The Coast Guard is establishing temporary special local regulations for the ``SBIPFountain Powerboats Kilo Run and Super Boat Grand Prix'', a marine event to be held August 5 and August 7, 2005, on the waters of the Pamlico River, near Washington, North Carolina. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in portions of the Pamlico River during the event.

The Coast Guard is establishing temporary special local regulations during the ``Thunder on the Narrows'' boat races, a marine event to be held August 6 and August 7, 2005, on the waters of Prospect Bay, near Kent Island Narrows, Maryland. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in portions of Prospect Bay during the event.

The Coast Guard proposes to establish temporary special local regulations for ``Thunder over the Boardwalk'', an aerial demonstration to be held over the waters of the Atlantic Ocean adjacent to Atlantic City, New Jersey. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This proposed action would restrict vessel traffic in portions of the Atlantic Ocean adjacent to Atlantic City, New Jersey during the aerial demonstration.

Notice of Issuance of Final Determination Concerning Multi-Line Telephone Sets
This document provides notice that the Bureau of Customs and Border Protection (CBP) has issued a final determination concerning the country of origin of certain multi-line telephone sets to be offered to the United States Government under an undesignated government procurement contract. The final determination found that, based upon the facts presented, the country of origin of the Avaya Partner multi- line telephone set is Mexico.
Potable Water on Inspected Vessels
This notice solicits public input on the amount of potable water that should be available on inspected vessels. Section 416 of the Coast Guard and Marine Transportation Act of 2004 amended 46 U.S.C. 3305 on ``Scope and standards of inspection.'' This amendment adds a new item to the inspection process; that is, to ensure that each inspected vessel has an adequate supply of potable water for drinking and washing by passengers and crew. The Coast Guard is considering the options for implementing the new statute and seeks public input and information on criteria to determine the amount of potable water that should be available on inspected vessels.
Proposed Flood Elevation Determinations
Technical information or comments are requested on the proposed Base (1% annual-chance) Flood Elevations (BFEs) and proposed BFE modifications for the communities listed below. The BFEs and modified BFEs are the basis for the floodplain management measures that the community is required either to adopt or to show evidence of being already in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP).
Automatic Extension of Employment Authorization Documentation for Honduran and Nicaraguan TPS Beneficiaries
On November 3, 2004, U.S. Citizenship and Immigration Services (USCIS) of the Department of Homeland Security (DHS) published two Notices in the Federal Register extending the designations of Honduras and Nicaragua for Temporary Protected Status (TPS) until July 5, 2006, and automatically extending employment authorization documents (EADs) for the beneficiaries of TPS for Honduras and Nicaragua for six months, from January 5, 2005 until July 5, 2005. Beneficiaries of TPS for Honduras and Nicaragua are required to re-register and obtain new EADs. However, because of the large number of beneficiaries for TPS for Nicaragua and Honduras, USCIS will not be able to process and re-issue new EADs for all such beneficiaries by the July 5, 2005 expiration date. Accordingly, USCIS has decided to extend the validity of EADs issued to Honduran or Nicaraguan nationals (or aliens having no nationality who last habitually resided in Honduras or Nicaragua) under the extension of the TPS designations for an additional 90 days, from July 5, 2005 until October 5, 2005. This Notice announces that extension and also explains how TPS beneficiaries and their employers may determine which EADs are automatically extended.

