for Declaratory Order
Take notice that on June 9, 2015,
pursuant to Rule 207(a)(2) of the Federal
Energy Regulatory Commission’s
(Commission) Rules of Practice and
Procedure, 18 CFR 385.207(a)(2) (2014),
Grid Assurance LLC (Grid Assurance),
filed a petition for declaratory order
requesting that the Commission make
certain regulatory findings for the
benefit of prospective subscribers to the
spare transmission equipment service to
be offered by Grid Assurance, all as
more fully explained in the petition.
Any person desiring to intervene or to
protest this filing must file in
accordance with Rules 211 and 214 of
the Commission’s Rules of Practice and
Procedure (18 CFR 385.211, 385.214).
Protests will be considered by the
Commission in determining the
appropriate action to be taken, but will
not serve to make protestants parties to
the proceeding. Any person wishing to

intervention or motion to intervene, as

Alaska, filed a notice of intent to
construct a qualifying conduit
hydropower facility, pursuant to section
30 of the Federal Power Act (FPA), as
amended by section 4 of the
Hydropower Regulatory Efficiency Act
of 2013 (HREA). The proposed Adak
Water System Project would have an
installed capacity of 1.7 kilowatts (kW),
and would be located along the existing
8-inch-diameter pipeline between the
city’s water treatment plant and the
treated water storage tanks. The project
would be located in the City of Adak,
Alaska.

Qualifying Conduit Hydropower
Facility Description: The proposed
project would consist of: (1) The
existing approximately 100-square-foot
PRV2 building; (2) a short 4-inchdiameter intake pipe receiving water
from the existing approximately 4,535foot-long, 8-inch-diameter pipeline from
the city’s water treatment plant; (3) one
turbine/generator unit with an installed
capacity of 1.7 kW; (4) a short 4-inchdiameter discharge pipe returning water
to a short existing 8-inch-diameter
pipeline that provides water to the
existing treated water storage tanks; and
(5) appurtenant facilities.
The proposed project would have a
total installed capacity of 1.7 kW.
A qualifying conduit hydropower
facility is one that is determined or
deemed to meet all of the criteria shown
in the table below.
