Notice of Public Availability of FY 2014 Service Contract Inventories and Supplemental Data
In accordance with Section 743 of Division C of the Consolidated Appropriations Act of 2010 (Pub. L. 111-117), the Federal Energy Regulatory Commission (FERC) is publishing this notice to advise the public on the availability of the FY 2014 Service Contract Inventory, a report that analyzes the Commission's FY 2014 Service Contract Inventory and an inventory supplement that identifies the amount invoiced and direct labor hours for covered service contract actions. The service contract inventory provides information on service contract actions over $25,000 that FERC completed in FY 2014. The information is organized by function to show how contracted resources are distributed throughout the agency. The inventory has been developed in accordance with guidance issued on November 5, 2010, by the Office of Management and Budget's Office of Federal Procurement Policy (OFPP). International Energy Agency Meetings
The Industry Advisory Board (IAB) to the International Energy Agency (IEA) will meet on February 24, 2015, at the headquarters of the IEA in Paris, France in connection with a joint meeting of the IEA's Standing Group on Emergency Questions (SEQ) and the IEA's Standing Group on the Oil Market (SOM) on that day, and on February 25, 2015, in connection with a meeting of the SEQ on that day.
Notice of Availability (NOA) for the Draft Environmental Impact Statement (EIS) and Announcement of Public Hearings for the Proposed New England Clean Power Link (NECPL) Transmission Line
The U.S. Department of Energy (DOE) announces the availability of the ``Draft Environmental Impact Statement for the New England Clean Power Link Transmission Line Project'' (DOE/EIS-0503) for public review and comment. DOE is also announcing two public hearings to receive comments on the Draft EIS. The Draft EIS evaluates the environmental impacts of DOE's proposed Federal action of issuing a Presidential permit to the Applicant: Champlain VT, LLC, doing business as TDI New England (``TDI-NE''), to construct, operate, maintain, and connect a new electric transmission line across the U.S./Canada border in northern Vermont.

Determination Regarding Energy Efficiency Improvements in the 2015 International Energy Conservation Code (IECC)
The U.S. Department of Energy (DOE) has determined that the 2015 edition of the International Energy Conservation Code (IECC) would improve energy efficiency in buildings subject to the code compared to the 2012 edition. DOE analysis indicates that buildings meeting the 2015 IECC (as compared with buildings meeting the 2012 IECC) would result in national source energy savings of approximately 0.87 percent, site energy savings of approximately 0.98 percent, and energy cost savings of approximately 0.73 percent of residential building energy consumption, as regulated by the IECC. Upon publication of this affirmative determination, each State is required by statute to certify that it has reviewed the provisions of its residential building code regarding energy efficiency, and made a determination as to whether to update its code to meet or exceed the 2015 IECC. Additionally, this notice provides guidance to States on these processes and associated certifications.
Energy Conservation Program: Energy Conservation Standards for Residential Conventional Ovens
The Energy Policy and Conservation Act of 1975 (EPCA), as amended, prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including residential conventional ovens. EPCA also requires the U.S. Department of Energy (DOE) to determine whether more-stringent, amended standards would be technologically feasible and economically justified, and would save a significant amount of energy. DOE is proposing new and amended energy conservation standards for residential conventional ovens. DOE is also announcing a public meeting to receive comment on these proposed standards and associated analyses and results.
Notice of Filing of Self-Certification of Coal Capability Under the Powerplant and Industrial Fuel Use Act
On April 30, 2015, Pio Pico Energy Center, LLC, as owner and operator of a new base load electric powerplant, submitted a coal capability self-certification to the Department of Energy (DOE) pursuant to Sec. 201(d) of the Powerplant and Industrial Fuel Use Act of 1978 (FUA), as amended, and DOE regulations. FUA and regulations thereunder require DOE to publish a notice of filing of self- certification in the Federal Register. 42 U.S.C. 8311(d) and 10 CFR 501.61(c).