In compliance with the Paperwork Reduction Act of 1995, this request for comments announces that the Coast Guard has forwarded three Information Collection Requests (ICRs)(1) 1625-0060, Vapor Control Systems for Facilities and Tank Vessels; (2) 1625-0081, Alternate Compliance Program; and (3) 1625-0083, Operational Measures for Existing Tank Vessels Without Double Hullsabstracted below, to the Office of Information and Regulatory Affairs (OIRA) of the Office of Management and Budget (OMB) for review and comment. Our ICR describes the information we seek to collect from the public. Review and comment by OIRA ensures that we impose only paperwork burdens commensurate with our performance of duties.
Security Zones; Port of Port Lavaca-Point Comfort, Point Comfort, TX and Port of Corpus Christi Inner Harbor, Corpus Christi, TX
The Coast Guard is removing an established security zone in the Port of Port Lavaca-Point Comfort. Under the Maritime Transportation Security Act of 2002, owners or operators of local facilities are required to take specific action to improve facility security. As such, a security zone around local facilities will no longer be necessary under normal conditions. This final rule removes an established security zone.
United States Visitor and Immigrant Status Indicator Technology Program; Privacy Impact Assessment
The Department of Homeland Security intends to modify the United States Visitor and Immigrant Status Indicator Technology Program to conduct a proof of concept in order to verify the utility of Radio Frequency Identification technology to automatically, passively, and remotely record the entry and exit of covered individuals. In conjunction with this change, US-VISIT is again revising its Privacy Impact Assessment to discuss the impact of this new technology on privacy. The revised Privacy Impact Assessment also covers the implementation of new technology and processes for recording the exit of covered individuals from air and sea ports. It is being published here and also is available on the Web site of the Privacy Office of the Department of Homeland Security, https://www.dhs.gov/privacy, and on the US-VISIT Web site, https://www.dhs.gov/usvisit. The original US-VISIT PIA was published in the Federal Register on January 16, 2004 (69 FR 2608); a revised version reflecting subsequent changes was published on September 23, 2004 (69 FR 57036), and a notice about the availability of the most recent revision made to the PIA was published in the Federal Register on June 16, 2005 (70 FR 35110).

The Department of Homeland Security published a document in the Federal Register of June 27, 2005, concerning the National Infrastructure Advisory Council (NIAC) meeting on Tuesday, July 12, 2005. The time has changed for the meeting.
Privacy Act of 1974; Systems of Records
The Department of Homeland Security is creating a new system of records for the United States Visitor and Immigrant Status Indicator Technology Program. This new system of records is the Automated Identification Management System. It will be used to facilitate and further automate processes for entry into and exit from the United States through the issuance, to covered individuals, of a radio frequency identification tag with a unique identifier. These tags and their associated reading, processing, and storage components are intended to improve the recording of entry and exit data at U.S. land border Ports of Entry beginning July 31, 2005.
Implementation of Sector Lower Mississippi River
The Coast Guard announces the stand-up of Sector Lower Mississippi River. The Sector Lower Mississippi River Commanding Officer has the authority, responsibility and missions of the prior Group Commander, Captain of the Port (COTP), Officer in Charge, Marine Inspection (OCMI), Federal On Scene Coordinator (FOSC), Federal Maritime Security Coordinator (FMSC), and Search and Rescue Mission Coordinator (SMC) Lower Mississippi River. The Coast Guard has established a continuity of operations whereby all previous practices and procedures will remain in effect until superseded by an authorized Coast Guard official and/or document.
Drawbridge Operation Regulations; Kent Island Narrows, Kent Island, MD
The Coast Guard is changing the regulations that govern the operation of the S.R. 18-B Bridge, over Kent Island Narrows, mile 1.0, in Kent Island, MD. The final rule allows the S.R. 18-B Bridge to open on signal for vessel traffic on the hour and half-hour from 6 a.m. to 9 p.m., from May 1 through October 31, but need not be opened from 9 p.m. to 6 a.m. From November 1 through April 30, the draw shall open on signal from 6 a.m. to 6 p.m., but need not be opened from 6 p.m. to 6 a.m. The draw shall open on signal for public vessels of the United States, State, or local government vessels used for public safety purposes, and vessels in distress. This change will allow for a more efficient flow of vessel traffic.

