound by the following points: 30[deg]08'17.8'' N, 85[deg]38'6.6'' W (Diamond Point), thence northeast toward 30[deg]08'34.6'' N, 85[deg]37'55.7'' W (Eastern Shipbuilding), thence east to the South East Avenue Bridge. The security zone is needed to protect the official party, the public, and the surrounding waterway from terrorist acts, sabotage or other subversive acts, accidents, or other causes of a similar nature. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Sector Mobile Captain of the Port (COTP).
Drawbridge Operation Regulation; Atlantic Intracoastal Waterway, at Jupiter, FL
The Coast Guard proposes to temporarily modify the operating schedule that governs the Indiantown Road Bridge across the Atlantic Intracoastal Waterway (AICW), mile 1006.2, at Jupiter, Florida. This action is necessary to alleviate vehicle traffic congestion on the Indiantown Road Bridge caused by the replacement and closure of a nearby bridge. Once construction of the nearby bridge has been completed, the Indiantown Road Drawbridge will return to normally scheduled operations. We invite your comments on this proposed rulemaking.
