Inquiry Regarding the Commission's Policy for Recovery of Income Tax Costs
Following the decision of the U.S. Court of Appeals for the District of Columbia Circuit in United Airlines, Inc., et al. v. Federal Energy Regulatory Commission, the Commission issued a notice of inquiry (NOI) seeking comment regarding how to address any double recovery resulting from the Commission's current income tax allowance and rate of return policies. The Commission finds that an impermissible double recovery results from granting a Master Limited Partnership (MLP) pipeline both an income tax allowance and a return on equity pursuant to the discounted cash flow methodology. Accordingly, the Commission revises its policy and will no longer permit an MLP to recover an income tax allowance in its cost of service. While all partnerships seeking to recover an income tax allowance will need to address the double-recovery concern, the Commission will address the application of United Airlines to non-MLP partnership forms as those issues arise in subsequent proceedings.

Notice of Request for Information (RFI) on Critical Water Issues Prize Competition
The U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), seeks information from the public to understand the key technical and other barriers that may prevent long-term access to low-cost water supplies that could be best addressed through challenges and prize competitions. DOE may use the information provided through this Request for Information (RFI) to develop challenges and prize competitions to address low-cost water problems. For the purposes of this RFI, challenges and prize competitions are tools and approaches the Federal government and others can use to engage a broad range of stakeholders, including the general public, to develop solutions to difficult problems. Challenges and prize competitions rely on competitive structures to drive innovation among participants and usually offer rewards (financial and/or other) to winners and/or finalists. This RFI is not designed to solicit input on DOE's broader water research and development (R&D) efforts.

New Shunxiang is required to test and rate the specified basic model of its combination cooler refrigeration product in accordance with the alternate test procedure described in the Decision and Order.

Acuity is required to test and rate the specified basic models of its combination illuminated exit signs in accordance with the alternate test procedure described in the Decision and Order.

This notice announces a Decision and Order granting Apple, Inc. (``Apple''), Microsoft Corporation (``Microsoft''), Poin2 Lab (``Poin2'') and Hefei Bitland Information Technology Co. Ltd. (``Bitland'') individual waivers from specified portions of the DOE test procedure for determining the energy efficiency of external power supplies. The petitioners are required to test and rate specifically identified external power supply basic models in accordance with the alternate test procedure described in the Decision and Order.

The Industry Advisory Board (IAB) to the International Energy Agency (IEA) will meet on March 20, 2018, at OECD Conference Centre, Room CC 7, 2 Rue Andr[eacute] Pascal, 75016 Paris, France, in connection with a joint meeting of the IEA's Standing Group on Emergency Questions (SEQ) and the IEA's Standing Group on the Oil Market (SOM) on March 21, 2018, in connection with a meeting of the SEQ on that day.
Commision Information Collection Activities (FERC-725Y), Comment Request; Extension
In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission (Commission or FERC) is submitting its information collection FERC-725Y, Mandatory Reliability Standards (Personnel Performance, Training, and Qualifications), to the Office of Management and Budget (OMB) for review of the information collection requirements. Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission previously published a Notice in the Federal Register on 12/26/2017 requesting public comments. The Commission received no comments on the FERC-725Y information collection and is making this notation in its submittal to OMB.
