The Federal Emergency Management Agency (FEMA), as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on a proposed continuing information collection. In accordance with the Paperwork Reduction Act of 1995, this notice seeks comments concerning the National Flood Insurance ProgramMortgage Portfolio Protection Program (MPPP) that is a mechanism used by lending institutions mortgage servicing companies, and others servicing mortgage loan portfolios to bring the mortgage loan portfolios into compliance with the flood insurance purchase requirements of the Flood Disaster Protection Act of 1973, as amended.

Security Zone; Chesapeake Bay, Between Sandy Point and Kent Island, MD
The Coast Guard is establishing a permanent security zone on the waters of the Chesapeake Bay, within 250 yards north of the north span and 250 yards south of the south span of the William P. Lane Jr. Memorial Bridge, located between Sandy Point and Kent Island, Maryland. This action is necessary to provide for the security of a large number of participants during the annual Bay Bridge Walk across the William P. Lane Jr. Memorial Bridge, held annually on the first Sunday in May. The security zone will allow for control of vessels or persons within a specified area of the Chesapeake Bay and safeguard the public at large.
Drawbridge Operation Regulation; Detroit River (Trenton Channel), Grosse Ile, MI
The Coast Guard is temporarily revising the operating regulations for the Grosse Ile Toll Bridge at Mile 8.80 over the Trenton Channel during the planned seven-month duration of time that the Grosse Ile County (Free) Bridge at Mile 5.60 will be rehabilitated and not available for vehicular traffic. Grosse Ile is connected to the mainland by these two bridges only. The temporary regulations will revise the number of required bridge openings of the Grosse Ile Toll Bridge to provide less interruptions of vehicular traffic while simultaneously providing for reasonable needs of marine navigation.
Receipt of Domestic Interested Party Petition Concerning Tariff Classification of Glass Optical Preforms
The Bureau of Customs and Border Protection (CBP) has received a petition submitted on behalf of a domestic interested party requesting the reclassification under the Harmonized Tariff Schedule of the United States (HTSUS) of glass optical preforms. CBP's current position is that glass optical preforms are classifiable duty-free in subheading 7002.20.1000, HTSUS, as glass rods of fused quartz or other fused silica, unworked. Petitioner maintains that this classification is incorrect because the optical fiber preforms consist of a glass core rod that has been ``worked'' by the addition of a layer of cladding glass to the core rod. Petitioner asserts that subheading 7020.00.6000, HTSUS, other articles of glass, other, represents the correct classification. The 2007 rate of duty under this provision is 5 percent ad valorem.

In accordance with the Paperwork Reduction Act of 1995, this notice seeks comments concerning the revised collection of information, which is necessary for assessment and improvement of the delivery of disaster assistance. The forms serve as survey tools used to evaluate customer perceptions of effectiveness, timeliness and satisfaction with initial, continuing and final delivery of disaster-related assistance.

Drawbridge Operating Regulations; Berwick Bay, (Atchafalaya River) Morgan City, LA
The Commander, Eighth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the BNSF Railway Company Vertical Lift Span Bridge across Berwick Bay, mile 0.4, (Atchafalaya River, mile 17.5) at Morgan City, St. Mary Parish, Louisiana. This deviation provides for the bridge to remain closed to navigation for 12 consecutive hours to conduct scheduled maintenance to the drawbridge.

Transportation Worker Identification Credential Implementation in the Maritime Sector; Hazardous Materials Endorsement for a Commercial Driver's License; Correction
This document contains corrections to the final rule published in the Federal Register on January 25, 2007 (72 FR 3492). That rule requires credentialed merchant mariners and workers with unescorted access to secure areas of vessels and facilities to undergo a security threat assessment and receive a biometric credential, known as a Transportation Worker Identification Credential (TWIC). This rule correction redesignates paragraphs in parts 1515 and 1572. In addition, this rule correction substitutes a word in parts 1540 and 1570 for consistency, deletes a word for clarity in part 1570 and inserts a word in part 1572 to clarify the type of fee. These revisions are necessary to correct typographical errors and to use terms consistently throughout the rule.
Automated Commercial Environment (ACE): National Customs Automation Program Test of Automated Truck Manifest for Truck Carrier Accounts; Deployment Schedule
The Bureau of Customs and Border Protection, in conjunction with the Department of Transportation, Federal Motor Carrier Safety Administration, is currently conducting a National Customs Automation Program (NCAP) test concerning the transmission of automated truck manifest data. This document announces the next group, or cluster, of ports to be deployed for this test.
New Test Program Regarding Electronic Foreign Trade Zone Admission Applications
In a document published in the Federal Register on August 19, 2005, the Bureau of Customs and Border Protection (CBP) announced its plan to conduct a voluntary program to test the viability of submitting electronic FTZ admission applications (CBP Form 214``FTZ Admission and/or Status Designation'') to CBP via the Automated Broker Interface (ABI). The test program was intended to run for a period of approximately 6 months from the program's September 30, 2005 commencement date with a final evaluation to take place at the end of that period. This notice informs interested members of the public that after CBP's initial evaluation of the test program, it was determined that due to the insufficient data collected the test should be run again for a period of approximately 6 months from March 26, 2007. The new test program is intended to encourage greater participation in the prototype by the trade and thereby provide CBP with more meaningful data by which to assess the feasibility of implementing the test program on a permanent basis.
Drawbridge Operation Regulations; Gowanus Canal, Brooklyn, NY
The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the Hamilton Avenue Bridge across Gowanus Canal, mile 1.2, at Brooklyn, New York. Under this temporary deviation the draw may remain in the closed position from April 3, 2007 through April 5, 2007 and from April 6, 2007 through September 29, 2007, a four-hour advance notice shall be required for all bridge openings. This deviation is necessary to facilitate scheduled bridge maintenance.

The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the Brightman Street Bridge across the Taunton River at mile 1.8, between Fall River and Somerset, Massachusetts. Under this temporary deviation, the bridge may remain in the closed position from 9 p.m. on April 13, 2007 through 5 p.m. on April 28, 2007. This deviation is necessary to facilitate un-scheduled bridge maintenance.

Remote Location Filing
This document proposes to amend title 19 of the Code of Federal Regulations to set forth provisions implementing Remote Location Filing (RLF). The proposed changes implement the terms of section 414 of the Tariff Act of 1930, as added by section 631 within the Customs Modernization provisions of the North American Free Trade Agreement Implementation Act, and would allow a RLF filer to electronically file with CBP those entries and related information that CBP can process in a completely electronic data interchange system from a location other than where the goods will arrive.
Safety Zone; Kenosha Harbor, Kenosha, WI
The Coast Guard proposes to establish a temporary safety zone in Kenosha Harbor at the east end of the south pier. This zone is intended to restrict vessels from portions of Lake Michigan and Kenosha Harbor during a fireworks display on August 11, 2007. This zone is necessary to protect the public from the hazards associated with fireworks displays.
Special Local Regulations for Marine Events; Delaware River, Delaware City, DE
The Coast Guard proposes to establish temporary special local regulations during the ``7th Annual Escape from Fort Delaware Triathlon'', an event to be held June 9, 2007 on the waters of Delaware River at Delaware City, DE. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to temporarily restrict vessel traffic in a portion of the Delaware River during the 7th Annual Escape from Fort Delaware Triathlon.

This action is intended to restrict vessel traffic in the regulated area during the power boat race.
