Soliciting Comments, Motions To
Intervene, and Competing Applications
On February 9, 2022, CW Bill Young
Hydropower Group, Inc., filed an
application for a preliminary permit,
pursuant to section 4(f) of the Federal
Power Act (FPA), proposing to study the
feasibility of hydropower at the existing
U.S. Army Corps of Engineers’ C.W. Bill
Young Lock and Dam located on the
Allegheny River in Allegheny County,
Pennsylvania. The sole purpose of a
preliminary permit, if issued, is to grant
the permit holder priority to file a
license application during the permit
term. A preliminary permit does not
authorize the permit holder to perform
any land-disturbing activities or
otherwise enter upon lands or waters
owned by others without the owners’
express permission.
The proposed CW Bill Young Lock
and Dam Hydropower Project would
consist of the following: (1) A new 90foot-wide, 150-foot-long reinforced
concrete powerhouse to be located
downstream along the northern bank;
(2) a new 90-foot-wide, 100- to 200-footlong forebay intake area enclosed by
reinforced concrete walls; (3) two 5megawatt (MW) turbine-generator units
with a total generating capacity of 10
MW; (4) a new 90-foot-wide by 150-footlong tailrace; (5) a new 60-foot-long by
50-foot-wide substation with a threephase step-up transformer; (6) a new
6,200-foot-long, 69-kilovolt transmission
line; and (7) appurtenant facilities. The
proposed project would have an
estimated annual generation of 52,000
megawatt-hours.