Drawbridge Operation Regulations; Back Bay of Biloxi, Biloxi, Harrison County, MS
The Commander, Eighth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the Popps Ferry Road Bascule Span Bridge across the Back Bay of Biloxi, mile 8.0, at Biloxi, Harrison County, Mississippi. This deviation allows the north bascule span of the bridge to remain closed to navigation for twelve hours on July 26, 2005 with an alternate date of August 2, 2005 in case of inclement weather. This temporary deviation is necessary for the replacement of the hydraulic hoses of the drawbridge operating system.
Establishing a New Port of Entry at New River Valley, VA, and Terminating the User-Fee Status of New River Valley Airport
This document proposes to amend the Department of Homeland Security's Regulations pertaining to the Bureau of Customs and Border Protection's field organization by conditionally establishing a new port of entry at New River Valley, Virginia, and terminating the user- fee status of New River Valley Airport. The new port of entry would consist of all the area surrounded by the continuous outer boundaries of the Montgomery, Pulaski and Roanoke counties in the state of Virginia, including New River Valley Airport, which is currently operated as a user-fee airport. These changes will assist the Bureau of Customs and Border Protection in its continuing efforts to provide better service to carriers, importers and the general public.
Towing Safety Advisory Committee
The Licensing Working Group of the Towing Safety Advisory Committee (TSAC) will meet to discuss matters relating to specific issues of towing safety. The meetings will be open to the public.
Security Zone; Cleveland Harbor, Cleveland, Ohio
The Coast Guard is establishing a temporary security zone in Cleveland's inner harbor for the visit of the HMCS Toronto. The security zone is necessary to ensure the security of this vessel and dignitaries visiting Cleveland, Ohio. Entry into this security zone is prohibited without permission of the Captain of the Port Cleveland.
Merchant Marine Personnel Advisory Committee; Vacancies
The Coast Guard is seeking applications for appointment to membership on the Merchant Marine Personnel Advisory Committee (MERPAC). MERPAC provides advice and makes recommendations to the Coast Guard on matters related to the training, qualification, licensing, certification, and fitness of seamen serving in the U.S. merchant marine.
Merchant Marine Personnel Advisory Committee
A working group of the Merchant Marine Personnel Advisory Committee (MERPAC) will meet to discuss Task Statement 50 ``Recommendations on a Training and Assessment Program for Qualified Member of the Engine Department on Sea-Going Vessels.'' MERPAC advises the Secretary of Homeland Security on matters relating to the training, qualifications, licensing, certification, and fitness of seamen serving in the U.S. merchant marine. This meeting will be open to the public.
Port Access Routes Study: In the Waters of Montauk Channel and Block Island Sound
The Coast Guard is conducting a Port Access Route Study (PARS) to evaluate the applicability of and the need for modifications to current vessel routing measures in the approaches to Block Island Sound, between Montauk Channel and The Race, and the area from the Point Judith Pilot Boarding area to The Race. The goal of the study is to help reduce the risk of marine casualties and increase the efficiency of vessel traffic management in the study area. The recommendations of the study may lead to future rulemaking action or appropriate international agreements.
Safety Zone: Independence Day Celebration Fireworks-Ipswich, MA
The Coast Guard is establishing a temporary safety zone for the Independence Day Fireworks on July 3, 2005 on Ipswich Bay in Ipswich, Massachusetts. The safety zone will prohibit entry into or movement within a portion of Ipswich Bay during the closure period. The safety zone is necessary to protect the life and property of the maritime public from the potential hazards posed by a fireworks display.
Special Local Regulations for Marine Events; Humboldt Bay, San Francisco Bay, Monterey Bay, and Lake Tahoe
The Coast Guard is establishing special local regulations for the loading, transport, and launching of fireworks used during twenty two separate Fourth of July fireworks displays to be held in various locations in Northern California and Western Nevada. These special local regulations are intended to prohibit vessels and people from entering into or remaining within the regulated areas to ensure the safety of participants, spectators, and mariners transiting the event areas.
Extension Agency Information Collection Activity Under OMB Review: Airport Security
This notice announces that TSA has forwarded the Information Collection Request (ICR) abstracted below to the Office of Management and Budget (OMB) for review and approval of an extension of the currently approved collection under the Paperwork Reduction Act. The ICR describes the nature of the information collection and its expected burden. TSA published a Federal Register notice, with a 60-day comment period soliciting comments, of the following collection of information on February 2, 2005, 70 FR 5456.
Suspension of Community Eligibility
This rule identifies communities, where the sale of flood insurance has been authorized under the National Flood Insurance Program (NFIP), that are scheduled for suspension on the effective dates listed within this rule because of noncompliance with the floodplain management requirements of the program. If the Federal Emergency Management Agency (FEMA) receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date.
